CALL TO ORDER Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Braid, Churchill, Lake and Hellier. Absent: None. Also were City Manager Wedel, Police Chief Duggan, Fire Chief Steinhaus and City Clerk Simon in attendance. 2. PUBLIC FORUM Gary Pierson, 3020 Creekview Circle SW: Living in Prior Lake since October of 1987. Owns prop- erty along the creek between Spring Lake and Upper Prior Lake. Came home this past winter, and the city removed trees while I was out of town. Lots of damage to trees. 24 trees with emerald ash borer, city cut seven on the other side near power lines. Came in prior to this incident on CR12 and wiped-out neighbor’s yards. Received notice from City Code Enforcement Officer Dale Stefanisko to clean up the brush and yard waste in the past. What the city left was a lot worse. If I use fertilizer or any weed poison on my lawn it will run directly into the creek and into Prior Lake so I am protective of the vegetative buffer along the creek. City went beyond 10-foot easements. Will city replant veg- etation and clean up debris since this is private property? Ryan O’Keefe, 14304 Enclave Court NW: Few years back we had all of our roads resurfaced with an assessment for each home in the neighborhood to pay for it. With the snow melting, these brand- new roads are already a mess. Not even 2 years on these roads we paid for that are already break- ing apart. What is the warranty on these roads? All roads through the Wilds neighborhood are breaking apart. Expressed how upsetting this whole project has been. Wedel: Response to Mr. Pierson; don’t have the specific background on this project but will connect with City Staff to gain more information on this project and I will get back to you on that. Response to Mr. O’Keefe; Familiar with the cracking as I live within the project area. With mill and overlay projects we do expect some cracking to come through because we only replaced the top few inches. We did an under seal or a seal coat between the existing and new pavement to try to minimize the cracking. We schedule a few years after each mill and overlay project a crack seal and seal coat knowing these cracks will come through which will help lengthen the life of the road in a cost-efficient manner. Will have staff review the current status of Enclave Court to ensure the damage isn’t larger than typical cracking. 3.
