Lake and Raymond Lift Station Rehabilitation (2026-09)
RECOMMENDED ACTION:
Adopt a resolution to receive bids and award the contract for the Spring Lake and Raymond lift
station rehabilitation (2026-09).
BACKGROUND:
The City operates 41 sanitary lift stations that manage the wastewater conveyance into the
Metropolitan Council system for treatment at the Blue Lake wastewater treatment plant in
Shakopee. Most of these lift stations have two pumps that operate separately, although
occasionally in unison when the system demands it. These lift stations are inspected weekly,
cleaned at least twice annually, and inspected annually by a contracted professional in an effort
to maximize the useful life of the components. The pumps and other control components are
recommended for rehabilitation or replacement every 15-20 years. Both Spring Lake and
Raymond lift stations were last rehabilitated in 2004.
Based on the most recent inspection and the overall condition of the Raymond and Spring Lake
lift stations, the following work is proposed:
• Remove, reconfigure and re-install existing pumps and new pumps
• Replace control panel, piping and valves
• Adjust height and replace top slab of existing valve vault
• Replace existing wet well top slabs and hatches
• Install curb and gutter, along with minor site grading, to prevent intrusion of stormwater
runoff
This project was advertised for bidding and the following bids were received and publicly opened
on March 26, 2026:

The low bid of $368,500 is 19% below the engineer’s estimate of $455,765 for construction. The
total project cost is expected to be $618,520 as detailed below:

AE2S, the city’s consulting engineer for this project, recommends awarding a contract in the
amount of $368,500 to Minger Construction Co., Inc. to complete the noted improvements at the
Spring Lake and Raymond lift stations. A recommendation letter is attached.
FINANCIAL IMPACT:
The estimated total project cost is $618,520 which includes the equipment, installation, and all
engineering and consultant services. This is a planned improvement, with $720,000 included in
the 2026 Sewer Utility CIP for this project (604-49450.00-55570.00-SWR26-000001).
ALTERNATIVES:
1. Motion and second as part of the consent agenda to adopt a resolution to receive bids
and award the contract for the Spring Lake and Raymond lift station rehabilitation (2026-
09).
2. Motion and second to remove this item from the consent agenda for further discussion.

A RESOLUTION RECEIVING BIDS AND AWARDING THE CONTRACT FOR THE SPRING
LAKE AND RAYMOND LIFT STATION REHABILITATION (2026-09)

WHEREAS, lift station pumps and components are generally recommended for
replacement or rehabilitation every 15-20 years; and
WHEREAS, both Spring Lake and Raymond lift stations were last rehabilitated in 2004;
and
WHEREAS, based on the most recent inspection and the overall condition of the Spring Lake
and Raymond lift stations, the following work is proposed:
Remove, reconfigure and re-install existing pumps and new pumps

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council authorizes a contract with Minger Construction Co., Inc. in the amount of
$368,500 for the Spring Lake and Raymond lift station rehabilitation (2026-09).
3. Funding will come from the Sewer Utility Fund (604-49450.00-55570.00-SWR26-000001)
