AGENDA ITEM: Resolution Receiving Quotes and Awarding a Contract for Building
Maintenance at the Police Station and Library/Club Prior
RECOMMENDED ACTION:
Adopt a resolution receiving quotes and awarding a contract for building maintenance at the
Police Station and Library/Club Prior.
BACKGROUND:
The exterior building mortar and sealants at the Police Station and Library/Club Prior, which were
constructed in 2006 and 1999 respectively, have reached their expected replacement interval,
resulting in a loss of their protective performance. As these materials age, they lose flexibility and
begin to separate from adjacent surfaces. This deterioration has created gaps that allow water
intrusion and provide pathways for insects to enter the building. Left unaddressed, these issues
can lead to accelerated deterioration of the building envelope, interior moisture damage, higher
maintenance costs, and potential impacts on occupant comfort and safety. Replacing the failing
mortar and sealants at this time is necessary to preserve the integrity of the structure, prevent
further damage, and maintain the building’s long-term performance.
Staff solicited the following three quotes to replace the exterior mortar and sealants:

Building Restoration Corporation $115,886
Capital Masonry $118,391
Paragon Restoration 2 $157,229
Staff recommend Council award a contract to Building Restoration Corporation in the total
amount of $115,886 for the mortar and sealant replacement at the Police Station and
Library/Club Prior.
FINANCIAL IMPACT:
The 2026 Facilities Management CIP includes $115,000 for these improvements in funds 440-
42100.00-55520.00 (PD $65,000) and 440-45500.00-55050.00 (LIB/CP $50,000).
ALTERNATIVES:
1. Motion and second as part of the consent agenda to adopt a resolution receiving quotes
and awarding a contract for building maintenance at the Police Station and Library/Club
Prior.
2. Motion and second to remove this item from the consent agenda for further discussion.

A RESOLUTION RECEIVING QUOTES AND AWARDING A CONTACT FOR BUILDING
MAINTENANCE AT THE POLICE STATION AND LIBRARY/CLUB PRIOR
Motion By: Second By:
WHEREAS, the exterior mortar and sealants at the Police Station and Library/Club Prior, which
were built in 2006 and 1999 respectively, have reached their expected
replacement interval, resulting in a loss of their protective performance, allowing
insects and water a pathway into the building; and
WHEREAS, repair of the mortar joints and sealant at the Police Station and Library/Club Prior
will improve the thermal efficiency, reduce water and pest intrusion, and improve
the aesthetics and integrity of the building; and
WHEREAS, staff solicited the following three quotes to replace the mortar and sealants:

Building Restoration Corporation $115,886
Capital Masonry $118,391
Paragon Restoration 2 $157,229
and
WHEREAS, staff recommend Council award a contract to Building Restoration Corporation in
the total amount of $115,886 for this project; and
WHEREAS,
the 2026 Facilities Management CIP includes $115,000 for these
improvements in funds 440-42100.00-55520.00 (PD $65,000) and 440-
45500.00-55050.00 (LIB/CP $50,000).
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council hereby authorizes the execution of a contract with Building Restoration
Corporation in the amount of $115,886 for the mortar and sealant repairs at the Police Station
and Library/Club Prior.
3. Funding for this project shall come from the 2026 Facilities Management CIP funds 440-
42100.00-55520.00 and 440-45500.00-55050.00.
