Services for the 2026 Miscellaneous Drainage Project (2026-08)
RECOMMENDED ACTION:
Adopt a resolution approving a work order with WSB LLC for professional engineering services
for the 2026 Miscellaneous Drainage Project (2026-08).
BACKGROUND:
The following stormwater drainage issues have been identified by staff as needing to be
addressed to ensure proper stormwater system functioning in these areas:
Storm Outlet 470
The flared end section of the pipe has pulled away from the adjoining pipe segment.
Storm Outlet 427
The flared end section is buried in sediment and needs to be excavated to daylight into the
pond.
Storm Outlet 412
The flared end section of the pipe has pulled away from the adjoining pipe segment.
Sunset Avenue Wetland Complex
This wetland/stormwater basin area has three different inlet drains that are not functioning
and are broken in spots. Work in this area will include replacement of the three inlet drains
for ease of maintenance and to prevent clogging.
Wilds Golf Course – Storm Basin 107
The outlet control structure from the stormwater basin is not functioning and erosion is
occurring in the channel where stormwater discharges into the lake.
Wilds Golf Course – Storm Basin 117
The inlet to the stormwater pond is plugged with sediment and erosion is occurring in the
waterway. The outlet structure is also cracked and needs to be replaced.
WSB LLC, a member of the city’s engineering consultant pool, has submitted a proposal to
provide professional engineering services to address these issues as part of the 2026
Miscellaneous Drainage Project (2026-08). These services include:
• Project management
• Permit coordination
• Preparation of plans, specifications and bidding documents
• Construction management

FINANCIAL IMPACT:
The $44,500 cost for this work order will be funded by the Stormwater Utility Fund. A total project
estimate will be provided as part of the development of the plans and specifications.
ALTERNATIVES:
1. Motion and second as part of the consent agenda to adopt a resolution approving a work
order with WSB LLC for professional engineering services for the 2026 Miscellaneous
Drainage Project (2026-08).
2. Motion and second to remove this item from the consent agenda for further discussion.

Summary of 2026 Miscellaneous Drainage Project Items
Location #1- repair FES section
Location #2 – FES is buried and needs to be excavated. The pond itself is owned and
maintained by the County. Assume new pipe section and FES. Likely some tree removal.
Will need to review access options.
Location #3 – repair FES section
Location #4 – broken inlet drains. We have had issues with all of these out there so will
likely want to replace them all as part of this project. We can review options when we look
at the site.
Location #5 – looks like water might be bypassing the OCS structure causing erosion
between the OCS and outlet. Assume some tree removal. Unsure on integrity of structure
itself so will need to review in the field, but will likely need to replace.
Location #6 – inlet to pond plugged and erosion in waterway. Will need to review condition
of FES. Outlet structure cracked and needs to be replaced.

A RESOLUTION APPROVING A WORK ORDER WITH WSB LLC
FOR PROFESSIONAL ENGINEERING SERVICES FOR THE
2026 MISCELLANEOUS DRAINAGE PROJECT (2026-08)

WHEREAS, city staff have identified several stormwater drainage issues (noted in the
report) that need to be addressed to ensure proper stormwater system
functioning; and
WHEREAS, WSB LLC, a member of the City’s engineering consultant pool, has submitted
a proposal to provide professional engineering services to address these
issues via the 2026 Miscellaneous Drainage Project; and
WHEREAS, funding is available in the Stormwater Utility fund to cover the anticipated
expenditure of this work order.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council approves a work order with WSB LLC in an amount not to exceed $44,500
for professional engineering services for the 2026 Miscellaneous Drainage Project.
3. The cost of this work order will be funded by the Stormwater Utility fund.

Public Works Consultant Pool Work Order
2026 Miscellaneous Drainage Project (2026-08)
WSB & ASSOCIATES, INCORPORATED, dba WSB LLC
This work order (“Work Order”) is issued on this 9th day of June, 2026 by the City of Prior Lake
(“City”) pursuant to the Public Works Consultant Pool – Master Agreement dated April 20, 2020
and as amended February 24, 2025 (“Contract”) between the City and WSB & Associates,
Incorporated, dba WSB LLC (“Consultant”).
Based on the mutual promises and covenants set forth herein, the sufficiency of which are
hereby acknowledged, the City and Consultant agree as follows:
1. Scope of Work Order. Consultant agrees to provide, perform and complete all the services
requested by the City in this Work Order and attached Exhibit 1 (“Work”), which Work shall
be subject to the terms and conditions of this Work Order and the Contract.
2. Term of Work Order. All Work requested by this Work Order shall be completed by
December 31, 2027.
3. Compensation for Work Order. City agrees to pay the Consultant an amount not to
exceed $44,500 as full and complete payment for the Work requested by this Work Order.
4. Consultant Representative. Consultant has designated Jake Newhall to manage the Work
Order subject to the supervision of Consultant’s representative.

