(952) 447-4230 / Fax (952) 447-4245 AN EQUAL OPPORTUNITY EHPLOYER PARK ADVISORY COMMITTEE MEETING MINUTES FOR JUNE 9, 2003 The meeting was called to order at 6:00 p.m., on Monday, June 9, 2003, at the Maintenance Facility. Members present were Pat McFadden, Tom Borger, Mike Feriancek, Lori Helgestad, and Ruth Harris. Also in attendance were Council Liaison Andrea BIomberg, Public Works Director Bud Osmundson, Recreation Supervisor Chris Esser, Public Works Coordinator Makenzie McCormick and Assistant City Manager Susan Walsh. Approval of May 12, 2003 Meeting Minutes: Motion by Helgestad to approve the May 12, 2003 Meeting Minutes. Second by McFadden. Ayes: 5. Nays: 0. · Glynwater Basketball Court Update: Public Works Director Osmundson advised a m~eeting is scheduled for June 12th regarding the Glynwater Park basketball court. The half court is scheduled for installation this summer. The meeting was called since several residents in the area oppose the basketball court and wish to keep the park natural. The project was initiated this year because of a neighborhood petition received from other residents who wanted the court installed for their children. The Council had approved the funding and the project was going forward until staff heard from the group opposing the basketball court. Dance Program, Skate Park and Beach Opening Updates: Recreation Supervisor Esser provided an update on the spring recital and the openings of the skate park and beaches. ~t-a-Park and Memorial Park/Bench and Tree Pro_0_gram: Committee members reviewed the final draft of the brochure and thought it looked good. They encouraged staff to publicize the programs in the Wavelength, Prior Lake American, cable and web page. Members also reviewed the first draft of the new parks and trail brochure. Staff hoped to have all the new brochures completed by Lakefront Days. Park Advisory_ Committee Annual Report to the City_ Council: Chair Feriancek advised he will present the Annual Report to the City Council at their June 16th meeting. The report will include highlights of 2002-2003 activities and short term and long term planned projects. Surf and Turf Tour: Chair Feriancek reminded everyone of the Surf and Turf Tour on June 30th. The members agreed the tour would replace the July regular meeting. MOTION by Feriancek to cancel the July 14th meeting. Second by McFadden. Ayes: 5. Nays: 0. Other Business' · Public Works Director Bud Osmundson reviewed with members the concept plan for Jeffers Pond. · Staff advised they will bring the snowplowing routes criteria to the August or September meeting. · Councilmember Andrea Blomberg asked that residents be alerted that it is unlawful to dump leaves or grass clippings in city parks or on other city property. Reminders to residents will be publicized in the Wavelength, web page and the city's cable channel. · Discussion was held on approaching the school district to have the tennis courts at the old high school refurbished. · Tom Borger recommended that the city purchase additional equipment at the skatepark. He suggested the following: metal picnic table for $2200, tabletop box for $875 and curb rail for existing pyramid for $2200. Tom noted this "street -like" equipment is what the kids are looking for and would help keep them 'off the city's tables and railings. Staff advised funds for additional skatepark equipment is not included in this year's budget but will see if there are any funds available. MOTION by Feriancek to adjourn. Second by Borger. Ayes: 5. Nays: 0. , Respectfully submitted, Susan Walsh, Assistant City Manager August 11, 2003 Resident (<Address>> Prior Lake, MN 55372 RE: Meadowview Park Dear Prior Lake Homeowner: The City Parks Department has a Master Parks plan which guides the location of future neighborhood parks. Each of the neighborhood parks is planned to contain many general amenities including playground equipment, picnic shelter, trails, a small hard surface/multi-use court, a combination soccer/ball diamond (dependent on the size of the park), plus general green space with trees. The parkland is obtained from the developers in the general area as development occurs, and the amenities are located in the park as the topography allows. The existing Meadowview Park was obtained from Centex when the development was platted and is about one half acre in size. The City obtained it, keeping in mind that it was to be part of a larger overall park serving the 160 acres in the southwest quadrant of County Roads 42 and 83, as the Master Plan has directed. The attached drawing shows this concept, which was presented to the City Council when the Meadowview plat was presented for approval. The plan would include a park of about 6 or 7 acres which is centrally located for the entire area. The 40-acre area north of the Meadowview development is guided in the City's Comprehensive Guide Plan for Commercial use. When the Meadowview development was proposed, it was anticipated by city staff that this commercial area would take a number of years to develop since commercial land develops much slower than residential property. For this and a number of other reasons it was decided to install the playground equipment in the Meadowview Park soon since homes were being constructed and occupied rather quickly. Presently, another developer has proposed to develop the 40-acre site north of Meadowview as a mixture of commercial and residential uses. If this would be approved, the City would obtain the majority of the land needed for the centrally located, larger overall park for the area. The proposal is to be considered by the City Council at the August 18 meeting. For this reason we have temporarily stopped the installation of the playground equipment in the Meadowview Park. If the proposed development gets preliminary approval, it is our intent to install the playground equipment in the new Ma nt~.nanca. If the proposed development does not receive preliminary approval, staff would install the playground equipment this fall. The Park Advisory Committee agreed with this proposed action at its August 18 meeting. We will be advising you in the next few weeks the direction that is going to be taken.
