III.OLDBUSINESSʹAlcornaskedBintnerwhathappenedtothewebcamandwhyit wasdown.BintnersaidheǁĂƐŶ͛ƚawarethatitǁĂƐŶ͛ƚworkingandthathewould checkintoit.Mankowskiaskedifthewebcamcouldberepairedandhavean updateatthenextLACMeeting. IV.OTHERBUSINESSʹTherewasnootherbusiness. V.STAFFUPDATEʹBintnersaidthathewillbepreparinganagendareportfortheJuly CityCouncilMeetingwherehewilldiscusslastLJĞĂƌ͛Ɛimplementationsandfuture priorities.Thefollowingitemswillbepresented: TMDLImplementationPlanbytheWatershedDistrict NewWatershedDistrictRules MS4Permit MankowskiquestionedifpartneringwithScottCountywillbeincluded(eg. ShorelineLandscapingInformation)inthereport.Bintnersaidtheinformationis includedintheMS4permitrequirements. Weiningerinquiredaboutdrainageareas.Bintnerrepliedthathewouldaddthat itemtothereportalso.Weiningeraskedifhighwaterwascausingthemarshto breakuponSpringLake.BintnerrepliedthatheĚŝĚŶ͛ƚknow. BintnersaidthattheJulymeetingwillbecanceledandthatalaketourwilltake placesometimeinAugust. 1 th 6THAnnualDivetheLakeEventMankowskisaidthatthe6AnnualDivewhich washeldthefirstSaturdayinJunewithover30diversparticipatingwhichwasa record.BecauseoftheDNRrulesthatzebramusselscannotbetransferred,a permitwasrequiredwhichmeantthateveryitemthatwasremovedfromthelake hadtobeincinerated.Someoftheitemsretrievedwere:apontoondoor,abicycle coveredwithlures,ashoe,6footpieceofPVCpipecoveredwithzebramussels,lots ofcans,sunglasses,wallets,etc.Mankowskithankedvolunteersandeveryonewho helpedwiththeeventtomakeitasuccess.Mankowskiaddedthatpicturesfrom thedivecanbeviewedonthePriorLakeƐƐŽĐŝĂƚŝŽŶ͛Ɛwebsiteat www.priorlakeassociation.org VI.NEWBUSINESS a.SheriffSurfaceWaterSafety/EnforcementUpdate MankowskiintroducedToddBeck,Water/SnowPatrolDeputy,ScottCounty ^ŚĞƌŝĨĨ͛ƐDepartment.DeputyBeck,aPriorLakeresident,spokeabouthis training,pastexperiencesandbackgroundinlawenforcement.Deputy Becksaidthatwithinthelastmonthandahalf,asanewdeputy,hestopped about115boatsforviolations.Hesaidthatwhenstoppingaboater,he takestheopportunitytodoacompletesafetychecklookingforlifejackets, fireextinguishers,etc.andaddedthattherehasonlybeenoneserious accidentonthelakeinvolvingajetski. Vollaskedwhatcommondenominatorsdidthe100+boatshavethatwere stoppedforviolations.DeputyBecksaidthatmostoftheviolationswere boatsand/orjetskisthatcametooclosetotheϭϱϬ͛rulesinproximityto docksandrecklessboatingincidents. ChairMankowskiquestionedBeckaboutBoatingundertheInfluence ;h/͛ƐͿ͘BeckansweredthattherewerethreeBUIviolationsbutexpected thefiguretogouponceschoolwasoutandtheweathergotbetter. Weiningeraskedifboaterswerelakeresidentsorwerefromsurrounding areaslaunchingtheirboatsintoPriorLake.Becksaidjetskisaremostly broughttoPriorLakefromoutoftownwherejetskisareeitherrestricted orillegal.HeaddedthatPriorLakehasbecomeverypopularsince DŝŶŶĞƚŽŶŬĂ͛Ɛ͞ŶŽǁĂŬĞ͟ordinancewentintoeffect.Pontoonviolationsare usuallylakeresidentsandmotorboatusageisagoodmixofboth. Mankowskiaskediftherewereanyplanstoaddextralawenforcementfor