Hardware and Software Upgrades at the Water Treatment Plant
RECOMMENDED ACTION:
Adopt a resolution receiving quotes and awarding a contract for SCADA hardware and software
upgrades at the water treatment plant.
BACKGROUND:
The current software for the water treatment plant is being run on windows 10 and is no longer
fully compatible with the updated SCADA system. To increase the security and reliability of our
computerized water and sewer systems, the hardware and software at the treatment plant need
to be upgraded in conjunction with the system-wide SCADA updates that are currently in
progress. This will replicate the existing SCADA HMI and connect to the master telemetry unit,
allowing the same system to control both water and sewer SCADA devices.
Staff have received a quote from Total Control Systems, Inc. in the amount of $36,822 to provide,
install, and program the new SCADA HMI device. The staff at Total Control Systems, Inc. have
performed a significant amount of work on our water and sanitary sewer system components in
the past and are familiar with the current setup and programming, including the master telemetry
unit which was updated in February 2024. The City Council has previously approved using a
single-source contractor for this type of work in order to maintain consistency, continuity, and
efficiency for this critically important function of water and wastewater management.
FINANCIAL IMPACT:
The Sewer Utility Fund includes $500,000 per year from 2025 - 2029 for SCADA upgrades (fund
604-49450.00-55580.00 Software).
ALTERNATIVES:
1. Motion and second as part of the consent agenda to adopt a resolution receiving quotes
and awarding a contract for the SCADA hardware and software upgrades at the water
treatment plant.
2. Motion and second to remove this item from the consent agenda for further discussion.

A RESOLUTION RECEIVING QUOTES AND AWARDING A CONTRACT FOR SCADA
HARDWARE AND SOFTWARE UPGRADES AT THE WATER TREATMENT PLANT

WHEREAS, the current software for the water treatment plant is being run on windows 10
and is no longer fully compatible with the updated SCADA system; and
WHEREAS, to increase the security and reliability of our computerized water and sewer
systems, the hardware and software at the treatment plant need to be upgraded
in conjunction with the system-wide SCADA updates that are currently in
progress; and
WHEREAS, Total Control System, Inc. has provided a quote in the amount of $36,822 to
furnish equipment and services to upgrade the SCADA hardware and software
at the treatment plant; and
WHEREAS, the City Council has previously approved using a single-source contractor for
this type of work in order to maintain consistency, continuity, and efficiency for
this critically important function of water and wastewater management.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council authorizes a contract with Total Control Systems, Inc. in the amount of
$36,822 for hardware and software upgrades to the SCADA system at the water treatment
plant.
3. Funding will come from the Sewer Utility Fund (604-49450.00-55580.00).

Total Control Systems, Inc. (TCS) proposes to furnish equipment & services to upgrade the City of Prior Lake WTP
SCADA System. TCS proposes to create a new HMI project with Rockwell Software FTView SE for the Water
System. This will connect to the new MTU control panel and the existing WTP PLC. TCS will replicate existing
SCADA HMI.

Price for the WTP control package: $36,882.00 (No TAX Included).
Does not include:
Sales Tax
- We acknowledge receipt of Addendum No.
- Terms are Net 30 days from invoice date. No retainage allowed. A 1.5% charge per month is added to any past due balance. Price may be
dependent on past credit history.
- This quote/proposal is valid for 60 days.
- Work to commence after receipt of an acceptable written purchase order acknowledging acceptance of our terms.
- F.O.B. jobsite.
- Start-up service/training, documentation and equipment adjustment is included as specified.
- TCSI does not accept any liquidated damages.
- ALL PANELS FURNISHED BY TCS WILL HAVE A UL 508 SERIALIZED OR UL698A ENCLOSED INDUSTRIAL CONTROL PANEL RELATING
TO HAZARDOUS LOCATIONS WITH INTRINSICALLY SAFE CIRCUIT EXTENSIONS LABEL, AS REQUIRED.
