CALL TO ORDER: Meeting called to order at 6:05 pm by acting Chair Eric Spieler Members Present: Mike Feriancek, Eric Spieler, Ron Ceminsky, Kendall Larson, Kelly Loose Members Absent: Dan Ruhme, Kyle Haugen Staff Present: Al Friedges, Angie Barstad Council Liaison: Ken Hedberg 2. APPROVAL OF FEBRUARY AGENDA: Item #5 was removed and moved to the March PAC meeting due to the absence of two PAC members. The Blind Lake Shelter Relocation was added under Projects/Updates. Motion to approve the agenda with the changes was made by Mike Feriancek, Second by Kendall Larson; motion carried 3. APPROVAL OF DECEMBER MEETING MINUTES: Motion to approve the meeting minutes by Mike Feriancek, Second by Kendall Larson; motion carried 4. ADOPT 2010 GOALS: Barstad: At the January PAC workshop numerous goals were discussed. From that workshop came these 7 goals (see attached goals). Once adopted by the PAC, Chair Dan Ruhme will be presenting the PAC goals at the 4/19/1 0 City Council meeting. Motion to adopt the 2010 PAC goals by Mike Feriancek, Second by Kelly Loose; motion carried. 6. COMMUNITY GARDENS Barstad: Presented an update on the Community Gardens from 2009 and what we are looking forward to in 2010. Staff is recommending that the community gardeners form a board to handle day to day issues, ideas, etc. and that a PAC liaison be appointed to this board and be present at the 2010 community gardens kick off meeting on 3/18. Ceminsky: Would be interested in being the PAC liaison to the community garden board and will attend the 3/18 kick off meeting Motion to have Ron Ceminsky appointed the PAC community gardens liaison was made by Kendall Larson, Second by Mike Feriancek; motion carried. 7. JEFFERS POND UPDATE Friedges: Staff has met with representative from the Jeffers Foundation to discuss the installation of a 56 foot long bridge across Eagle Creek. A bituminous trail will be installed connecting the bridge to Jeffers School and Wilds Ridge. The estimate cost of the materials for the bridge, including installation, and the bituminous trail is $38,000. Both of these improvement and the funding were agreed on by Jeffers Foundation. Currently staff is negotiating the details for the construction of a picnic shelter, kiosk and the completion of the wood chip tail. The shelter would substitute the outdoor environmental learning center that was once proposed. The installation of the woodchip trail would complete the access around the West and North side of Jeffers Pond. No action required 8. PROJECTSIUPDA TES Friedges: We have been doing the following: 1. Replacing chain link fencing on 6 back stops at Ponds Park. 2. Snow, snow and more snow removal 3. Currently a Mankato State student is interning in the maintenance department helping the City to write a grant to the Scott County Watershed District to request $10,000 to build a system at Ponds Park to pump water out of the pond at that park and use it in the irrigation system on the fields in Ponds Park. Perforated PVC pipes would be installed in the bottom of the pond and run into a man hole with a pump in it. Perforated pipe is used to keep algae out of the irrigation system. This system will re-use nutrients that drain into the pond from the fields, save on drinking water while utilizing water more efficiently and save money on treated water we currently are using on the fields. The grant request will be handed in by the end of March. 4. The City Council voted to move the shelter from Blind Lake to South Shore Drive park to save money in the CIP for other park development projects. The Spring Lake Township board approved this shelter at their February meeting. The Scott County inspector also approved the relocation the shelter condition. The relocation will take place this spring. No action required 9. RECREATION UPDATES Barstad: Summer registration will begin on March 1. The Egg Hunt will be held on 3/27 from 1 p.m. - 3 p.m. at Lakefront Park. This is a free family event with pony rides, live animals, etc. The warming house closed for the season on 2/15. The rinks and sledding hill will remain open and lit as long as weather permits. No action required 10. In our first season we had 30 gardeners register for a plot. We are currently advertising for plot rental for the 2010 planting season. To date we have received 3 registrations. We are asking everyone that registers for a plot to consider being part of the Community Garden Board. This board will handle all issues and day to day running of the gardens. The City will process registrations only. Staff is advising the PAC to appoint a PAC liaison to this board. This liaison will give updates and address any concerns/issues the board has to the PAC. The kick off meeting for the 2010 garden season will be held on March 18 at 7:30 p.m. in the City Council chambers, following the March PAC meeting. The gardeners will receive their plot numbers and the rules/policies will be covered. The board will also be decided at this meeting by the gardeners. It is for this reason that the PAC liaison should be in attendance for introductions. A neighborhood park has been developed on the North side of the property. The neighborhood park currently offers a half size basketball court, parking lot, picnic shelter, small ball field, play equipment and trails.
