Introduction The purpose of this agenda item is to seek City Council authorization for the purchase and installation of a play structure and appurtenant equipment at Stonebriar Park. Historv As part of the Stonebriar PUD the Developer provided $35,400 along with land for construction of a play structure and pergola. Each year, the City Council adopts the Capital Improvement Program (CIP) which involves funding for various improvement projects. The 2010-2014 CIP proposed construction of the Stonebriar pergola in 2010 and play structure in 2011. On May 17, 2010 the City Council received a report with regards Stonebriar Park. Based on that presentation the City Council directed that the play structure and pergola be constructed this year. The funding is available and there are costs savings associated with completing both improvements at the same time. The play structure to be installed will meet the Americans with Disabilities Act (ADA) accessibi~ty standards and Consumer Product Safety Commission (CPSC) guidelines. The new playground equipment will be modular, meet the most current safety standards, provide improved accessibility and will be durable and attractive. In addition to the play equipment a small pergola, benches, a trast) receptical and fencing will also be installed. APPROVAL OF JUNE AGENDA:, Al Friedges recommended adding #7 Stonebriar Park Improvements to the agenda and a workshop be held after this PAC meeting to discuss Park Utilization. Motion to approve the agenda with the addition of #7 and a workshop after the June 1 ih PAC meeting was made by Mike Feriancek, Second by Kyle Haugen; motion carried 3. APPROVAL OF MAY MEETING MINUTES:, Motion to approve the meeting minutes by Mike Feriancek, Second by Eric Spieler; motion carried 4. FUTURE PARK UTILIZATION:, Friedges: Staff was asked to research and provide the following: a break down of passive and active parks, amenities in all parks and the cost of these amenities, cost per acre for maintenance, which parks could be consolidated and rank parks by usage. Staff has accomplished all tasks accept for cost per acre for maintenance and ranking parks by usage. This will all be discussed in the workshop that follows the PAC meeting tonight. No action required. 5. COMMUNITY GARDEN DONATION, Frieges: The Prior Lake Rotary donated $1,000 out of their sustaining community budget for maintenance and up keep at the Community Gardens. The Community Garden Board decided to use this money to install a fence to keep animals away from the gardens. This fence will be installed in the next 1 - 2 weeks. Ron Ceminsky and Community Garden Board members will be present at one of the next Rotary meetings to accept the donation. No action required. 6. PROJECT UPDATES Friedges: Parks maintenance has been working on the following projects: Watzls Point - Tore out retaining wall and replaced it with a new cement block wall, made the beach and concession area handicap accessible by installing a side walk from the handicap parking space to the front of the concession building/beach, replace all landscaping and re- seeded on the south side of the concession building. Lakefront Band shell - applied a fresh coat of pain on the entire band shell Air Knifing Trees - This will be done to all City trees in the parks in Prior Lake that have been planted too deep to stop the root girdling No action required 7. STONEBRlAR PARK IMPROVEMENTS, Friedges: Parks maintenance will be adding play equipment, 4 feet high chain link safety fence and a pergola to this park. A total of $35,400 has been allotted through developer fees. The total cost for these improvements came in at $35,310. These park plans will be brought to the 6/21 City Council meeting for approval. No action required 8. RECREATION UPDATES, Barstad: We still have room in our summer programs. We just completed our first week of programs which included Summer Supremo, Mini Sport Camp, adult tennis lessons, water ski lessons. The kids at Summer Supremo played an obstacle course game which ended with them swimming through green jello. The kids loved it and we all had a great time. Tot lot and playgrounds start next week. Attendance is up especially on the Tuesday/Thursday programs. I hired additional staff to help with the larger number of participants. Our first neighborhood park party will be June 24 at Raspberry Ridge and Boudins Park. This is free for all ages and will be held from 6pm - 8pm. My staff will be doing crafts, games, face painting, etc. The fire and police will also be there. It is a great time for neighbors to get out, meet each other and get to know their neighborhood. Landscape Structures Bid Price $20.391.62 $20,390.15 $20,060.00 , The City has purchase Landscape Structures equipment and installed it in four of our parks. Staff is satisfied with the past performance of both the equipment and the installer. To help reduce costs, City staff will provide construction services for this improvement project. The Parks division of Public Works crew will complete all grading and preparation work including installing the wood carpet resilient surface, drainage tile, preparing subgrade for curb and sidewalk and completing all landscapes and installation of benches and garbage receptacles. In addition to the installation of the play equipment, a small pergola, approximately 350 feet of chain link fence and a bituminous trail connecting the existing trail to the proposed play equipment will be constructed. Kids aged five to 12 have the option to utilize an existing play structure designed for that age group across the street at Willows Park. The play structure that Flagship Recreation proposed to supply and install meets the City of Prior Lake's:requirements for children aged two to five. Additionally, Flagship Recreation's design of the play equipment meets the most current ADA accessibility standards and CPSC guidelines. There is $35,400 allotted for play equipment and park development for Stonebriar Park. The total estimated project cost including the play equipment, resilient surface, curb, sidewalks, chain link fence, material for the pergola and miscellaneous items will not exceed $35,310.
