AGENDA ITEM: Resolution Receiving Quotes and Awarding a Contract for
Pavement Repair on Spring Glen Cir NW (Task 222752)
RECOMMENDED ACTION:
Adopt a resolution to receive quotes and award a contract for pavement repair on Spring Glen Cir
NW (Task 222752).
BACKGROUND:
On March 30, 2026 city staff responded to a call about a partial road collapse at the intersection
of Glynwater Trl NW and Spring Glen Cir NW. It was determined that a water valve had failed and
the resulting water leak caused asphalt and subgrade damage on Spring Glen Cir NW. The valve
was repaired by Krueger Excavating and water service was restored the same day. This work has
been documented in the OpenGov asset management software under Task 222752.
Staff solicited quotes to repair the asphalt and subgrade damage on Spring Glen Cir NW. The
following two quotes were received:
Company Quote
Prior Lake Blacktop, Inc. $27,338.10
McNamara Contracting, Inc. $51,533.50
Staff recommend awarding a contract to Prior Lake Blacktop, Inc. in the amount of $27,338.10 to
complete the asphalt and subgrade repairs on Spring Glen Cir NW.
FINANCIAL IMPACT:
This is an emergency repair that will be paid from the Water Utility fund 601-49400.00-54010.63
which has adequate funding to accommodate this expenditure.
ALTERNATIVES:
1. Motion and second as part of the consent agenda to adopt a resolution to receive quotes
and award a contract for the pavement repair on Spring Glen Cir NW.
2. Motion and second to remove this item from the consent agenda for further discussion.

RESOLUTION 26-
A RESOLUTION RECEIVING QUOTES AND AWARDING A CONTRACT FOR PAVEMENT
REPAIR ON SPRING GLEN CIR NW (TASK 222752)
Motion By: Second By:
WHEREAS, water leaking from a failed water valve at the intersection of Glynwater Trl NW
and Spring Glen Cir NW cased ashpalt and subgrade damage on Spring Glen
Cir NW; and
WHEREAS, the water valve was repaired by Krueger Excavating and water service was
restored the same day (March 30, 2026); and
WHEREAS, staff solicited and received the following two quotes to repair the damaged
pavement and subgrade:
Company Quote
Prior Lake Blacktop, Inc. $27,338.10
McNamara Contracting, Inc. $51,533.50
and
WHEREAS, staff recommend awarding a contract to Prior Lake Blacktop, Inc. in the amount
of $27,338.10 to complete the pavement and subgrade repairs on Spring Glen
Cir NW; and
WHEREAS, funding is available in the Water Utility Fund to cover this expenditure.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council authorizes a contract with Prior Lake Blacktop, Inc. in the amount of
$27,388.10 to repair the pavement and subgrade damage on Spring Glen Cir NW (Task
222752).
3. Funding will come from the Water Utility Fund 601-49400.54010.63.
