AGENDA ITEM: Resolution Approving Purchase of Replacement Ballistic Helmets-
Prior Lake Police Department
RECOMMENDED ACTION:
Adopt a resolution authorizing the purchase of thirty-seven (37) replacement ballistic helmets for
the Prior Lake Police Department.
BACKGROUND:
In 2021, the City Council adopted Resolution 21-034 authorizing the purchase of protective
ballistic helmets for law enforcement personnel. Since that time, law enforcement agencies
nationwide, including locally, have experienced an increase in violent encounters and critical
incidents requiring enhanced personal protective equipment.
Consistent with manufacturer-recommended service life guidelines, normal wear and tear, and
evolving safety standards, the Department’s existing ballistic helmets have reached or are
nearing the end of their recommended service life. Replacement of this equipment is necessary
to maintain officer safety, ensure operational readiness, and remain compliant with current
protective equipment standards.
Funding for the replacement helmets is included in the Police Department’s adopted 2026
operating budget.
FINANCIAL IMPACT:
The total cost for the purchase of thirty-seven (37) ballistic helmets is $29,563. This expenditure
is accounted for within the Police Department’s approved 2026 budget and does not require
additional appropriations.
ALTERNATIVES:
1. Motion and second as part of the consent agenda to approve a resolution authorizing the
Prior Lake Police Department to purchase replacement ballistic helmets as outlined
above.
2. Motion and second to remove this item from the consent agenda for separate
discussion.

A RESOLUTION APPROVING THE PURCHASE OF REPLACEMENT MOBILE FIELD
PERSONAL PROTECTIVE HELMETS

WHEREAS, the City Council previously adopted Resolution 21-034 authorizing the
purchase of protective ballistic helmets for law enforcement use; and
WHEREAS, since that time, law enforcement officers have experienced an increase
in violent encounters and critical incidents both locally and nationally,
requiring enhanced personal protective equipment to ensure officer’s
safety; and
WHEREAS, due to manufacturer-recommended service life guidelines, normal wear
and tear, and evolving safety standards, the existing helmets have
reached or are nearing the end of their recommended service life; and
WHEREAS, replacement of this equipment is necessary to ensure continued officer
safety, operational effectiveness, and compliance with current
protective equipment standards; and
WHEREAS, funding for the replacement of protective ballistic helmets is available
within the Police Department’s approved budget and/or designated
equipment replacement funds.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. City staff is authorized to engage in the purchase with Streicher’s in the amount of
$29,563.
3. Funding for this equipment is available within the existing Police Department budgeted
training funds for 2026.
