The Lake Advisory Committee (LAC) Meeting was called to order at 4:35 P.M.
Members present: Harry Alcorn (Chair), Donna Mankowski (Vice Chair), Dan
O'Keefe, Char Jasan, Jim Marchessault.
Others present: Ross Bintner, Water Resources Engineer.
I. CALL TO ORDER
II. APPROVAL OF MINUTES (Marchessault, Jasan 4:0)
III. OLD BUSINESS
A. 30% Impervious update: Bintner stated the Council has declined to
further study the idea.
B. Dive the Lake Event: Mankowski said 25 divers took part in the dive, the
weather was beautiful but the water was chilly. Bintner played a
promotional DVD that was produced by the City of Prior Lake. The DVD
showed interviews with divers and the Lake Association organizers.
Bintner showed a few photos while Mankowski explained the photos.
Only 4 divers are allowed per boat, and volunteers from the Lake
Association use their boats to transport the divers around the lake and
collect trash. Bintner asked if the sheriff was on site? Mankowski said he
was not, but she coordinated with him to take out an permit for the event.
Marchessault asked if fishers were considerate of the divers, Mankowski
said they were. Mankowski thanked Captain Jacks and all of the
businesses and dive-shops for donating prizes and food for the event.

V. STAFF UPDATE
A. MS4 Educational Item - Construction Site ESC: Bintner updated the LAC
on the four construction sites that the City is reviewing and the status of
the City reviews. Mankowski asked if individual lots were being watched.
Bintner said if the lot is part of a greater plan of development, then the
state permit applies, if not, the building department standards apply.
VI. NEW BUSINESS
A. LAC Bylaws - The LAC reviewed the bylaws for the committee and
recommended changes. Major changes included a change to the
name broadening the scope to cover all lakes, term limits were
changed to three terms, and miscellaneous clerical changes.
