HomeMy WebLinkAbout05(K) - Resolution Approving a Work Order for Boardwalk Inspection and Evaluation Report ITEM: 5K CITY COUNCIL AGENDA REPORT MEETING DATE: March 10, 2026 PREPARED BY: Christine Watson, Public Works Supervisor – Administration PRESENTED BY: Nick Monserud, Public Works Director/City Engineer AGENDA ITEM: Resolution Approving a Work Order for Boardwalk Inspection and Evaluation RECOMMENDED ACTION: Adopt a resolution approving a work order with WSB LLC to complete an inspection and evaluation of all boardwalks throughout the city. BACKGROUND: The city has 27 boardwalks throughout the city totaling one mile in length. These boardwalks are inspected by city staff monthly from March through October, and maintained as necessary. Several boardwalks have deteriorated to the point of needing major repairs, which require an engineer’s evaluation to determine the best solutions. Staff solicited a proposal from WSB LLC, a member of the city’s consultant pool, to complete inspections and provide recommendations based on the results. WSB’s proposal in the amount of $39,600 includes the following items: • Project management and coordination • Inspection and condition assessment • Report of findings and recommendations Staff recommend approving a work order with WSB to complete the boardwalk inspection and evaluation of all city boardwalks. FINANCIAL IMPACT: The $39,600 cost for this work order will be paid from the money budgeted for contracted street maintenance (101-43100.00-54010.01). For many years, the city has participated in a Joint Power Agreement (JPA), administered by the city of Burnsville, for street sealcoating and striping. Burnsville is no longer administering this JPA, so Public Works staff will be self-administering the contracts this year. Based on initial cost estimates, there will be enough money to cover the cost of the sealcoating, striping, and this work order for the boardwalk inspection and evaluation. ALTERNATIVES: 1. Motion and second as part of the consent agenda to adopt a resolution approving a work order with WSB LLC to complete an inspection and evaluation of all boardwalks throughout the city. 2. Based on the mutual promises and covenants set forth herein, the sufficiency of which are hereby acknowledged, the City and Consultant agree as follows: 1.Scope of Work Order. Consultant agrees to provide, perform and complete all the services requested by the City in this Work Order and attached Exhibit 1 (“Work”), which Work shall be subject to the terms and conditions of this Work Order and the Contract. 2.Term of Work Order. This project includes documenting the condition, use, and anticipated necessity of the City’s 28 boardwalks. We will work with City staff to field evaluate the boardwalks and understand their intent and current use. This information will be compiled into a report which will provide a baseline for boardwalk conditions and also outline prioritization of potential maintenance activities. We are excited to work with you on this project. If you are in agreement with this proposal, please issue a task order for execution by both parties This proposal is being offered as a supplemental agreement to our Master Services Agreement for professional engineering services with the City of Prior Lake date April 20, 2020. Sincerely, WSB Craig Alberg, PE Monica Heil, PE Vice President, Construction Senior Vice President, Municipal EXHIBIT 1 Mr. Nick Monserud January 22, 2026 Page 2 SCOPE OF ENGINEERING SERVICES FOR BOARDWALK EVALUATION REPORT FOR THE CITY OF PRIOR LAKE SCOPE OF SERVICES Task 1 – Project Management ($3,850) Project management will be performed throughout the course of the project. The following subtasks are included as part of Project Management: 1.1 Attend project update meetings with City staff to discuss conditions assessed, use/necessity of boardwalks, and draft prioritization report. 1.2 Work with project team and the City to coordinate project deliverables, schedule, and budget. It is anticipated that the meetings will include: - one kickoff meeting to discuss the information and ratings system to be used. - one meeting with Steve Hart to understand the use and necessity of boardwalks as they relate to the Parks Master Plan. - one meeting to discuss draft report and address comments. Deliverables: Three (3) meetings with City staff Task 2 – Condition Assessment ($28,600) This task consists of field assessment services to collect field data on the 28 boardwalks in the City. It is anticipated that the City will provide the GIS data showing the boardwalk locations and lengths. Further, we anticipate conducting the field assessments with Lee Karow, who inspects the boardwalks monthly and has extensive knowledge of their condition and history. Below is a summary of the anticipated data to be collected by the field review and entered using Esri’s Field Maps Application on iPad tablets into GIS. Photos will be taken of each boardwalk, as well as of specific issues /defects noted. Once the data collection is completed it can be shared with the City through ArcGIS Online and delivered as a geodatabase. Condition - Decking (% excellent, % good, % fair, % poor, % failing) - Railing (% excellent, % good, % fair, % poor, % failing) - Structural support (% excellent, % good, % fair, % poor, % failing) - Anticipated remaining life without repairs (0-3 years, 4-10 years, 11+ years) - Other issues and notes o Vegetation o Settlement o Approach trails o Lighting o Signage o Hardware (bolts/screws) o Flooding o Access Deliverables: GIS inspection data Task 3 – Report ($7,150) This task consists of completing a report to summarize the field assessment data and assign each boardwalk an overall condition rating (red, yellow, green). It will include preliminary recommended actions to take within the next 1-5 years (decommission boardwalk, repair, replace) and a preliminary prioritization list for those actions. The field work data will be summarized and sorted in a spreadsheet. This does not include cost estimates for the recommended actions. We would be happy to provide that in an additional scope of work for some or all of the boardwalks, based on the condition ratings . Deliverables: Draft report, Final report. TOTAL ESTIMATED ENGINEERING FEE The cost to provide the scope of services outlined in this proposal will be billed hourly, based on our current hourly rates. We are proposing to complete t he Boardwalk Evaluation Report for an hourly not-to-exceed fee of $39,600. TIME SCHEDULE The schedule for this project is weather-dependent. The field assessment shall take place when there is no snow impeding the assessment of structural elements. We anticipate completing the field work June-August, 2026. However, if there are extended periods without snow in February – April, the assessments could be completed sooner. A schedule can be determined based on the timeline the City prefers.
