BACKGROUND: The Lake Thielen outlet structure (Structure 5350) was installed in 2012 to provide a controlled outlet for Lake Thielen. In 2025, improvements were made to the structure to reduce frequent clogging from debris. In the spring of 2026, significant water leakage was noted inside the structure. The leaks were significant enough that a new outlet structure would need to be installed to maintain the approved normal water elevation of 910.0 feet. A work order with WSB LLC was executed on January 13, 2026 to provide engineering services for the Lake Thielen Outlet Replacement Project (2026-14). These services include administering the quote request process. The following two quotes were received: Contractor Quote Krueger Excavating, Inc. $75,750 Minger Construction Companies, Inc. $79,391 The low quote of $75,750 from Krueger Excavating, Inc. is 24.8% higher than the engineer’s estimate of $60,666 due to higher-than-expected material and mobilization costs. WSB LLC has provided a recommendation letter to award a contract to Krueger Excavating, Inc. at this time. FINANCIAL IMPACT: The total cost for this project is $93,150 which includes $17,400 for the work order with WSB. The project will be funded from the Stormwater Utility Fund. ALTERNATIVES: 1. Motion and second as part of the consent agenda to adopt a resolution receiving quotes and awarding the contract for the Lake Thielen Outlet Replacement Project (2026-14). 2. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The Mayor and City Manager are hereby authorized to execute a contract with Krueger Excavating Inc. in the amount of $75,750. 3. Two quotes were received. Please find enclosed the Bid Tabulation indicating Krueger Excavating, Inc. of Prior Lake, Minnesota, as the low bidder with a grand total bid amount of $75,750.00 The Engineer’s Estimate for the project was $60,666.00. We recommend that the City Council consider these bids and award a contract for the grand total bid in the amount of $75,750.00 to Kruger Excavating, Inc., based on the results of the quotes received.
