V.STAFFUPDATE TH 6AnnualDivetheLakeEventʹChairMankowskiannouncedthattheDivethe LakeeventisscheduledforJune11,2011from9:30a.m.ʹ11:30a.m.with registrationstartingat8:00a.m.Mankowskipresentedaflyerabouttheevent andsaidthatalargernumberofdiversareexpectedsinceMinnetonkaisnot hostingtheireventthisyear.Sheaskedforvolunteersforextraboatsforthe dive. MankowskisaidthataDNRpermitwasneededbecauseofthepresenceof zebramusselsinPriorLake.ShesaidthatBuckinghamDisposalwillhaulaway debrisgratisandcontentsofthedumpsterwillbeincinerated.Itemsthatare foundandkeptmustbepressurewashedpriortoleavingthepremises. VI.NEWBUSINESS 1 A.WatershedDistrictUpdate MikeKinney,DistrictAdministrator,PriorLake/SpringLakeWatershedDistrict, saidthatmonthlyjointmeetingsbetweencitystaff,theLACandtheWatershed Districthavehelpeddevelopgoodrelationshipsregardingprojectcoordination, theeliminationofduplicateservicesandeffectivelyputtinggoodpracticesin placewithinthecommunity. KinneyshowedaPowerPointslidepresentationoftheWatershedŝƐƚƌŝĐƚ͛Ɛ currentprojects/programs: OutletChannelSystem EducationandOutreach InLakeManagement WaterQualityFocus DistrictDevelopment Kinneysaidthatduring2010,theWatershedDistrictcompletedthe reconstructionoftheoutletstructureonthelake.Hefeltthatthedesign workedverywellespeciallythisspringwhenfloodingwasanticipateddueto higherwaterelevationsfromsnowmeltandspringrains. Kinneysaidthatthestructurelooksniceaestheticallyandismuchsafer.Staff nolongerhastooperateanypartofthenewstructure.Heexplainedthat previouslystaffhadtophysicallyopengatestoremovedebristhatcollectedin anareaarounditwheretherewasahighvelocityofwaterthatwasinaclose proximitytothestructure.Thenewdesignreducesthatvelocityandstaffcan safelywalkaroundthefrontofthenewstructure. Kinneyexplainedhowthestructureworked.Hesaidthatwhenthewaterlevel getstothe902elevationandflowsovertheweir,thewaterautomatically opensupapipewhichallowswatertoflowmuchfasterthanbefore.Headded thatthepipereachesitsmaximumcapacityofflowat903ratherthan904. Bintnerquestionedwhatthelakeelevationlevelwouldbeiftheoldstructure werestillinplace.Kinneyansweredthatthelakewouldbeoverthe904 elevation. Mankowskiaskedwhenthewatershedplannedtochangetheelevationbackto 902.5.Kinneysaidthatitispresentlyat903andthatthelowerslidegatewas alreadyclosed.HestatedthatarequirementoftheDNRpermitwastoclose th thelowerslidebyApril30.Headdedthatitwasnowjustamatterofwater leavingthelakethroughthestructureandthatisbasedonfactorssuchashow manydaysthereiswithoutsignificantrainfall.Headdedthatthestructure dischargesapproximatelyϭ͟perdayandaddedthatwithoutmorerain,thelake elevationcouldreach902.5byMemorialDay. Alcornaskedwhatthecurrentlakelevelwas.Kinneyrespondedthatitwas 903.18.Vollmentionedthenowakezonestartingatthe904elevation. 2 Kinneysaidthenowakezonestartsat904buttheactualDNRordinaryhigh watermarkwas903.9.Alcornstatedthatthenowakezonewasnotineffect untiltheelevationisat904.Kinneysaidthatbarringabigrainevent,it probablyǁŽƵůĚŶ͛ƚreach904.Jasanmentionedthatthe904elevationhadto holdoverthreedaysbeforethenowakezoneactuallygoesintoeffect.Binter explainedthatcityordinancestatesthattheelevationmustbeover904for threedaysbeforethenowakezoneisenforced.Kinneyaddedthatthewater structureworkedwellandthatwewerenotover904atthepresenttime. KinneysaidthattheWatershedDistrictcontinuestoworkwiththeCityofPrior Lake,theSMSC,andtheCityofShakopeeunderJPA/MOAwithrespectto managementandfinancingoftheoutletchannelsystem.Heexplainedthatthe outletsystemrunsfromtheoutletstructureontheothersideof21nearJeffers PondandnorthtotheMinnesotaRiver.Kinneydiscussedthedesignofthe channelcrossinginthePikeLakeareaandotherprojectsthewatershedis currentlyworkingon. Weiningeraskedwhatwasbeingdonetokeepzebramusselsfromtransferring tootherbodiesthroughtheoutletchannel.Kinneysaidthatthereisreally nothingthatcanbedone.BintneraddedthattheMinnesotaRiverwasalready infestedforaseasonormorebeforezebramusselswerediscoveredinPrior Lakeandduringthattimetheoutletchannelwasrunning. KinneymentionedtheupcomingInvasiveSpeciesWorkshopscheduledinJune forpubliceducation.KinneysaidthattheWatershedDistrictispartneringwith