I am the president of the Homeowners' Association and at the request of the owner and contractor, I am writing to you to advise you that the Homeowners' Association will permit the construction of a boulder retaining wall for Lots 15 and 16 outside of the lot lines and inside the common area consistent with existing retaining walls in common areas on other lots.
