CALL TO ORDER: Meeting called to order at 6:00 pm by Chair Ruhme Members Present: Kyle Haugen, Mike Feriancek, Eric Spieler, Dan Ruhme, Kendall Larson, Kelly Loose Members Absent: Ron Ceminsky Staff Present: Ross Bintner, Al Friedges 2. APPROVAL OF DECEMBER AGENDA: Motion to approve the agenda was made by Mike Feriancek, Second by Eric Spieler; motion carried 3. APPROVAL OF NOVEMBER MEETING MINUTES: Motion to approve the meeting minutes by Mike Feriancek, Second by Eric Speiler; motion carried 4. REVIEW 2009 GOALSIDISCUSS 2010 GOALS: Friedges: In lieu of the January PAC meeting the PAC members may want to consider having a workshop to discuss 2010 PAC Goals and objectives. Below are accomplishments and on going projects for 2010: · Dedicated Ryan Park Improvements and constructed a picnic shelter at this park in 2009 · Continue to review the possibility of adding I additional refrigerated ice rink at Lakefront Park. This is ongoing because Dakotah added a sheet of ice to their facility last year and we must review the need of adding more ice at Lakefront Park in lieu of this addition. · Completed natural resource section of the MPP · Implemented canoe rentals at Watzls Beach in . Opened Club Prior · Participated in the 2030 Vision & Strategic plan update and going forward will continue working towards its implementation with respect to park recreation and open spaces. This is located under the Natural Resource section of the 2030 Vision document. · Weare continuing to update the park portion of the comp plan to support our parks & facilities · In 20 I 0 we will continue to work with community groups and organizations to support an effort to finance facilities identified in the MPP. · Further discussion of a community park near Pike Lake Park will occur in 20 I 0 · Work with partners (i.e. Scott County, School District) to develop Jeffers Interpretive Center in 2010. Some discussions have occurred regarding the $300,000 in the Jeffers Fund. We may build a 3 season versus a 4 season building. . In 20 I 0 we will be constructing water treatment areas at N orthwoods and Sunset Hills Park . In 2009 we reviewed and researched field charges of surrounding communities and discussed field maintenance needs/usage with local athletic organizations and came up with a fee schedule which was approved by the City Council. Many of the Prior Lake athletic organizations will be doing a lot of maintenance on fields to reduce the pressure on the City budgets. . A final draft of the MPP was produced with a Natural Resource component added . South Shore Park and Raymond Ave. Park improvements will occur in 2010 . Restoration projects and FIN Programs at Lakefront Park and Crystal Lake are ongoing Ruhme: Staff should plan on a workshop in lieu of the January PAC meeting on January 21 S\ at 4:30pm to discuss the 2010 PAC goals. No action required 5. E.A.B GRANT UPDATE . Friedges: We applied for approximately $95,000 of grant money. There were two forms of grants = 1 st - Incident response grant (we were not eligible for this one due to the criteria that was set forth), 2nd - Planning and Preparedness grant; which we applied for. There were 73 applications requesting over $4 million. The review committees are currently reviewing all applications. Everything will be finalized by mid January, 2010. No action required 6. PICNIC SHELTER RELOCATION Friedges: At the November PAC meeting, the PAC approved staff to move forward with a recommendation to the City Council to relocate the shelter located off of Blind Lake Trail to Watzls Beach. The City Council would like the PAC to consider a couple things: . The 2009 CIP should be updated to include this relocation cost (approximately $3,094) . Should the other three locations be considered for this shelter- Northwood Meadows Park (which will be built in 2012), Howard Lake Park, South Shore Park Feriancek: Made a motion to recommend to City Council to retain the relocation of the shelter from Blind Lake Trail to Watzls Beach and update the 2009 CIP accordingly. Second by Kyle Haugen, motion carried 7. HOCKEY & PLEASURE RINKS Friedges: We currently are flooding 15 pleasure rinks and 2 boarded hockey rinks in the City. The weather has been perfect for flooding; we received frost first then snow. We went to 8 hour shifts over night and during the day for flooding. All pleasure rinks are ready to go accept for 3. Those 3 are not quite ready because of grading issues. Angie Barstad and I met with the Hockey Association this year. City maintenance will provide base ice at Lakefront Park then the hockey association will take over with their zambonie. If there is 2" or less of snow the hockey association will do snow removal on the Lakefront Park rinks. Over 2" of snow the City will assist in snow removal. The warming house will open Saturday, December 19th. Hours: Mon - Fri 4pm - 9:30pm, Sat. lOam - 9:30pm, Sun. noon- 8pm, School Holidays lOam - 9:30pm, Christmas Eve and Christmas Day noon - 5pm. For warming house questions call Tracy at 612-749-1027 No action required 8. PROJECTS/uPDA TES Friedges: The snow removal with the last couple of snow events and the 16 hour rink flooding schedule has taken up most of our time this month. Per Sandi Fleck at the Chamber of Commerce, the Downtown Dazzle was well attended; the best attendance so far. Even though it was cold there were over 300 kids visiting Santa and we had the most floats in the parade so far. The committee is already meeting to discuss the 2010 Downtown Dazzle. No action required 10. FUTURE MEETING DATE - Workshoo on Januarv 21st. 2010. at 4:30om at City Hall. Motion to adjourn was made by Kyle Haugen, Second by Mike Feriancek, motion carried.
