MINUTES OF THE LAKE ADVISORY COMMITTEE
March 20, 2001
I. CALL TO ORDER
The Lake Advisory Committee (LAC) meeting was called to order by Chair Warner at 6:34
p.m. Members present: Dale Braddy, Shirley Gengler, Charles Gerlach, and Rick Warner.
Members absent: Lauren Huntington. Others present: Mike Gundlach, Lani Leichty, Marv
Mirsch and Dave Moran.
II. CONSIDER APPROVAL OF February 20, 2001 MEETING MINUTES
MOTION BY BRADDY, SECONDED BY GENGLER TO APPROVE THE FEBRUARY 20,
2001 MEETING MINUTES, UPON A VOTE, MOTION PASSED UNANIMOUSL Y.
III. WATER WATCH NEWSLETTER
The latest draft of the Water Watch newsletter was reviewed and discussed. Braddy
suggested that the Sheriff's phone number be added to the front page along side the City's
phone number. This would alert people on whom to call if they see an accident or wreckless
behavior on the lake. Gengler suggested that local businesses that carry no-phosphorus
fertilizer be added in the newsletter,

PHOSPHORUS FERTILIZER AND COMMERCIAL APPLlCA TORS WHO ARE LICENSED
WITH THE CITY. MOTION PASSED UNANIMOUSL y,
There was discussion how commercial applicators of fertilizer will be regulated and about the
proposed state legislation regarding a metro-wide no-phosphorus bill. Leichty mentioned that
the City would not be inspecting the applicators fertilizer, but that self-enforcement of the
ordinance would be advocated, Homeowners should be encouraged to ask the applicator if
they are using no-phosphorus fertilizer and ask for a sample of the fertilizer.
The committee discussed the possibility of starting a neighborhood "Water Safety Watch"
program, Possibilities for the program could include signs at each lake access and a
neighborhood lake watch program. Warner suggested that we do more research on this
issue before diving in head first.

IV. CHLORIDE MONITORING PLAN
Leichty updated the committee on the first sample results of the chloride-monitoring program.
The chloride numbers tend to follow the typical water quality trend with the highest values at
the south end of Upper Prior Lake, then declining as they move toward northern Lower Prior
Lake. The exception to this trend is sample number 7, taken in Boudin's Bay, which has a
higher value than sample number 6.
Mirsch mentioned that the Prior Lake-Spring Lake Watershed District was adding ferric
chloride into the channel entering Spring Lake, just south of T.H. 13. There was a lengthy
discussion about the effect ferric chloride will have on the sampling results in Prior Lake,
Some of the factors which may elevate chloride readings in Spring Lake are: 1) the addition of
ferric chloride, 2) septic systems around Spring Lake, and 3) water softeners on properties
with septic systems around Spring Lake. Moran said that he would ask the District
Administrator, Paul Nelson, what he knew about ferric-chloride and any studies that were
done prior to the approval of the ferric-chloride addition system. Braddy suggested that an
additional sampling point in Spring Lake be added to the chloride-monitoring program. This
would help to determine the chloride content of the water entering Prior Lake from Spring
Lake.

Action item 1-3f, property owner notification of shoreline study results, was discussed next.
Mirsch asked if the City could place a copy of the shoreline study in the library for the public to
review. Leichty agreed to work on getting a copy placed in the library,
There was discussion about the proper way to notify property owners who have been
identified in the study as having shoreline erosion. The question of whether or not a money
source should be made available to assist citizens came up. Braddy suggested that we go
ahead and send a letter to those property owners identified in the study and offer suggestions
for shoreline stabilization and potential grantlfunding sources. Gengler said that if we talk
about the study going into the library, that it might be an incentive for property owners to do
something and take some corrective action. Leichty agreed to draft a letter for review at the
April meeting. The components of the letter will include: 1) Actions the City will be taking to
improve City park shoreline, 2) Design options for home owners, 3) A list of contacts as a
source of information, and 4) Possible funding sources.

VI. OLD BUSINESS
Gengler asked about the status of getting the Comprehensive Lake Management Plan on the
web, She mentioned that if the documents are on the same server that it is an easy process.
Otherwise, if different servers are used, the process is more complicated, Leichty mentioned
that one option the City is looking at is purchasing software through the League of Minnesota
Cities, which will be available this summer.
VII. NEW BUSINESS
Braddy asked if properties could be identified through the shoreline photos that need to be
cleaned up. He thought that we had an ordinance regarding debris on property that needed
to be cleaned up, especially along the shoreline, Mirsch mentioned that he worked with the
City last year on this problem. Gundlach said that there was an ordinance, but that someone
on the City Councilor the City Manager would need to be made aware of the problem before
it would be addressed. It is hard to enforce a cleanup issue. A suggestion was to publish the
refuse/garbage ordinances in the Wavelength and Prior Lake American asking citizens for
their help and cooperation.
