CITY OF PRIOR LAKE, MINNESOTA 55372 TO: Park Board Members FROM: Horst Graser SUBJ: Minutes from 75-1~ Meeting DATE: August 1~, 1975 The Park Board held Meeting 75-1~ at the City Hall on August 1~, 1975, at 7:30 P.M. Members present were: Kalton, Patchin, Williams. Guests were: Mayor Stock, Admin- istrator McGuire & Administrative Assistant Graser. Patchin called the meeting to order. Minutes from 75-13 Meeting were approved. I. Lake Front Park , [ ] i,[,,1 ~ ,[ A. Improvement Planning 1. Trail System - No Discussion 2. Fencing - Graser reported that the City crews are in the process of erecting fence and that the City has received three hole posts instead of the two hole. M/S/P Williams/Kalton - Directed Graser to go ahead and have the additional rail installed. Don Williams mentioned that a barb wire fence be installed along Red Oaks to keep snowmobiles out of the park. M/S/P Kalton/Williams - To erect a barb wire fence along Red Oaks and additional expense not to exceed $100.00. Graser to erect fence before winter. Williams abstained permission from David Watzel to erect fence across his property. B. Other 1. A letter was received from the Prior Lake Chamber of Commerce suggesting that a tree planting program along newly- redone Highway #13 corridor would be a good Bicentennial Project. Williams suggested that a represen- tative attend the August 25, 1975 Park Board meeting. Graser to send letter to Chamber of Commerce requesting a repreSentative attend the August 25, 1975 Park Board Meeting. THE CENTER OF LAKE COUNTRY -2- 2. Dick Busse and Tom Heino from P.L.A.Y. were present. They were trying to get some kind of idea of what kind of facilities the City is going to provide. They also asked for assistance in main- taining some of there recreational facilities. Kalton outlined what was planned in the future for recreational facilities. The idea of a joint recreational district was discussed. Graser to send letter to School Board requesting~ this topic be put on their August 25, ~975 Agenda. M/S/? Willi~ms/Kalton- The hooky rinks behind City Hall will be maintained provided ~there is vehicle access to the rink. II. W~llows Park A. Minor regradi~g and seeding - Ames to seed Willows Park this fall. Sign of Willows Park to be erected~50 feet south of intersection CSAH 12 and Oakwood Drive III. Boudins Manor Park , ,, , , , A. Graser presented park dedication criteria information, to be put in memo to be presented at the next meeting. C. Legal requirements for public beach to be presented at next meeting. D. N.S.P. has been contacted and will install cable late this fall - approximately 865 feet. Park has been regraded and will be discussed this week. Letter has been 'sent to Chamber of Commerce informing them that Watzel's beach will not be available for 1976 July ~th activities. Tooker has been informed of the beautification program proposal along Highway 13. State Highway Department position will be presented at Park Board Meeting. Israelson has been informed to remove up-. rooted trees from Lakefront Park. City Maintenance crew has been informed to remove dead trees from Park areas. The September 11, 1975 Park Board Meeting w~l ] be held in Admiuistrator McGuire ' s office. THE CENTER OF LAKE COUNTRY TO: Park Board Member FROM: P. R. Devitt, Secretary SUBJ: Minutes from 75-15 Meeting ~"~E: September 1, 1975 The Park Board held meeting 75-15 ~at the City Hall on August 28, 1975 at 7:30 PM. Members present were; Arnold, Devitt, Kalton, Patchin and Williams. Guests were; D. Burns (Planning Commission a~nd C of C), H. Graser. Temporary chairman Kalton called meeting to order. Minutes from 75-14 meeting should be modified accordingly; last sentence under item I.A.2. should read "Williams obtained permission "instead of Williams abstained permission ---." I. Lake Front Park A. Improvement & Planning 1. Trail System - Arnold reported that Ju~y K~KL~, a teacher at the high school-, is interested in working with teacher John Miller on design of trail systems for the Park. Judy will be using the Park ecology as a point of reference for her Masters study. Kalton to inform John and Judy that Louise Anderson of Spring Lake Township is another source of input for the trail system study. 