BACKGROUND: The exterior building mortar and sealants at City Hall, which was built in 2006, have reached their expected replacement interval, resulting in a loss of their protective performance. As these materials age, they lose flexibility and begin to separate from adjacent surfaces. This deterioration has created gaps that allow water intrusion and provide pathways for insects to enter the building. Left unaddressed, these issues can lead to accelerated deterioration of the building envelope, interior moisture damage, higher maintenance costs, and potential impacts on occupant comfort and safety. Replacing the failing mortar and sealants at this time is necessary to preserve the integrity of the structure, prevent further damage, and maintain the building’s long-term performance. Staff solicited the following two quotes to replace the exterior mortar and sealants: Company Quote Building Restoration Corporation $139,494 Paragon Restoration 2 $152,768 Staff recommend Council award a contract to Building Restoration Corporation in the total amount of $139,494 for the mortar and sealant replacement. FINANCIAL IMPACT: The 2026 Facilities CIP includes $160,000 for these improvements in the Building & Building Improvements fund (440-41940.00-55520.00). ALTERNATIVES: 1. Motion and second as part of the consent agenda to adopt a resolution receiving quotes and awarding a contract for building maintenance at City Hall. 2. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The City Council hereby authorizes the execution of a contract with Building Restoration Corporation in the amount of $139,494 for the mortar and sealant repairs at City Hall. 3.
