CALL TO ORDER: Meeting called to order at 6:01 pm by Chair Ruhme Members Present: Mike Feriancek, Eric Spieler, Ron Ceminsky, Kendall Larson, Kelly Loose, Dan Ruhme, Kyle Haugen Staff Present: Al Friedges, Angie Barstad 2. APPROVAL OF MARCH AGENDA: Motion to approve the agenda was made by Kyle Haugen, Second by Mike Feriancek; motion carried 3. APPROVAL OF FEBRUARY MEETING MINUTES: Motion to approve the meeting minutes by Mike Feriancek, Second by Kelly Loose; motion carried 4. NEIGHBORHOOD PARKS 2010 TIMELINE: Friedges: Dan Ruhme will present the 2010 PAC goals to the City Council on 4/19/10. The first 2010 PAC Goal is to develop a timeline for reviewing the neighborhood parks utilization. The PAC will need to formulate a project approach and consider the following: . Future Demographics (utilize current census date when it becomes available) . Update Parks portion of the Comp plan to reflect and changes . Research Park Service Zones . Obtain public input through various public hearings . Staffing restrictions . Specialized knowledge that may be needed The PAC should hold a workshop after tonight's meeting to further discuss what will be our park service zones, and the process that must take place to gather all the necessary information for a timeline. Motion was made to hold a workshop after tonight's meeting to discuss the neighborhood parks timeline by Kyle Haugen, second by Eric Spieler; motion carried. 5. COMPOST SITE Friedges: This site opened in 2008 in a partnership with the SMSC. The site is staffed by City and SMSC employees. The City uses their chipper and SMSC staff turns the compost piles. The site will be open the 2nd and 4th Saturday of each month from lOam - 3pm from May - November. The compost is utilized for City tree planting, community gardens and top dressing on all the athletic fields. To date the City has utilized 1300 cubic yards of compost from this site. No action required. 6. PROJECTSIUPDA TES Friedges: We have been doing the following: . Sunset Hills picnic shelter is being re-roofed with parks maintenance staff. The staff is cutting in more vents in the shelter roofs to prolong the life of the roofs. . . Shelter Relocation - The shelter by Blind Lake will be relocated to South Shore Drive Park. We were able to save and reuse all the materials accept for the wood flooring. . Back Stops - We are replacing the chain link at the Ponds fields 1-6. This project is identified in the parks matrix and everything will be completed in time for the 2010 season. . Tree Inventory - Using the GIS we put the following into our database: location, date of installation, method of planting, species, condition, DBH (diameter of the tree). The database then tracks the number trees maintained by the City, growth patterns, maintenance records, number of species, and tree health. All this information helps us to budget better for the City trees. . Sanitation - Maintenance staff has started picking up garbage along roads and trails left under the snow during the winter months. This will continue through spring. No action required 7. RECREATION UPDATES Barstad: The Community Garden meeting is set for April 15th at 7:30pm. So far we have received about 12 plot registrations. Over half of that number is new plot renters. The Egg Hunt is scheduled for 3/27. We will have live animals, pony rides, fire truck, inflatable and the Easter Bunny at Lakefront Park from 1-3pm. There will be a 6 egg per child limit this year. Summer registration began March 1 st. We have received over 250 registrations so far with a lot of opening still available in all of our programs. No action required 8. FUTURE MEETING DATE - APRIL 15. 6o.m. in the Citv Council Chambers Motion to adjourn was made by Kendall Larson, Second by Mike Feriancek, motion carried.
