CALL TO ORDER: Meeting called to order at 6:04 pm by Chair Feriancek. Members Present: Mike Feriancek, Dan Ruhme, Kendall Larson, Ron Ceminsky, Kyle Haugen Members Absent: Kelly Loose Staff Present: Al Friedges, Angie Barstad, Danette Walthers Citv Council Liaison: Warren Erickson 2. APPROVAL OF SEPTEMBER AGENDA: Motion to approve the agenda with the following 2 additions was made by Ron Ceminsky, Second by Kyle Haugen; motion carried Emerald Ash Borer presentation - Al Friedges Park Naming Applications presentation - Angie Barstad 3. APPROVAL OF JULY MEETING MINUTES: Motion to approve the meeting minutes by Kendall Larson, Second by Dan Ruhme; motion carried 4. EMERAL ASH BORER PRESENTATION: Friedges: After the presentation Al stated how important it is to be vigilant on not allowing this bug into the state. Ceminsky: Can we put this information out into the schools? Friedges: Yes, we are working with the naturalist at Jeffers Pond to begin an educational program on this subject and then we hope to get it out to the other schools in the district. Feriancek: How else are we going to be getting the word out to the community? Friedges: We will have Michael Peterson put it on the website, local cable station and Inside City Hall with Frank Boyles; in addition to possibly putting something in the local paper. No formal action required. 5. MEMORIAL FIELD USAGE: Friedges: On 7/24/08 Al met with a representative from PLABA & ISD 719 at Memorial field to discuss maintenance and field condition issues. The group is looking at several different ideas to improve the current conditions, such as not starting the season as early in the year, not have as many practices, etc. Everyone wants to continue to make it one of the best fields in the state. The group will meet within the next 2-3 months to discuss all possible options. During this meeting the drainage issues were discussed and Al stated that the pitching mound needs to be extended and the infield needs total renovation. Al and his crews have started on the infield renovation by doing the following: . From the pitching mound to the ag line; they have installed a 3" crown. . At the ag line, inside the outfield, and in front of the pitching mound to home plate drain tile was installed with pea rock, etc. on top This project will be complete by next week. The field should be available for use in the spring as long as the sod that was just laid is well established. If it is not, the opening day for the field will be moved back a couple of weeks. Everyone in the group agreed with this plan. This fall the entire outfield irrigation will be upgraded. After all these projects are complete the drainage of the field will be improved greatly and this field will be the best in the state. K. Haugen: Will there be a water outlet in the infield to water the infield? Friedges: Yes, there is one installed behind the pitching mound to water down the infield when it is dry. K. Haugen: Will there be training for the managers, etc. on how to maintain the field? Friedges: Nothing is planned at this time but that could definitely be done on an annual basis with all the coaches, etc. K. Haugen: Will you be limiting which teams can play on the field? Friedges: Yes, this will brought up in the next meeting with PLABA, PLAY, ISD 719. We will create a plan based on the field conditions. No formal action required. 6. NATURAL RESOURCE MPP UPDATE BY DANETTE W AL THERS Walthers: Gave a presentation to the PAC outlining the items staff has worked on for the Natural Resource section of the MPP. Feriancek: What is the next step? Walthers: Staffwill continue to work on this and bring back dollar amounts and more details on the presented plans to the October PAC meeting. There will be a City Council workshop on 10/20/08 to discuss this. All PAC members are invited to attend. No formal action required. 7. PROJECTS/uPDATES BY AL FRIEDGES . Shepard's Path Boardwalk - This project will be complete 9/19/08. It is beautiful, check it out. . Ponds Field #7, Ryan Field, and Fire Station #2 - These projects are complete. . Rain Garden - This project will be starting shortly . Wetland Restoration at Lakefront Park- This will be starting shortly. Al is working with the SMSC on a controlled bum in the Oak Savannah area at Lakefront Park. Shawn from the SMSC assured Al that the 1 st phase was very successful and a lot of native seed is coming from it. When they schedule the controlled burn letters will be sent to the surrounding neighborhoods to inform them of what is going on in the park. No formal action required. 8. PARK NAMING APPLICATIONS BY ANGIE BARSTAD. Barstad: Presented information on the 2 requests for the naming of public property within the City. See attached committee report. Celinsky: I would like to see staff solicit the community for additional names. K. Haugen: I am fine with accepting the names brought forward. Ruhme: I am not opposed to accepting the names brought forward but I do think the public should have a time frame to submit a name. Larson: I concur with Dan Ruhme. Feriancek: Is there a motion to accept letter B (have staff solicit other names from the community), if within a time frame, set by staff, no one comes forward with a name then the PAC would accept the 2 names that were presented tonight and make a recommendation to City Council? This motion was made by Ron Celinsky and 2nd by Dan Ruhme, all approved. Motion carried 9. RECREATION UPDATES BY ANGIE BARSTAD Barstad: Updated the PAC on the Autumn Gathering which will be held October 4, 2008 from 2-4pm at Lakefront Park. This is free family fun with pony rides, wagon rides, inflatables, etc. Recreation is also offering monthly tot/parent classes at City Hall with a different theme each month. Angie was in the City of Prior Lake booth at the Fall Fest on Monday, 9/15, and handed out a lot of recreation flyers, etc. There were approximately 3800 people that attended. There were 200 vendors that participated in this event. 10. FUTURE MEETING DATE - October 16th (6Dm). Motion to adjourn was made by Kyle Haugen and second by Dan Ruhme, motion carried.
