MINUTES OF THE LAKE ADVISORY COMMITTEE
February 21 , 2006
I. CALL TO ORDER
The Lake Advisory Committee (LAC) Meeting was called to order at 5:10 P.M.
Members present: Harry Alcorn, Dan O'Keefe, James Marchessault, and Marv
Mirsch.
Others present: Tim Libert, (Parks Advisory Committee), Warren Erickson
(Council Liaison), Ross Bintner, (Water Resources Engineer).
II.
CONSIDER APPROVAL MEETING MINUTES

Alcorn asked for clarification on the motion directing that staff log all calls relating
to dock issues. O'Keefe asked that staff update the Committee monthly on new
calls logged.
Mirsch made a motion to approve the January 24th meeting minutes, Alcorn
seconded that motion.
III. OLD BUSINESS
Item 1 - Lake Cleanup Day
Mirsch reiterated that at the January meeting a motion was passed to
recommend that the City Council proclaim a lake clean up day to coincide with
the Lake Associations scuba cleanup event.
Alcorn made a motion that Warren Erickson apprise the City Council, in
writing, of [the June 10th Cleanup] and the [scuba cleanup event to occur
on that date, and] that the Lake Advisory is to present in March as to the
details. The motion passed 4:0
Erickson asked that staff prepare a memo to the City Council that he can deliver
before the March 6th Meeting.

Additional discussion of details on Lake Cleanup included:
. Possible additional support through City Council
. 10th of June is tentative date.
. Possible to ask local garbage hauler with ties to community to support
scuba and lake cleanup event.

VI. NEW BUISNESS
Items #A & B - Sand Point Park and Shady Beach Access
Alcorn stated his belief that changes to Sand Point Park Access will cause the
Shady beach access issue to be raised again.
Erickson explained how the issue came up at a previous Council meeting and
related a few of the points made by the public at the Council meeting.
A summary of problems noted include: damage to beach, damage to access,
noise, late night use, ease of access, public safety of access.
Marchessault suggested simply fencing off the beach.
A concept or a possible parking ordinance was discussed that dealt with parking
on the ice.
Item #C - LAC/PAC/CC Joint meeting March 6th

Alcorn and O'Keefe volunteered to work on the presentation for the March 6th
Meeting.
Meeting ideas for 2006 were discussed. LAC members would like to invite
Shannon Lotthammer of the Watershed District back to discuss both the Outlet
Channel and Aquatic Plants.
O'Keefe requested that the July boat tour be moved to June.

THE MEETING WAS ADJOURNED AT 6:40 P.M.

Enclosed you will find a copy of the 2005 Canoe Rack Assignment Procedures along with a
2005 Canoe Rack Application! Agreement Form. Please cu.uplete the application as well as
signing and dating the agreement portion on the back. Return this fvu.u. along with your check in
the amount of$60.17, or fill out the credit card payment option section. Checks are to be made
payable to the City of Bloomington and mailed to: Parks & Recreation Division; Attn: Sheila;
1800 West Old Shakopee Road, Bloomine,t....., MN 55431.
All canoe racks available will be assigned on a lottery basis. The lottery drawing will be held on
Friday, April 8,2005. Therefore, all cumpleted applications must be received at the Parks &
Recreation office by 4:30 p.m. on Wednesday, April 6, 2005.
Please pay special attention to the information provided in the paragraphs titled Permits to Bona
Fide Canoe Owners Onlv, Removal of Craft at Season's End, and Snecial Notice.

The rate for canoe rack rental for the 2005 season of May 1st through October 31st will be $56.50
plus tax, which totals $60.17. There will be 48 racks available this season, all located on the
West side of Bush Lake. There are 2 accessible racks available for rental also.
All wat.:.."uJl used in the City of Bloomington must be registered with the State. This can be
taken care of at the city's Motor Vehicle Department located at 9930 Logan Avenue South, or
you may call 952/563-8719 and request an ~pplication in the mail.

In addition to canoes, the only other water craft to meet the criteria for use of racks are sailboards or
kayaks.
No water mft may exceed the following dimensions: 20 feet in length, 36 inches in width and 20 inches
in depth.
STATE LICENSE
An water craft used in the City of Blow",,;..gton must be licensed by the State of Minnesota, in accordance
with provisions of the Bloomington City Code, article ill, Section 5.21.(7)(0), which states that no person
or persons shan have air mattresses, inner tubes, or other inflated articles or flotation eouioment on any

SECURING OF C&AEI

!be rear. This is to prevent the possibility of the canoe c . .1, :.,...g loose during high winds. When this occurs,
damage to other canoes could be considered the liability of the rack holder who failed to have his canoe
secured at both ends.
RACK EXCHANGE
The assigned rack must be used for the entire season unless an exchange of racks is ......au led by the Parks
and R..........tion Manager or non-use is reported.
