The Lake Advisory Committee (LAC) Meeting was called to order at 4:30 P.M. Members
present: Donna Mankowski (Vice Chair), Liz Weininger, Tom Voll and James Streefland.
Dan O'Keefe and Char Jasan were absent.
Others present: Ross Bintner (Water Resources Engineer), Steve Albrecht, Director of
Public Works, Anne P. LeHuray, Ph.D. Pavement Coatings Technology Council, Mark
Morris, Nick Kelso, Jet Black, and Dave Gordon, South Suburban Asphalt

II. APPROVAL OF MINUTES — No action was taken at this time to approve the April 20, 2010
minutes.
III. OLD BUSINESS
A. Public Informational Meeting: Polycyclic Aromatic Hydrocarbon (PAH) and Coal
Tar Driveway Sealant Ordinance Revision.
Steve Albrecht, Director of Public Works, began the by Informational Meeting by
stating that the City Council, at their August 4, 2010 City Council Meeting,
directed Staff to obtain additional information regarding the use of coal tar
driveway sealants and asphalt parking lot sealers. Suesan Lea Pace, City
Attorney, advised that an Informational Meeting should be conducted. This
meeting would allow local businesses, residents, and manufacturers to give
their input regarding the use of sealants. Albrecht said that the Council had
previously reviewed ordinances from the League of Minnesota and the City of
White Bear Lake. The City Council directed staff and the LAC to determine
whether an ordinance revision /restriction is warranted.
Albrecht said that previous to the LAC meeting, the city contacted eleven local
businesses and nine driveway sealing contractors to determine what the
potential impact would be if coal tar sealants are banned. Albrecht explained
the difference between coal tar sealers and asphalt sealers. He explained that
the ordinance revision would ban the use of coal tar base sealers but not
asphalt sealers. The two primary issues noted by the driveway sealing
companies were: 1) Coal tar sealants can be applied during lower temperatures
and the contractors said that they would be impacted economically because
their work season would have to be shortened. 2) Coal tar sealers are also
more resilient than asphalt sealers so asphalt sealers would have to be applied
