BACKGROUND: WSB LLC (WSB) has been providing general engineering services and support to the city for the past several years. This work primarily includes development project review, permit application review, and other administrative activities in support of the full-time engineering staff. WSB has submitted a proposal to continue this general engineering support for approximately 8-16 hours per week at a rate of $215/hour for up to 12 weeks while the current Assistant City Engineer is out on Family Leave, anticipated to begin in late March and extend through the end of May 2026. Kris Keller with WSB has been working with the city on an as-needed basis to provide these general engineering services. This work order proposes that Kris continue in this role with in-office hours one day per week, and other remote support as needed and under the direction of the Public Works Director/City Engineer. FINANCIAL IMPACT: At roughly 8-16 hours per week x 12 weeks x $215/hour, staff anticipate the total cost of this work order will range from $21,000 to $45,000. The 2026 operating budget includes the following amounts for Professional Engineering Services to cover the cost of this work order: 101-43050.00-53100.20 Engineering $40,000 101-43100.00-53100.20 Streets $42,000 601-49400.00-53100.20 Water Utility $40,000 604-49450.00-53100.20 Sewer Utility $9,500 TOTAL $131,500 There will also be approximately $10,000 to $15,000 in salary savings that will be available to offset this cost. ALTERNATIVES: 1. Motion and second as part of the consent agenda to adopt a resolution approving a work order with WSB LLC to provide general engineering services. 2. Based on the mutual promises and covenants set forth herein, the sufficiency of which are hereby acknowledged, the City and Consultant agree as follows: 1.Scope of Work Order. Consultant agrees to provide, perform and complete all the services requested by the City in this Work Order and attached Exhibit 1 (“Work”), which Work shall be subject to the terms and conditions of this Work Order and the Contract. 2.Term of Work Order. All Work requested by this Work Order shall be completed in accordance with a schedule set by the Public Works Director/City Engineer, anticipated to begin in late March and extend through May 2026. 3.Compensation for Work Order. City agrees to pay the Consultant an hourly rate up to $215, for roughly 8-16 hours per week for approximately 12 weeks as full and complete payment for the Work requested by this Work Order. 4.Consultant Representative. C O M January 27, 2026 Mr. Nick Monserud, PE Public Works Director/City Engineer City of Prior Lake 4646 Dakota Street SE Prior Lake, MN 55372 Re: Proposal to Provide Professional Engineering Services 2026 Development Review and Engineering Support Dear Nick: On behalf of WSB, we are pleased to submit this amended Supplemental Agreement to our existing Professional Services Agreement to continue to provide Development Review and Engineering Support services to the City of Prior Lake. We anticipate this work commencing +/- late March and continuing for a period of twelve (12) weeks. We have developed an approach based on our understanding of your needs as well as our familiarity with the City. Our approach includes the following: Development Review and General Engineering Support Kris Keller PE will serve in this capacity for the City of Prior Lake. We expect to provide the following services to the City based on our discussion with you: Scope of Services for Development Review and General Engineering Support •Attending weekly DRC meetings as requested by City Staff. •Providing office hours on a specified schedule for regular and predictable availability, assumed to be one day per week, as well as flexibility to schedule additional meetings as needed. 1.This is anticipated to be on Tuesdays to correspond with DRC meetings. •Supporting the Engineering Department to augment City Staff for approximately 8-hours per week for a 12-week period. We understand this to include development reviews and coordination with development projects mov ing into permitting and construction. This list is not all-inclusive, nor is it meant to be. We are comfortable working with you to prioritize the time spent on specific activities to get the most out of the time allocated to the position. Any additional WSB support serv ic es can be provided off-site, and deliverables will be channeled through Kris for delivery to the City. Basis of Compensation For this development review work, Kris will be billed at his 2026 standard hourly billing rate of $215/hour. Costs associated with this task will be billed per project and reimbursed to the City through development fees collected. Start Date We propose to have this contract begin in late March and as requested by the City. We understand the City will generate a Task Order for the work in accordance with our Master Service Agreement dated April 2020.