2. Fencing - (a) Graser reported that the Cedar fencing has been erected along Ridgeview Road. Gates along the fence will be installed within a week. (b) Barb wire fence will be installed along Red Oaks Road prior to winter. Surveyors must stake fence line prior to installation'. M/S/P - Kalton/Devitt - Graser to contact Minn. Valley Bituminous Company to get monetary reimbursement for fencing destroyed when Ridgeview Road was improved. Any money re- ceived would be applied to Cedar fencing. 3. Burning the Park - M/S/P - Kalton/Williams - That controlled burning techniques, as directed by the Park Board, be used in the Northwest corner of the Park (near ski tow area). The burning will control'ticks, mosquitoes and undesirable weeds. Graser to (a) contact fire department, (b) inform City Coun- cil of our intentions, (c) notify Park Board members when burning date has been set. Patchin to submit article on our burning plan in the Park to the local paper. 4. Electric Power t'~"Activity Area - Graser reported that in- stallation of the first 400 feet will be fr.ee and anything over 400 feet will be at $1.00 a foot. M/S/P - Kalton/Devitt - Graser to contact Power Company and have underground power cable installed to the activity area as directed by the Park Board. Williams reported that the entrance into Parking Lot no. 3 off Ridgeview Road was relocated 30 feet North of the o- riginal site in order to reduce possible accidents when en- tering the Park. II. Willow's Park A. Minor Regrading & Seeding - Graser to have area disc and seeded in most economical way as soon as possible. B. D. Burns inquired about the planting of trees along the south side of Willows Park adjacent to County Road 12. Burns to (1) review C. Tookers tree planting proposal for the area and {2) present a park planting program for Park Board approval. · C. D. Burns recommended that a letter 'be sent to the Chamber of Commerce informing them the Watzl beach area will not be avail- able to handle the 1976 July 4th activities and we encourage their continued support of the activities in the Willows. Graser to send letter to C of C. III. Boudin's Manor Park A. Grading of Area - Williams reported grading is not to specifi- cations and it is doubtful if there will be enough fill. It is a must that the area is graded to satisfy 'skating requirements this winter. Graser and L. Anderson (City Engineer) to come up with most expedient plan to get Park graded according to spec- i~ications. It is hoped that Anderson can help establish grad- ing stakes. If he is not available outside assistance should be considered. Williams should be contacted on questions relating to grading specifications. IV. Green Oaks Park A. No discussion. V. Memorial Park A. No discussion. VI. Other Business A. Cham~er of Commerce - Rep. for Bicentennial Project - D. Burns (representing C of C'} requested Park Board to initiate a tree planting program for newly redone Highway no. 13 corridor thru City of Prior Lake~ M/S/P - Williams/Devitt - Retain C. Tdoker to-complete a tree ..... beautification 'p'rogram proposal along Highway 13 from County Road 42 to County R'oad 12. Graser to review State Highway Dept. position on trees being planted along Highway 13 and the pos- sibility of the State providing the trees. · Minutes from 75-15 Mtg. - 3 - September 2, 1975 Civic organizations would prov. ide the labor to plant the trees. B. Feasibility of Joint Recreation District - PLAY representatives are currently working with School District no. 719 on establish- ing a Joint Recreation District. Kalton is the Park Boards representative. Kalton should call upon Park Board if any as- sistance is required. C. Graser to have Israelson remove trees (at contractors expense} that were up-rooted because of grading in the activity area. Israelson had stated NO trees would be removed to accomplish the grading. D. Graser to have City' Maintenance Crew remove dead trees within the Park areas. The ones adjacent to private property should receive highest priority. M/S - Arnold/Devitt - Adjourn at 9:45 PM.
