AGENDA ITEM: Resolution to Receive the Quote and Award a Contract for a Pump
Upgrade at the Summit Booster Station (2025-12)
RECOMMENDED ACTION:
Adopt a resolution to receive a quote and award a contract for a pump upgrade at the Summit
booster station (2025-12).
BACKGROUND:
The city operates two booster stations that help regulate water pressure in certain areas of the
city, as indicated on the attached location map. One of the pumps at the Summit booster station
is undersized and has not run since 2023. The smaller pump and the pressure tank are no longer
used as part of maintaining pressure to the system. Because of this, city staff requested a study
to determine why the small pump is not running, and to determine if the station will be able to
continue providing adequate pressure during peak usage, taking into account future growth in the
area.
On April 14, 2025, city staff executed a work order with Bolton & Menk Inc. (BMI) to conduct an
evaluation of the Summit booster station. BMI provided city staff with a report of recommendations
in June 2025. This report confirmed that in order to keep up with demand, the smallest pump in
the Summit booster station needs to be upgraded in order to maintain adequate capacity for future
growth. In accordance with BMI recommendations, staff is proposing a pump upgrade for the
undersized pump.
Staff received a quote from W.W. Goetsch Associates, Inc. in the amount of $27,691 to provide
and install a new pump and all the requisite piping at the Summit booster station. There will be
some additional charges (estimated to be $20,000 or less) for electrical work and programming
once the new pump is installed. The city has previously contracted with W.W. Goetsch
Associates, Inc. for a significant amount of work on our booster station pumps. They are familiar
with the current infrastructure and are able to provide a pump that matches the two others that
will remain in operation. Using a single-source contractor for this type of work is desirable to
maintain consistency, continuity, and efficiency for this critically important function of our water
supply system.
FINANCIAL IMPACT:
The 2026 Water Utility Fund includes $300,000 for upgrades to the Summit booster station.
ALTERNATIVES:
1. Motion and second as part of the consent agenda to adopt a resolution to receive a
quote and award a contract for pump upgrades at the Summit booster station.

A RESOLUTION TO RECEIVE A QUOTE AND AWARD A CONTRACT FOR PUMP
UPGRADES AT THE SUMMIT BOOSTER STATION (2025-12)

WHEREAS, city staff executed a work order with Bolton & Menk Inc. (BMI) on April 14, 2025,
to conduct an evaluation of the Summit booster station, which is one of two
booster stations that help regulate water pressure in certain areas of the city;
and
WHEREAS, BMI provided the city with a report of recommendations in June 2025, which
includes specific recommendations to upgrade the smallest pump to ensure
the booster station has sufficient capacity to support future development; and
WHEREAS, W.W. Goetsch Associates, Inc. has provided a quote in the amount of $27,691
to provide and install the new piping and pump at the Summit booster station;
and
WHEREAS, Staff recommend awarding the contract to W.W. Goetsch Associates, Inc. to
maintain consistency, continuity, and efficiency for this critically important
function of the water supply system.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council authorizes a contract with W.W. Goetsch Associates, Inc. in the amount of
$27,691 for pump upgrades at Summit booster station.
3. Funding will come from the Water Utility Fund (601-49400.00-55570.00).