Re: Proposal to Provide Preliminary and Final Design and Construction Management for the
2026 Miscellaneous Drainage Project

Dear Mr. Monserud:
Attached for your review and approval is our proposed scope of services, fee, and schedule for
providing professional engineering services to complete preliminary and final design and
construction management for the 2026 Miscellaneous Drainage Project. This project includes
developing the plans, specifications, and cost estimates for storm sewer improvements
throughout the City.
Several parts of the project have already been identified, as shown on the attached.
We are excited to work with you on this project. If you are in agreement with this proposal, please
sign where indicated below. This proposal is being offered as a supplemental agreement to our
master services agreement for professional engineering services with the City of Prior Lake.

SCOPE OF ENGINEERING SERVICES
FOR
2026 MISCELLANEOUS DRAINAGE PROJECT
FOR THE CITY OF PRIOR LAKE
SCOPE OF ENGINEERING SERVICES
Task 1 – Project Management ($3,700)
Project management will be performed throughout the course of the project. The following
subtasks are included as part of Project Management:
1.1 Attend project update meetings with City staff to discuss draft plans, final plans, cost
estimates, bidding, and other project variables. This will include developing agendas,
preparing handouts and graphics, and attending meetings.
1.2 Work with project team and the City to coordinate project deliverables, schedule, and
budget.
Deliverables: One site visit; Two (2) meetings with City staff to review draft plans and final plans.
Task 2 – Permit Coordination ($5,000)
This task consists of coordinating and obtaining the required permits for the proposed. It is
anticipated that a Wetland Conservation Act (WCA) no-loss application and a DNR Work in Public
Water permit will be needed. The Work in Public Waters permit is anticipated for Locations 3 and
6 and may be needed for Location 5, depending on the location. 4 hours of WCA LGU Review by
Alison Harwood of the No-Loss is included in this task.
Deliverables: Necessary permitting documentation for the WCA. This task does not include any
necessary permit application fees; these will be passed on to the City if applicable.
Task 3 – Construction Documents ($25,000)
This task consists of completing construction plans, specifications, and bidding documents for the
2026 Miscellaneous Drainage Project to maintain and improve drainage infrastructure as shown
on the attached pages. It includes topographic survey of the existing pipes and structures and the
areas around them. Plans are anticipated to include cover sheet, site plans, erosion
control/restoration, and details. A cost estimate will be developed to verify consistency between
the proposed improvements and the City project budget.
This scope assumes answering questions during the bid process to help facilitate the
understanding of construction expectations.
3.1 Prepare draft construction plans, specifications, and updated cost estimate.
3.2 Finalize construction plans, specifications, and bidding documents based on
feedback from City staff.
Deliverables: Final Plans, Specifications, and Bid Documents.
Task 4 – Construction Management ($10,800)
Construction management will be performed throughout the course of construction. This will
include attending the pre-construction meeting as well as progress meetings throughout the
project, and other necessary construction coordination.

This task will include part-time observation (assumed 30 hours). This will include inspection of all
critical construction components as well as regular check-ins with the contractor and the City.
WSB will also perform the necessary construction staking and survey work. This includes any
necessary survey for record drawings.
4.1 Attend construction meetings.
4.2 Part-time construction observation.
4.3 Review and approve pay vouchers.
4.4 Construction staking and record drawings.
Deliverables: Construction Meetings, Construction Observation, Construction Staking, Record
Drawings.
TOTAL ESTIMATED ENGINEERING FEE
The cost to provide the scope of services outlined in this proposal will be billed hourly, based on
our current hourly rates. We are proposing to complete the 2026 Miscellaneous Drainage Project
for an hourly not-to-exceed fee of $44,500.
TIME SCHEDULE
WSB proposes to complete the draft plans and cost estimates by August 2026 to allow for City
budgeting of the project. Final construction documents will be completed by March 2027 to allow
for bidding with construction anticipated in the spring/summer of 2027.
