Devitt- Secretary SUBJECT: Minutes from 74-11 Meeting The Park Board held a meeting 74-11 at the City Hall on November 13, 1974 at 8:00 PM. Members present were; Devitt, Kalton, Patchin and Williams. Guests were; M. McGuire, Mike Babcock and Gretchen Burckhardt. I. Lake Front Park: A. Illumination of Park Sign - W. Sullivan reported he had re- ceived an estimate of $425.00 to illuminate the park sign from the Valley Electric Co. It was the consensus of the Park Board that we should not make this type of expenditure at this time. Bo Skating Area - 1. Grading of Park Area & Entrance-'W. Sullivan to ob- tain lowest bid and get area graded immediately (before ground freezes). It is hoped this grading can be done for $400.00 to $500.00. 2. Relocation of Warming House by VFW - No progress re- port received. Patchin to check with Norbert Borka prior to next meeting (December 10th). Co Snowmobile Trails - 1. Cost of Marking - W. Sullivan reported that 16 signs would be required for a cost of $285.35. Broken down as follows: 6 - 2 way directionals 4 - i way directionals' 3 - Snowmobile Trail Signs 2 - Stop Signs (City provided} i - Curve Sign (City provided) 16 - 8ft. high Sign Posts $110.40 73.60 15.75 0.00 0.00 89.60 TOTAL $289.35 M/S/P - Kalton/Devitt - W. Sullivan to procede with purchase & installation of snowmobile signs in the Park area according to the attached map. 2. Other - Williams passed around a newspaper clipping of a proposed St. Paul ordinance of confiscating snowmobiles of offenders in the park areas. Park Board took no action. {2} D. Snow Fence on Old Ski Tow - W. Sullivan reported on pro- gress. E. Bidding Procedure for Spring Grading Procedure - Grading plans are to be presented at the December 10th meeting for approval. Upon Park Board approval, bids will be let for Spring grading. Other - 1. Lengthy discussion on Williams proposal of using the Gravel Wash area as a swimming beach. M/S/P - Patchin/Williams - W. Sullivan to have a con- sultant test the quality of the water in the Gravel Wash area for acceptability as a swimming beach and/ or fishing hole. The Watzl Beach area should also be checked for swimming acceptability. 2. Williams mentioned that a pipe line for water is pro- posed to go through the ski tow area to provide ser- vice to Point Beautiful & the Wagon Bridge area. M/S/P - Williams/Kalton - City engineer should show cause why the pipe line must come up and into the park area to service Point Beautiful. Devitt to write letter to City Council identifying Park Board's concern of this pipe line. 3. Because of the opposition to the park access in the Cambridge/Kortsch drive area, Williams proposed re- moving the park access & selling lots around the circle. Money from sale of property would be used for park development. Park Board members were against selling the above property. Also, since state monies were used in purchase of property, we may have to reimburse the state on a 50/50 basis. It is also possible, this practice of selling park properties, may jeopardize future state grants. 4. Mike Babcock and Gretchen Burkhardt from the Prior Lake Chamber of Commerce wanted permission to put on a week of Winter festivities in the Park some- time in January to raise money for the community park. Chamber will discuss at their December meeting. Chamber plans will be presented at the December 10th Park Board meeting. II. Boudins Manor Park ii. A. Grading Project - M/S/P- Williams/Kalton to proceed with grading of both the Boudins Manor Park and Willows Park for a cost of $3,090.00 by Bohnsack & Hennen. Boudins Manor Park {Cont.} B. Moving Warming House Project - Warming house will be moved after site is graded. C. Other - 1. M/S/P - Williams/Patchin - W. Sullivan to proceed with securing heater & fuel for warming house. 2. Grading costs for Boudins & Willows parks is to come out of the operating funds and not the capitol improve- ment funds. III. Willows Park A. Clean Up of Stumps - Grading of park area should cover up the exposed tree stumps. They should not have to be re- moved. B. Grading of Site - Motion for grading site is covered in the grading of the Boudin's park area. IV. Memorial Park A. Ball Park Fence - Fence between backstop and dugouts has been replaced with 6 feet high fence. Originally was 4 feet high. B. Modification to Restrooms - Costs & availability of concrete slabs is unknown. Williams to continue to monitor. C. Modification of Restroom Doors - Will be completed after fence at park is installed. V. Other Business A. Land Acquisition Problems - M. McGuire to meet with 3 of the Watzl families on Thursday, November 14th. Devitt - Secretary of Park Board SUBJECT: Water Line Thru Lakefront Community Park REF: Park Board Minutes From 74-11 Meeting CC: J. Kalton P. Patchin D. Williams A topic of discussion at the November 13th Park Board Meeting was the possibility of a pipe line for water going through Lakefront Community Park near the ski tow area. If this is true the members of the Park Board are very concerned about the permanent damage that might be done to the terrain by digging up the side of this hill. The Park Board wants to go on record as opposing this move and request that the pipe line be routed so it does not go through the Park or if it has to, that it is done in such a manner that little or no damage will be done to the Park terrain. ion review of this subject by the City Council, the Park Board would like the presence of the City Engineer at our December 10th Meeting to respond to the above concerns and to identify any future water and/ or sewer lines that are planned for the Park area.