the4thofJulyholiday.Beckansweredthatextrapatrolwouldbeadded andcitedthattherearenormallytwoboatsondutybuttheywould probablyhavefourboatsplususereserveofficersasnecessary. WeiningerinquirediftherewereviolationsonSpringLakeandifhe patrolledSpringLake.DeputyBecksaidhepatrolsPriorLakethemostand saidthatPriorLakehasbeenhismainfocusbecausehereceivesthemost callsforit.Plus,BecksaidthatPriorLakehasmoreboatsoverall.Headded 2 thathetriestohitallthelakesinhisfourdayshiftatleastonce(PriorLake, SpringLake,CedarLakeandtheriverinthatorder).Hecontinuedthat thereismorealcoholconsumptiononSpringLakethanPriorLakeand violationsareusuallyduetounderagedrinking.Henotedthatminorssiton theskijumpatSpringLakeandalcoholisconsumedthere. Alcornaskedifafloatingskirampisdockedgreaterthan150feetout,isit stillconsideredprivateproperty.Beckansweredthattheskirampis managedbyagroupofpeoplethatfunditonSpringLake.Itisconsidered privateproperty,andusedbythemexclusively.Itispermittedandiswithin 150feetoflakeshore.Weiningersaidthattherampisusedasaskijump andaslalomcourse.HeaddedthatCedarLakealsohasawaterski/slalom courseandispermittedbutregulationsaremuchstricterinthattheski jump/slalomcoursemaynotbeusedifanyoneiswithinreasonabledistance orfishingnearit. AlcornaskedaboutcoordinationbetweentheCityofPriorLakeandthe ^ŚĞƌŝĨĨ͛ƐDepartmentregardingboattrailerparkingonJuly4th.Becksaid thereissignageattheramppropertythatbothheandtheDNRare responsibleforit.Heisnotinvolvedwithparkingtrailersoncitystreetsbut ifheseesaviolation,heradiosthePriorLakePoliceDepartment.Becksaid hisjurisdictiongoestothewatersedge.Alcorninquiredthe904.Beck answeredyestothe904andgivingtheexamplethatifsomeoneisinankle deepwaterorisonlandwithafishinglineinthewater,itistheĐŽƵŶƚLJ͛Ɛ jurisdiction;otherwise,drylandisconsideredtobethePriorLakePolice ĞƉĂƌƚŵĞŶƚ͛Ɛarea. Weiningerquestionedifhechecksboatsbeforetheyarelaunchedorafter theycomeoutofthewatertomakesuretheyareclean.Becksaidifheisat thelaunchsite,hechecksforinvasivespeciesandthenewdrainpluglaws. Weiningersaidthatsincethereissomuchextratrafficonthe4thofJulyif volunteerswouldbeatthevariouslandings.BecksaidthattheCounty ĚŽĞƐŶ͛ƚhaveanyoneatthatlevelbutthattheDNRdoesenforcementbut hesaidhecouldputinarequestifnecessary. MankowskisaidthatthePriorLakeAssociationpurchasedbuoysinthepast andcommentedhowexpensivenewbuoysare.Sheinquiredabout repairing/addingnewbuoys.Becksaidthatmaintenancewasdonetothis pastwinterwhilethebuoyswereinstorageatCedarLakeFarms.Hesaid hemovesbuoysbackintopositioniftheyhavebeenremoved.Headded thattherewassomevandalismofbuoysandnotedthatitisamisdemeanor todamageabuoy. MankowskithankedBeckforkeepingeveryonesafeandforcomingtothe LACMeeting. 