PriorLake/SavageSchools,theCitizensAdvisoryCommittee(CAC)andthe UniversityofMinnesotaforsummereducationalprogramswiththeDNR.The watershedisalsocontinuingtoworkwiththeScottCountyCleanWater EducationProgramandtheCityofPriorLaketoaddressMS4education pertainingtotheŽƵĚŝŶ͛ƐProject.Kinneybroughtupfutureeducational opportunitiesregardinggoodfarmingpractices.VollmentionedthattheLAC hashaddiscussionsongoodfarmingpracticesforbetterwaterqualityandthe reductionofsedimentloadingintoourlakes.Vollhopedtherewouldbemore fundingforfutureagriculturaleducation.Kinneysaysaprogramwasdoneon farmingpracticesintheNetherlandsandbroughttoWisconsinwhere21farms wereevaluatedovertenyearsandMinnesotasawitsvalueforsolvingwater qualityissues.ThewatershedwilltouracoupleoftheMinnesota͞ŝƐĐŽǀĞƌLJ &ĂƌŵƐ͟inJuneandwillfundupto$20,000.00foragriculturalresearchoverthe nextsevenyears. KinneytalkedabouttheVegetationSurveyandStudyonPriorLake,SpringLake andFishLakeandcarpseiningonSpringLake.HefeltthatCurleyLeafPond populationwouldbedownduetoalongcoldwinter,lotsofsnowontheice whichreducedlightpenetration,andhigherwaterlevels.Kinneywouldliketo seetheCitizensAdvisoryCommitteehelpeducateresidentsaboutvarious speciesofweedsandwhentreatmentsshouldbedoneonaquaticplantsfor bestresults.KinneysaidtherewasanattempttodocarpseiningonSpringLake buttheweatherhadturnedcolder,thecarpwentintodeeperwaterandthey 3 werenotabletobringinmanycarp.Thewatershedwillcontinuetopursue researchcomponentsoncarpseining. HetalkedabouttheCitizenAssistedMonitoringProgram(CAMP)andgrants thatweresecuredfromthePCAforadiagnosticstudyofLowerPriorLakeand toprioritizepracticestoslowfuturedecline. HetalkedaboutBWSERandUpperPriorLakewherethereareplansforretrofit activitywithcurbcutraingardens,upperwatershedstormwaterponding,etc. andcreatingmorewaterstorage.HetalkedaboutthefederalUSDAgrantfor wetlandrestorationandtheǁĂƚĞƌƐŚĞĚ͛ƐparticipationintheupcomingŽƵĚŝŶ͛Ɛ StreetProject. BintneraddedthatwithoutthepartnershipofthePriorLake/SpringLake Watershed,wewouldnothavebeenabletoobtainorevenbeeligibleforsome ofthegrantdollarsthatwehavereceived. Kinneyintroducednewstaffhires,NatKale,whowillworkonTMDL,water resourcemanagementplans,andpermitpractices.SamanthaLinmanStunes,a PriorLakeresident,workedfortheScottSoilandWaterConservationDistrict andhasastrongsoilsbackgroundaswellasoveralladministrationandwillhelp withcoordinationofgrantactivitiesaswell.GregAamont,alsoaPriorLake resident,isanewboardmember.HeisemployedbyCarverCountyandbrings ahighlevelofexperienceandknowledgetothedistrict.Anothernewboard memberwillbeappointedattheJuneboardmeeting. VollthankedKinneyforhiseffortsongrantfundingandpartneringwiththeCity toachievegoals.VollaskedabouttheMPCAgrantanddiagnosticimpairment onLowerPriorLakeandquestionedifitwasanutrientorsedimenttypeof impairment.Kinneyclarifiedthatitwasnotanactualimpairmentbutthatthe waterqualitydatashowsthatitisjustnearingthepointofbeingimpairedand theǁĂƚĞƌƐŚĞĚ͛Ɛgoalismorefromaprotectionperspective.Kinneybroughtup thegrantthatwasdoneforstreetsweepingasanexample.Bintnermentioned thathewouldsoonobtainactualmonitoringdatafromthetenlargestareas thatgointoLowerPriorandresultswouldshowwhatisactuallycontributingto thattypeofwaterquality. WeiningersaidthatSpringLakehasnotbeentreatedforCurlyPondLeafinthe pastthreeyears. KinneysaidthatresidentscangototheǁĂƚĞƌƐŚĞĚ͛Ɛwebsiteforinformationon aquaticgrowthandthebesttreatmenttimetotreataquaticplants.Vollasked whenisthebesttimefortreatmentofaquaticplants?Kinneysaidthebesttime isbeforethelakewaterreaches60degrees. 4 B.SHERIFFSURFACEWATERSAFETY/ENFORCEMENTUPDATEʹThesheriffwas supposedtohaveapresentationbutdidnotattendthemeeting.Mankowski askediftheitemcouldbeputonthenextagenda.Bintneragreed. MankowskisaidthatshehadtalkedtoDanMiller,ScottCounty,aboutco sponsoringaShorelineLandscapingSeminarandthatitwasscheduledfor August.Theseminarwillgiveideaswhatlakeshoreresidentscandotoimprove theirshorelinetopreventshorelineerosionandachievebetterwaterquality. Othertopicswillincludehowmuchsandcanbeaddedtotheshoreline,etc. BintnersaidtheseminarwillbepostedontheScottCountywebsiteandinthe Wavelength. VII.ADJOURNMENTʹtE/E'ZMADETHEMOTIONTOADJOURNTHELACMEETING.
