Parks Advisory Committee Minutes 8/19/10 6:03 p.m. - 7:18 p.m. 1. CALL TO ORDER: Meeting called to order at 6:03 pm by Chair Ruhme Members Present Mike Feriancek, Ron Ceminsky, Kyle Haugen, Kelly Loose, Eric Spieler, Dan Ruhme, Kendall Larson Staff Present: Al Friedges, Angie Barstad 2. APPROVAL OF AUGUST AGENDA: Motion to approve the August agenda by Kyle Haugen, Second by Kendall Larson, motion carried. 3. APPROVAL OF JUNE MEETING MINUTES: Motion to approve the meeting minutes by Mike Feriancek, Second by Kyle Haugen; motion carried 4. FUTURE PARK UTILIZATION: Friedges: The purpose of this study is to re- evaluate current park service zones, determine if amenities in parks will be the same in the future, see if there are partnering opportunities with the school district and surrounding municipalities, determine future park needs, and update the parks comprehensive plan. So far there have been 3 PAC workshops on this subject. Staff was asked to research and provide the following: a break down of passive and active parks, amenities in all parks and the cost of these amenities, cost per acre for maintenance, which parks could be consolidated and rank parks by usage. Staff still needs to figure out the cost per acre for maintenance on passive and active parks and the cost of changing a park from active to passive. Ruhme: The PAC has decided to not hold a workshop tonight to discuss this matter and will resume with a workshop after the September PAC meeting to give staff more time to come up with maintenance costs. No action required. 5. MAPLE GLENN ADDITION Frieges: A resident from Maple Glenn is requesting development of a neighborhood park in his neighborhood. This resident was going to attend tonight's PAC meeting but did not come to the meeting. Currently there is no space in the Maple Glenn area to construct a park. When the Golden Ponds area is developed a park could be constructed in that area. The resident can attend the September PAC meeting to ask questions. No action required. 6. OAK WILT Friedges: Oak Wilt is caused by a fungus. 90% of this disease is transferred through roots from an infected Oak tree to a healthy Oak tree. 10% is transferred through an infected beetle. The worst area so far in Prior Lake for this disease is Fish Point Road from Highway 13 to 160 St. Residents in this area must cut down and remove all infected trees. This can be expensive for residents due to the hilly terrain in the area. City Ordinance Section 602 states that infected Oak Wilt trees must be cut down and removed within 20 days from when they are marked by City staff. If the resident does not comply the City will remove the tree and the cost will be assessed to the resident through property taxes. So far the City has identified 45 infected trees. The only way to stop the Oak Wilt from spreading is prompt removal, develop and set up a containment plan and public awareness. There will be 2 different community meetings on Oak Wilt in the near future to inform the community on how to detect and get rid of Oak Wilt in Prior Lake. Recently this disease has jumped Highway 13 and has been detected in the Shannon Trail area. If it continues to move it could spread to Memorial Park and even Lakefront Park where there are numerous Oak trees. We must stop Oak Wilt before is spreads that far. No action required 7. JEFFERS POND Friedges: The Jeffers Foundation approved the following: $40,000 to construct a picnic shelter and kiosk $20,000 to install a wood chip trail connecting to the shelter around the west side of the pond Staff will begin these projects in September. No action required 8. PROJECT UPDATES Friedges: We have the following project updates: South Shore Park The shelter has been moved and installed and the swing set area has been leveled, the grading and seeding was completed on 8/19. Raymond Ave. Park The shelter is 80% completed, concrete will poured on 8/23, 2/3 of the fishing pier has been constructed in the shop and will be moved out to the park next week. Stonebrier Park Installed the play structure this week, we will fill in the surface material, swings, 4 foot fence to the East of the play structure and a chain link fence along the south side of the park next week. We have been doing a lot of mowing due to all the rain, storm damage clean up and providing parks maintenance /clean up to the Jazz Festival and Lakefront Days events.. No action required 9. RECREATION UPDATES Barstad: The summer is winding down. We have provided numerous community events and programs over the summer. Free community events included: water ski show, 3 beach days, concerts in the park, neighborhood park parties. We were able to reach several new areas in Prior Lake that we haven't reached before thanks to the neighborhood park parties. We will continue with these free events next summer because they were so successful and well received by the community. We had successful tot lot/playground and summer supremo programs over the summer along with 5 trips, water ski lessons, sport camps and a family camp out at Lakefront Park. We had over 500 participants in all our programs /trips and camps. We finished the summer off with Cleary Lake Day Camp which had to be brought in doors for the overnight portion due to the severe weather. The kids still had a great time with staff though. We had the last of our trips this week and they were very well attended to the water park, paintball and horse back riding venues. In addition to all of our programs /trips /camps we also run the beaches, shelters /pavilion, boat slips, skate park, Club Prior. The pavilion is booked already for every weekend in June 2011. The Fall Fest is coming up at Prior Lake High School on September 20 and the Autumn Gathering at Lakefront Park will be held on October 2nd from 2 -4pm. FUTURE MEETING DATE — September 16 6p.m. in the City Council Chambers Motion to adjourn was made by Mike Feriancek, Second by Kyle Haugen, motion carried.
