Prior Lake, MN 55372-1714 City of Prior Lake Economic Development Authority Meeting Minutes June 5, 2006 Call to Order The meeting was called to order by Vice-President Chad LeMair at 9:22 p.m. Present were Commissioners Dornbush, Erickson, Haugen, LeMair and Millar, Executive Director Boyles, EDA Attorney Pace, Executive Director Boyles, Economic Development Director Snook and Secretary Green. ADDroval of Aaenda MOTION BY HAUGEN, SECONDED BY MILLAR TO APPROVE THE AGENDA AS PRESENTED. VOTE: Ayes by Dornbush, Erickson, Haugen, LeMair and Millar. The motion carried. New Business Consider Appointment of Economic Development Authority Officers for 2006. Economic Development Director Snook informed the commissioners that in 2005 Zieska served as . president and LeMair served as vice-president; staff member Teschner served as assistant treasurer and staff member Green served as secretary. MOTION BY HAUGEN, SECONDED BY MILLAR TO NOMINATE LEMAIR TO SERVE AS PRESIDENT IN 2006. VOTE: Ayes by Dornbush, Erickson, Haugen, LeMair and Millar. The motion carried. MOTION BY MILLAR, SECONDED BY DORNBUSH TO NOMINATE HAUGEN TO SERVE AS VICE-PRESIDENT IN 2006. Haugen stated his desire to decline the nomination and Millar withdrew the nomination. MOTION BY HAUGEN, SECONDED BY LEMAIR TO NOMINATE MILLAR TO SERVE AS VICE-PRESIDENT IN 2006. VOTE: Ayes by Dornbush, Erickson, Haugen, LeMair and Millar. The motion carried. MOTION BY ERICKSON, SECONDED BY MILLAR TO NOMINATE DORNBUSH TO SERVE AS TREASURER IN 2006. VOTE: Ayes by Dornbush, Erickson, Haugen, LeMair and Millar. The motion carried. Consider Approval of a Resolution Establishing a Housing Financing Program and Issuance of Revenue Bonds to Finance a Senior Independent Living Facility Pursuant to Minnesota Law Economic Development Director Snook presented the request for a housing finance program to establish a senior independent living facility at Shepherd's Path, and issuance of $10 million in revenue bonds to finance it. Comments: Haugen: Will support it since there is no risk to the City and the project fulfills a need for the community. MOTION BY MILLAR, SECONDED BY HAUGEN TO APPROVE RESOLUTION 06-01 EDA PROVIDING FOR THE ISSUANCE AND SALE OF SENIOR HOUSING REVENUE BONDS, (SHEPHERD'S PATH SENIOR HAUSING, INC. PROJECT) SERIES 2006A TO PROVIDE FUNDS FOR A SENIOR MULTIFAMILY HOUSING PROJECT. VOTE: Ayes by Dornbush, Erickson, Haugen, LeMair and Millar. The motion carried. Adjournment MOTION BY HAUGEN, SECONDED BY DORNBUSH TO ADJOURN.