3 BinteraskedifBeckhaddoneenforcementofzebramussels.Beck answeredthatheparksatlaunchrampsandwatchesifboatownerscheck theirboatsandtrailers.Hehasdonecitationsforboatplugsandlivefish wells.Hesaidthathehandsoutredtagsthatremindboaterstoremove boatplugswhenleavingthelakeandalsoremindsthemtoputthembackin beforelaunchingaboat.Thetagscanbeplacednearthesteeringwheelof theboatasareminder. Bintneraskedwhatboatownerscandotopassthesafetycheckbesides attendingtheLakeAssociationstrainingevent.Becksaidthathehandsout brochureseducatingboatownersonlifejackets/throwables,fire extinguishers,horns,engineblowermotors,navigationlights,etc.Beck givesoutcitationsformissingitems.Headdedthattheinformationcan alsobeobtainedinafree2010/11SafeBoatingManualontheDNR webpage. Bintneraskedaboutpermitsforoniceeventsandaskedifthe^ŚĞƌŝĨĨ͛Ɛ Departmentapprovesthem.Bintneraddedthatlotsofdebrisisleftover fromeventsthataffectourcleanwater.Becksaidthatcleanupisa stipulationofthepermitandmadeanoteofit. WeiningeraskedifBeckwasresponsibleforicefishhouses.Becksaidthat hisjurisdictionĚŽĞƐŶ͛ƚincludefishhousesandthattheyarehandledby DNRofficers;however,hedoesenforcesnowmobiletrails. Mankowskiaddedthatthered/greenlightonyourboatisfordocking purposesonly.Beckaddedthatbothdockinglightsandsteamerlightsare requiredwhenboating.Jasanaskedwhattherestrictionsandhoursarefor waterskiingandtowables.Beckansweredthatajetskimustbeoffthelake onehourpriortosunsetorby8:00p.m.Lightsmustbeonatsunsetorby 9:00p.m.Towing,waterskiing,tubing,etc.mustbedoneby10:00p.m. b.ThePublicInformationalMeeting:MunicipalSeparateStormSewerSystem (MS4)PermitandStormwaterPollutionPreventionProgram(SWPPP). Bintnertalkedaboutthehighlightsofthe2010summary: PublicEducationandOutreachʹJointStormWaterEducation ProgramandpartneringwithDanMiller,ScottCountytoeducate thepubliconreducingpollutantsfromenteringlakes. AssetManagementSystemʹmakingsurethatmoneythatis investedincleanwater,naturalresourcesandconservationdoes themostgood. 2011MaintenanceandRetrofitProjectʹaddingadditional treatmentcapacityforcleanwateroutcomes. SourceControlEffortsʹStreetSweepingandSnowandIceControl (MCM6MunicipalOperation&GoodHousekeeping) 4 PermitandStormwaterPollutionPreventionProgram(SWPPP)ʹBintner talkedaboutfuturepermitrevisions,requirementsandtheextrastafftime thatwillberequiredtocompleteMPCApermits.Bintnershowedagraph depictingwaterqualityimpactandvolumerunoffcontrolefforts. ChairMankowskiclosedthePublicInformationalMeetingandaskedfor commentsfromtheLACmembers. VollquestionedPublicEducationandOutreachandwhetherthecityput informationonbillboards.BintnersaidthatJointStormWaterEducation Program(DanMiller)andtheCityofPriorLakecontributetotheMetro Mediacampaignandthebillboardcamefromthoseefforts Mankowskicommentedaboutrequirementsandenforcementsofthe MPCApermitfor2012. Vollaskedaboutaprimarydetention/sedimentationbasintoreducerunoff volume.Bintneransweredinfiltrationpracticesarenecessaryandthatthe PriorLakeSpringLakeWatershedDistrictandtheCityofPriorLakewere wereearlyadoptersofinfiltrationrequirements.Headdedthatthereisa mixedrateofsuccessforthistypeofBMP. Vollsaysitseemsveryexpensiveforwhatyouaregoingtoget.Bintner agreed.
