CALL TO ORDER Chair Warner called the Lake Advisory Committee (LAC) Meeting to order at 6:40 p.m. Members present: Shirley Gengler, Lauren Huntington and Rick Warner. Members absent: Dale Braddy and Charles Gerlach. Others present: Lani Leichty. II. CONSIDER APPROVAL OF AUGUST 21,2001 MEETING MINUTES MOTION BY HUNTINGTON, SECONDED BY WARNER TO APPROVE THE AUGUST 21, 2001 MEETING MINUTES. UPON A VOTE, MOTION PASSED UNA NIMO USL Y. III. WATERSHED DISTRICT GRANT PROGRAM Leichty updated the committee on a meeting he had earlier in the day with Paul Nelson. The District is applying for a Clean Water Partnership (CWP) grant from the Minnesota Pollution Control Agency in October. The District asked the City to partner with them on the education portion in the grant application. A shoreline education element has been inserted in the grant application that ties in with the shoreland education action items of the Comprehensive Lake Management Plan (CLMP) for public education. An in-kind dollar amount of $3,717 per year and $350 per year cash contribution was figured for the three-year grant life. These dollar amounts came from the CLMP shoreland portion of the implementation schedule. In the grant application there is also a committee sub-item under general education. A proposed water quality committee is planned, if the grant approval is received, that would consist of approximately six members. The water resources coordinator and a member of the LAC would be on this committee. Four hours per year were included for meeting time. Leichty passed around three handouts that the District is using to raise the level of public interest and support for the proposed grant activities. MOTION BY GENGLER, SECONDED BY HUNTINGTON TO SUPPORT THE LAKE ADVISORY COMMITTEE'S ROLE IN THE CWP GRANT WITH A CASH CONTRIBUTION NOT TO EXCEED $350.00 PER YEAR OVER THE THREE YEAR GRANT PERIOD. SAND POINT PARK AND LAKEFRONT PARK PROJECT UPDATE There was no new progress reported on signage for the two shoreline restoration projects. An update will be provided at the October meeting. Leichty mentioned that he would not have time to work on getting wood timbers with boat anchor clips installed at Lakefront Park yet this year. The committee agreed that orange construction fencing should be installed at Lakefront to protect the work over winter from snowmobile activity. V. REVIEW CLMP ACTION ITEM 2-1 b Gengler asked if anyone was going to enforce the lake regulations regarding platforms left in the water overnight without permit numbers and reflectors on them. Leichty said that it was the County's responsibility to enforce the lake regulations. Gengler suggested that the City publish a Wave Length or Water Watch article about the regulations concerning docks, swimming platforms and temporary structures. Leichty passed out a report entitled "The Effects of Motorized Watercraft on Aquatic Ecosystems". There is information in the document that will help the committee in preparing a report for Action Item 2-4b: Research the erosion impacts from recreational watercraft waves. Gengler agreed to search the Internet for additional information on this subject. The committee agreed to try to submit findings to Council in December or January. VI. OLD BUSINESS The committee discussed the option of touring the lake again this fall. After discussion, it was decided to tour the lake again next spring as scheduled. VII. NEW BUSINESS Gengler showed the committee several pamphlets she picked up from the DNR booth at the State Fair. She asked Leichty if the City had these available for citizens if they requested them. Leichty said that he had copies of each on hand. VIII. ADJOURNMENT MOTION BY HUNTINGTON, SECONDED BY GENGLER TO ADJOURN THE MEETING. MOTION PASSED UNA NIMO USL Y. MEETING ADJOURNED AT 7:35 P.M.
