MINUTES OF THE LAKE ADVISORY COMMITTEE
October 16, 2001
I. CALL TO ORDER
Chair Warner called the Lake Advisory Committee (LAC) Meeting to order at 6:40 p.m.
Members present: Dale Braddy, Shirley Gengler, and Rick Warner. Members absent:
Charles Gerlach and Lauren Huntington. Others present: Mike Gundlach, Lani Leichty, Dave
Moran and Marv Mirsch.
II. CONSIDER APPROVAL OF SEPTEMBER 18, 2001 MEETING MINUTES

III. APPOINT CHAIR AND VICE-CHAIR POSITIONS

IV. SAND POINT PARK AND LAKEFRONT PARK PROJECT UPDATE
Mirsch reported on his latest conversations with the Department of Natural Resources
regarding signage. Apparently the DNR only orders signs every two years and the latest
order has already been submitted this year. The DNR made a policy decision not to put up
signage unless they were a participant in the project. They will allow use of the sign layout,
photos, and etcetera. Mirsch mentioned that he has authority from the Prior Lake Association
to spend money on the signage project. He will contact a local company for pricing.
Leichty mentioned that some replanting might need to be done on both shoreline projects
next year, because not all of the plants survived. He will contact the Parks Supervisor about
putting up a snow fence to protect the Lakefront Park project from snowmobile activity over
the winter.
V. REVIEW CLMP ACTION ITEM 2-1 b
Gengler mentioned that she had found some information about shoreline erosion due to
watercraft wave action, but would like to keep looking for additional information.

Braddy said that the committee might want to review the issue of speed on the lake, and the
possibility of having a speed limit on weekdays. He also thought the committee should look
into the issue of noise, water skiing on certain days and directional travel of watercraft.
Gundlach agreed with Braddy, but said that limiting water skiing to certain days would be
certain to get a lot of feedback from the community. He recommended that any proposed
changes be backed by statistical data.
Gengler mentioned that the 4th of July is a dangerous time on the lake, especially when
leaving after the fireworks show. She thought that the LAC should look into the possibility of
getting a no-wake zone extended in the boat watching area before and after this event.
Mirsch suggested that the area between Reeds Island and the marina be designated as a no-
wake zone during the fireworks.
Gundlach didn't think that City Council would oppose such a recommendation, or a 40 mph
speed limit everyday of the week. He said that water regulations are some of the most
contentious issues in Prior Lake.
Warner suggested that the LAC start with expanding the no-wake zone on the 4th of July and
the noise matter, before tackling every issue at once.
Leichty will invite a representative from the Sheriff's department to the November meeting to
discuss this.
Braddy agreed to check into Lake Minnetonka's noise regulation and see how much research
was involved before an ordinance was enacted.
VI. BYLAW AMENDMENTS
The committee briefly reviewed the existing bylaws that were last amended December 4,
2000.

LAST AMENDED. UPON A VOTE, MOTION PASSED UNAMINOUSLEY.
VII. OLD BUSINESS
There was no old business.
VIII. NEW BUSINESS
Gundlach asked if Moran would give an update this winter on District projects and plans for
2002. Moran said that February or March would be a better time to give a report, because the
District would have more details to report on at that time. Moran will try to get Paul Nelson,
District Administrator, to update the committee at that time.
Mirsch commented on Community Fest and asked if the three agencies, LAC, PLA and
District, could have booths at next year's festival with a common theme. Gengler agreed that
this would be a good public education opportunity.
MOTION BY GENGLER, SECONDED BY WARNER, FOR THE LAC TO TAKE PART IN THE
2002 COMMUNITY FEST. UPON A VOTE, MOTION PASSED UNANIMOUSLEY.
The committee discussed possible Wave Length articles for the future. The following articles
were decided upon:
1) DNR and City shoreline regulations
2) Dock, raft and temporary water structure regulations
3) The Watershed District's water quality information
4) Chloride monitoring report (also try and place in the Prior Lake American)
Moran mentioned that the Watershed District authorized $10,000 for Spring Lake Township to
conduct a feasibility study to look at extending sewer and water further around the south side
of Spring Lake to Vergus Avenue.
IX. ADJOURNMENT
