MINUTES OF THE LAKE ADVISORY COMMITTEE
January 20, 2005
I. CALL TO ORDER
The Lake Advisory Committee (LAC) Meeting was called to order at 6:00
P.M. Members present: Marv Mirsch, Brad Beneke, Dan O'Keefe and Donna
Mankowski. Members absent: Harry Alcorn
Others present: Larry Poppler; Assistant City Engineer
II. CONSIDER APPROVAL MEETING MINUTES

Marv Mirsch made a motion to approve the November minutes, Brad Beneke
seconded the motion. The minutes were approved as written.
NEW BUSINESS
a. Winter Use Organizations
O'Keefe stated that one of the fishing clubs and the snowmobile club wanted
to sit down with the LAC but nothing has been set up with those organizations
yet. Other members of the LAC should approach other organizations to see if
they would like to meet with the LAC.
b. Boat Slip Regulations
Poppler stated that the draft boat slip regulations were distributed with the
agenda packet and require some feedback by the LAC. Poppler compared the
draft rules with the recommendations of the LAC from October. The LAC
had suggested that the boat slips be utilized on a first come first serve basis.
O'Keefe stated that he has thought a lot about Chad LeMair's comments
regarding a reservation system and that it should be something that should be
considered further.
Mankowski questioned whether City Staff can handle the increased work load
associated with administering a boat slip reservation system. Other issues
regarding a reservation system would also need to be considered.
(administration, monitoring, charging a fee, overnight liability, etc.)

Beneke added that lakeshore owners could use up the boat slips, therefore not
giving the opportunity of non-lake shore owners the opportunity to utilize the
boat slips. If a reservation was implemented designating that some slips can
only be utilized by non-Iakeshore owners, it would ensure that the non-
lakeshore owners have the opportunity to utilize the boat slips.
Mirsch added that the draft regulations are most simple and the least costly
model.
Mirsch suggested that a parking metered slip be considered so that boaters can
take a bathroom break.
O'Keefe suggested that the City look at the possibility of a reservation system.
LAC BOAT SLIP RECOMMENDATIONS:
· The LAC discussed the reservation system at length. The LAC
remains open to a reservation system proposal and other ideas
regarding the boat slip policies. This should be revisited in the
future.
· The LAC suggested that one of the boat slips be signed as a 15
minute boat parking slip. This would allow for boaters to take a
bathroom break.
· The LAC requested that any issues and complaints regarding the
boat slips be documented and given to the LAC at the end of the
boating season.
· The draft regulations considered seemed appropriate as written.
IV.
OLD BUSINESS
a. Marketing Ideas - Public Relations - Implementation
Web Camera
Poppler spoke with Nathan Oster on the web camera. Nathan had gotten an
estimate for a camera on the Crest water tower. The estimate for the camera
was $1800.00. Nathan expressed that the mounting the camera and getting
power and signal to the camera were obstacles that he hadn't resolved.
Mankowski suggested that the camera be located at the Lakefront Park
Pavilion.
Beneke suggested that the camera should be located at the Wagon Bridge.
The location of the camera should be somewhere that there is a lot of activity
so as to promote the lake.
Mirsch mentioned that other organizations could put together a proposal for
the web camera including all the work involved.
O'Keefe added that money could be added to the CIP for this type of project.

Mankowski stated that web use is only getting larger and the web camera is a
great way to promote Prior Lake.
As a way of lake promotion the LAC recommends that the web camera
be added to the Capital Improvement Program.
CarD Tournament
Poppler stated that one of the other marketing ideas was the carp
tournament. The current budget has $5000 dedicated to carp removal. If the
Watershed District does not get the commercial fishermen to do carp
harvesting on Spring Lake the money could be dedicated to a carp
tournament.
O'Keefe stated that a number of clubs may be interested in organizing the
tournament. O'Keefe will talk to the clubs about the carp tournament.
Pop pier will contact O'Keefe when he hears if the Watershed District is doing
the carp netting on Spring Lake.
Mankowski asked if we should first think about what we would do with these
fish prior organizing a tournament.

O'Keefe mentioned that the commercial fisherman may take the carp or we
could pay him to take the carp.
V.
ANNOUNCEMENTS
a. The Watershed District is planning a presentation in February no specific
date is set regarding the draft aquatic plant management plan for Upper
Prior Lake. Look for future information on this meeting.
b. The Watershed District and the City of Prior Lake are partnering on a
Shoreline Revegetation workshop on Aprilglh. This will be an all day
event, lunch is served, and will cost $35.00. Look for future information
on this meeting.
c. The City will be conducting a City wide survey. Poppler stated that in
2003 the LAC spent time developing questions regarding the lake.
Poppler will forward those questions to the Communications Coordinator
for consideration.
d. The DNR is still in the midst of planning the DeWitte and Sand point
access. Poppler will distribute the current plans to the LAC.

Regarding the Web cam, I have done some checking around and here's what I know to this point:
The person who helps me with major project on our Web site said he was familiar with one company, EarthCam,
that specialized in the type of camera we'd like to place on the top of our Crest Avenue tower. So I have been in
contact with the EarthCam people, and have received two items of significance - the attached proposal (which
breaks down the cost of the Web camera) and the link below to the EarthCam web site which shows examples of
other Web cams that are now in place:

I agree that you and Steve and I should sit down to discuss further and then take to the LAC. I support this idea,
but the question since day one has been about paying for it. It's clear from their estimate that about $2000 would
be needed just to purchase the camera and the mount for the tower. Their sales rep said 110 power is an
absolute must at the top of the tower for the camera to function. I assume it is there... but don't know for certain.

Secondly, there's the need for a broadband connection of some kind. Initially I was led to believe that the only
way this would work would be with an ISDN line run to the top of the tower. However, their sales rep told me last
week that there could be some wireless solutions as well, providing we can establish a line-of-sight connection of
some kind.
So where do we go from here? Obviously, much more research is needed. Once the camera's in place, I'm
confident I'll be able to design web page around it. But it's the process of getting to that point that seems daunting
to me at this point, since I don't have a lot of knowledge of our water tower or the technical expertise of installing
Web cams. Perhaps that's where you guys or members of the LAC could provide some insight.
Let's discuss further...perhaps toward the end of this week sometime?

CITY OF PRIOR LAKE BOAT SLIP REGULATIONS
1. This dock is owned by the City of Prior Lake for use by watercraft
operators on Prior Lake.
2. Slips are available on a first come first served basis only.
.
3. Slips may be occupied only during Lakefront Park hours: 5:00 am to
10:00 pm daily. NO OVERNIGHT MOORING ALLOWED.
4. There is no daily time limit for slip usage during normal park hours.
5. One slip is reserved for Official Watercraft of The Department of Natural
Resources / Scott County Sheriff's Department. Unauthorized use is
prohibited.
6. No mooring of personal watercraft or canoes. Beach such watercraft in
designated areas.
7. No fishing, water skiing, inner tube usage, diving or swimming from docks.
8. All other applicable State, County and City Ordinances apply.
Violation of the above regulations may result in a fine of up to $1,000/ or up
to 90 days in jail. The City of Prior Lake is not responsible for any and all
personal injury, property damage, theft or other liabilities arising as a
consequence of using the dock or failure to abide by the regulations set forth
herein.
