1. CALL TO ORDER:
Meeting called to order at 6:01 pm by Chair Ruhme
Members Present: Mike Feriancek, Eric Spieler, Ron Ceminsky, Dan Ruhme, Kyle Haugen
Members Absent: Kendall Larson, Kelly Loose
Staff Present: Al Friedges, Angie Barstad, Kelly Meyer

2. APPROVAL OF APRIL AGENDA:
Staff requested a change to item #7; Al Friedges recommended changing EAB Report to Jeffers
Pond Trail Update. Motion to make the above change and to approve the agenda was made by
Kyle Haugen, Second by Eric Spieler; motion carried
3. APPROVAL OF MARCH MEETING MINUTES:
Motion to approve the meeting minutes by Mike Feriancek, Second by Kyle Haugen; motion
carried
4. MAINTENANCE FEES FOR PRIOR LAKE ORGANIZATIONS:
Meyer: A presentation was made giving an overview of the 2010 City budget and how it
impacted field maintenance fees for the Prior Lake athletic associations.
The City talked to PLABA, PLAY, Prior Lake Soccer Association, Chamber of Commerce,
Rotary, etc. to discuss costs associated with City maintenance support.
When the City followed up with all organization in late summer, 2009, all organization said they
did not want to pay for field maintenance services and that they would take care of maintaining
the fields for their respective organizations. Based on this decision the City reduced the park
maintenance staff.
Since the 2009 meeting the Prior Lake Soccer Association has decided to re-Iook at the City's
proposal to stripe the fields. The Soccer Association paid the City for the original set up of the
fields for this year. City staff then presented a stripping cost to the Soccer Association of$800
per week for the entire summer and fall seasons. This amount may go up depending on the
availability of seasonal staff.
Currently the City staff is training PLA Y on the stripping, chalking equipment.
No action required.
5. COMMUNITY GARDENS
Ceminsky: Reminded all PAC members of the Community Garden meeting tonight at 7:30pm.
This meeting will discuss the formation of a gardening board that will oversea all operations of
the community gardens.
No action required.
6. STONE BRIAR PARK UPDATE
Friedges: Staff received a petition from the homeowners in the Stone Briar neighborhood to
build a park in their development. This year park maintenance will install playground equipment
for 2-5 year olds and next year a small pergola and possibly a couple benches will be constructed
at this park. There is no room for additionally amenities at this location.

7. JEFFERS POND TRAIL UPDATE
Friedges: There will be a chip trail installed by Jeffers Pond Elementary. The trail will be 4-6
feet wide and close to 1 mile in length. The new trail will begin where the existing trail ends,
circle around the pond and end back towards the school. This trail will eventually tie into the
path that runs along Jeffers Pass Rd. The total cost of this project is approximately $100,000
which was funded by the Jeffers Foundation grant. In the future a shelter and kiosk will be built
at the end of this trail.

8. PROJECTSIUPDA TES
Friedges: Due to erosion and not being handicap accessible the Watzls Beach wood retaining
wall was re-built out of concrete, a sidewalk from the handicap parking stall to the concession
stand, bathroom, and beach was constructed. Picnic tables will be fastened to the concrete as a
way to prevent vandals from moving them. The concession/bathroom building and surrounding
cement areas at Watzls Beach were originally constructed in 1982.
Athletic field maintenance continues with the installment of batters eyes and nets at Ponds and
Ryan athletic complexes and wind screens were put up on all fields.
The maintenance department has also been cleaning out landscape beds, trimming trees,
installing boat slips and fishing piers at both beaches, and doing tennis court maintenance.
At Sunset Hill the Epic water test system has been installed. A combination of blue grass and rye
grass seed has been placed on top of this system.

9. RECREATION UPDATES
Barstad: We are currently interviewing and hiring our summer staff for the beaches, skate park
and tot lot/playground programs. Enrollment in some programs is down but we are hoping for an
up swing the closer we get to June.
A commercial was produced by the City Communications Director, Mike Peterson and the kids
at the Club Prior teen hang out to promote this program. (commercial was played)
The Egg Hunt went well. We have approximately 1,000 people in the park that day. All children
received eggs, visited the Easter bunny and listened to some great music.

10. FUTURE MEETING DATE - MAY 20th. 6o.m. in the Citv Council Chambers
Motion to adjourn was made by Kyle Haugen, Second by Eric Spieler, motion carried. The
meeting adjourned at 7: 18 p.m.
