(952) 447-4230 / Fax (952) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER PARKS ADVISORY COMMITTEE MEETING MINUTES FOR NOVEMBER 12, 2002 The meeting was called to order at 6:00 pm on Monday, November 12, 2002, at the Maintenance Facility. Members present were Pat McFadden, Lori Helgestad, Tom Borger, Mike Feriancek. Also in attendance were Council Liaison Joe Zieska, Public Works Director Bud Osmundson, Recreation Supervisor Chris Esser and Assistant City Manager Susan Walsh. Since this was the first meeting for new Committee Members Mike Feriancek and Tom Borger, everyone took a few minutes and introduced themselves. Walsh noted that the appointment of Ruth Harris would be effective after she moves back to the city, which should be in December. Committee members McFadden and Helgestad concurred that the minutes for October 14, 2002 was correct as presented. The rest of the meeting involved an orientation for the new members to the Parks Advisory Committee as follows: Parks Advisory Committee Bylaws: Walsh provided an overview of the various subsections of Bylaws. Members were asked to notify her if they unable to attend a meeting. Schedule Election of Officers: According to the Bylaws, election of Chair and Vice Chair are to be held in November. Committee members agreed that elections should be deferred until the January meeting to allow members time to decide who should be appointed to these two positions. Parks and Trails System Plan (Chapter 5 of the Comprehensive Plan): Walsh briefly reviewed this document with the members advising it was adopted in April 1999 and is part of the City's Comprehensive Plan. Its purpose is to address a systems approach for planning parks and trails and for identifying future parks and trail needs. As holds true with the entire Comp Plan, this particular chapter will be amended as the city grows and parks and trails are developed or future parks and trails are designated. Park Dedication Fee Study: Committee members discussed the Park Dedication Fee Study that was approved by the City Council in February 2001. Walsh advised that growth in population, increase in land costs, increase in the cost of park development and future park development are some of the reasons why the consultant has been retained to do an analysis to see if the park dedication fees are still appropriate. Public Works Director Osmundson reviewed the Parks Master Plan and Trails Master Plan that were part of the 2001 fee study. He discussed the locations of the proposed neighborhood parks and proposed areas for an adult athletic community park. No. The ramps are bad and most of the skaters in Prior Lake like street (stairs, rails, box). · Yes. Because I love to ride on ramps. · Yes. The operators were very polite. · Yes. Explain NO: 51 · The full pad requirement is a bit ridiculous considering the majority of skateboarders do not wear them in a majority of other metro parks. Would you consider changing the rule? · Spring Lake township and Credit River should bc counted as residents of Prior Lake. There was no swearing. Do you have any ideas that you feel would have made the Skate Park better? Explain. · It would be safer if the concrete slab was broadened. Spread the aparatus out as well. Rent protective equipment for children that do not own their own so they can use the facility. · Make a pool - not a swimming pool. · Add a lot more equipment - need street course and vert ramps. · Do special training course for beginners. Bring in a trainer or instructor once in a while that would work with those kids who are just learning. SKATE PARK FEATURES: . What Skate Park features would you like to see changed? Explain. · Prefer wood ramps and jumps. · Would like it to be bigger. · I'd like a bowl put in. It would add variety to the park. · Some smaller ramps. · The price is too high. · The whole street course. There is nothing to "trick" off of and you can't get speed because the stuff is higher than the 1/3" pipes. · Get rid of one of the mini half pipes. · Seating for parents, and a change machine. · More flatland area with rail slide and large flat banks, wedges, flat ramps. · Put the kicker in front of the grinding rail. . What Skate Park features would you like to see added? I'd rather drive to Shakopee - it's bigger and cheaper. · Why is there a fee? There is not one for ice skating that I'm aware of. It's a city park are taxes already go to parks maybe it should be a non-resident fee if out of city limits. e Do you feel the season pass fees for the Skate Park are (circle)? DISCUSSION: History The purpose of this agenda item is to approve the plans and specifications and authorize advertisement of bids for: 1. Playground equipment as identified in the 2002-2003 Capital Improvement Program (C.I.P.). 2. Authorization for funding an additional play structure, not identified in the CIP. Each year the City Council adopts the C.I.P. which involves funding for various park improvement projects. To ensure that the Council is aware of and supportive of our major park improvement efforts, we are seeking approval of the plans and specifications and advertisement of bids for playground equipment at Deerfield Park, Fairway Heights Park, Meadowview Park, and Timbercrest Park. The plans and specifications are exactly the same as in 2001 where the number of events are specified for the parks. Current Circumstances The 2003-2007 C.I.P. includes funds to install playgrounds at Deerfield Park, Fairway Heights Park, and Meadowview Park. Deerfield Park and Fairway Heights Park are identified in the 2002 C.I.P. with a total estimated cost of $60,000. Meadowview Park is identified in the 2003 C.I.P. with funds totaling $35,000. Timbercrest Park is an additional request by City staff not included in the C.I.P. because the need is development driven. Issues Deerfield Park, Fairway Heights Park, Meadowview Park, and Timbercrest Park are new parks and will be receiving playground equipment for the first time. The play structures that will be installed at these four parks will meet the Americans with Disabilities Act (ADA) Accessibility Standards and Consumer Product Safety Commission (CPSC) guidelines. The new playground equipment will be modular, meet the most current safety standards, provide accessibility and will be durable and attractive. The Public Works and Parks maintenance crews will complete all grading and preparation work including hauling sand, preparation of base work for the curbing, and complete all landscaping and sodding. We will contract separately for the concrete curb placement. Plans and specifications have been prepared similar to those prepared in 2001. The vendor that meets the selection criteria, offers the best design, and is the lowest total bid for all four parks, will be awarded the contract. Conclusion Staff is requesting that the Council approve the attached resolution so that staff can solicit bids for playground equipment. The plans and specifications are attached and will be discassed with the City Council. Budget Itnpact The 2002-2003 C.I.P. has $95,000 programmed for three parks. The addition of the fourth park will require that an additional $35,000 be programmed for the fourth park. The cost for the play structures will be drawn from the Capital Park Fund. The project cost estimates for the playground equipment for all four parks is $130,000. The Capital Park Fund currently has a balance of $1,292,912. The alternatiVes are as follows: 1.
