"CELEBRATE PRIOR LAKE'S CENTENNIAL - 1991"
MINUTES OF THE CITY COUNCIL
March 4, 1991
The Common Council of the City of Prior Lake met in regular
session on Monday, March 4, 1991 at 7:30 p.m. in the City
Council Chambers. Present were Acting Mayor Fitzgerald,
Councilmembers Larson, Scott, White, city Manager Unmacht, City
Planner Graser, Assistant Planner Garross, City Attorney Kessel
and Recording Secretary Birch. Mayor Andren was absent due to
being out of town.
Acting Mayor Fitzgerald called the meeting to order and asked
everyone to rise for the pledge of allegiance.
The minutes of the February 19, 1991Council meeting were reviewed
by Council. Councilmember Scott noted a typo on page 3,
paragraph 4, end of line seven, the word homes was misspelled.
MOTION MADE BY LARSON, SECONDED BY SCOTT, TO APPROVE THE MINUTES Minui:.e.-1
AS AMENDED.
Upon a vote taken, ayes by Fitzgerald, Larson, Scott and White,
the motion passed unanimously.
The next order of business was approval of the Consent Agenda as COn-10U
follows:
a) Consider Approval of Invoices To Be Paid
b) Consider Approval of Sale of Duluth Avenue Properties

Upon a vote taken, ayes by Fitzgerald, Larson, Scott and White,
the motion passed unanimously.
The next order of business was:
Management Research.
Staff Presentation on Shoreland Sho/teland

City Manager Unmacht gave a brief introduction and overview of
the research prepared by staff for the purpose of obtaining
direction from Council on the Shore1and Management Ordinance
pertaining to Section 9.3(B) 1 (the common ownership provision).
Unmacht then introduced Pat Lynch, DNR representative, who
discussed the DNR's interpretation of this section which has
changed with the adoption of their new rules. Discussion
occurred on substandard lots, assessments, and rights of property
owners.

Further discussion occurred. Dean Sutliff, 3162 Linden
representing the Linden Avenue neighborhood spoke in favor
DNR interpretation.
Upon a vote taken, ayes by Fitzgerald, and White, Nays by
and Scott, the motion failed.
Additional discussion occurred regarding the intent of the DNR.

Upon a vote taken, ayes by Fitzgerald, Larson, Scott and White,Mo~on
the motion passed unanimously.
Topics discussed under Other Business were as follows:
Resolution 91-12 presented by City Manager Unmacht. The
Resolution was drafted for the purpose of requesting Governor
Carlson to appoint a citizen of either Scott or Carver
County to District 14 of the Metropolitan Council.

Staff were directed to also forward a co~y of the Resolution
to Mary Anderson, Chair of the Metropolltan Council.
Upon a vote taken, ayes by Fitzgerald, Larson,
White, the motion passed unanimously.
Councilmember Larson discussed having staff research avenues ChUd
for the provision of summertime child care to be provide1'td Ca/te
possibly by the school and city. Larson stressed that
should be a self supporting venture. Discussion occurred on
the extent of Larson's request.

RESEARCH AND REPORT BACK TO COUNCIL ON THE IDEA OF PROVIDING
SOME SORT OF SUMMERTIME SUPERVISED CHILD CARE FOR SCHOOL AGE
CHILDREN FOR THE RESIDENTS IN A SELF-SUPPORTING PROGRAM.
Upon a vote taken, ayes by Larson, Scott and White, nay
Fitzgerald, the motion passed carried.

The next Council meeting will be Monday, March 18, 1991 at 7:30
p.m.
There being no further business, the meeting adjourned at 8:25
p.m. by general consent of the Council.
Councilmembers then went to the Fire Hall for the annual signingS~f}-
of the Fire and Rescue Agreements with Credit River and SpringFi/te &
Lake Township officials. Fire Chief Borchardt and Assistant ~e4cue
Chief Johnson presented details for a proposed fire hall and theAf}-/teemerU-1
acquisition of additional equipment.
