The Lake Advisory Committee (LAC) Meeting was called to order at 4:35 P.M.
Members present: Donna Mankowski (Chair), Harry Alcorn (Vice Chair), Dan
O'Keefe, Char Jasan, Jim Marchessault.
Others present: Ross Bintner, Water Resources Engineer. Wayne Johnson,
Resident.

A. Review docks policy. Bintner stated that docks task force has
finished their work and forwarded a dock policy to the City Council.
The City Council approved the policy and recently a brocure and
educational letters were sent out to the public and dock installers.
O'Keefe explained how, after wading into the issue, there was no
simple rule to solve all the problems. The dock task force members
came away with and appreciation that trying to create a hard -and-
fast rule often created more problems then it solve. Marchssault
added that everyone must be respectful of their neighbors when
placing docks. Alcorn reminded the LAC that the DNR is also
gathering feedback and has a process in place as well.
B. MS4 Presentation and Public Hearing Bintner began the
presentation by summarizing all the abbreviations that go along
with a stormwater regulation. A SWPPP is a Stormwater Pollution
Prevention Program, A MS4 is a Municipal Separate Storm Sewer
System. BMP is a best management practice, and a MCM is a
minimum control measure. Last year MCM 3 and 4 were reviewed,
this year MCM 1,5 and 6. MCM 1 — Public Education, we are
continuing our education partnership, water resources website, lac
meetings and the Dive the Lake event. New for 2007 was "your
lake and you" publication, and "all about water" podcast. Bintner
previewed the water resources website, explaining some of the
education features on the site.
Bintner previewed MCM 5, saying development standards and
water quality monitoring was still underway. New in 200 was the
reconstruction rain garden program and the oak savannah
restoration. Alcorn asked how the public provides public comment.
Bintner answered that email was the preferred method, but mail or
in person at City hall are also okay. MCM 6, pond inspection
program and street sweeping program are continued in 2007.
Alcorn asked how long it takes for a pond to fill up. Bintner said it
varied, but design life of a pond is up to 30 years, where inlets need
cleaning yearly in some cases.
Bintner previewed new items for 2008, including new methods of
communications and education, monthly LAC updates, stormwater
system maps, revised monitoring programs, ordinance updates,
chloride test watershed, TMDLs and wellhead protection BMPs.
Mankowski opened the public hearing at 5:36, asked for comments.
No members of the audience were presents. Public hearing closed
at 5:36.

V. STAFF UPDATE
A. May 5 Council Workshop. 4:30 -6:00.
B. 2008 -2009 Drainage Study Updates: Bintner stated that some
information has changed on this update, now Markley and
Downtown will both be undertaken this spring and summer.
C. Water Quality Testing: Bintner is looking at revising the testing
program to include more lakes.
D. Mankowski suggested that we try to invite the PLSLWD manager to
our May meeting. The LAC suggested that an update on surface
water regulation might also be helpful. The Sheriff deputy could be
invited to the May meeting as well.
