February 12, 1976
The Park Advisory Board of the City of Prior Lake held meeting # 76-3
at the City Hall Council Chambers on February 12, 1976. ~eeting uae
called to order at ?:45 P.~. ~embers present uere: C. Buckeye, C. Arnold,
3. Kalton, P. Patchin, D. Williams and H. Graser. Guests present uere,
Leroy Horn, B. Bissonett, G. Clipper, Roger Wahl, Wayne ~ertens, Dennis
Fitzgerald, Earl Evans, Bob Bull and 3an Saarella.

Presentations and Requests:
1. A group from the P.L.A.Y. Hockey Association appeared to request funds
for tuo neu hockey rinks for next year. Spokesman Bob Bull stated that
250 young people uere nou enrolled in their program. They requested
a permanent rink at a cost of $2,100.00, a temporary rink at the cost
of $5,000.00.
The state of the improvements at Lakefront Park uere discussed and
our budget limitations uere explained to the group.
This group offered to provide the installation labor, if the city ~ould
provide materials and reminded us that the same group had successfully
built the existing hockey rink, lights and uarmin9 house under a
similar arrangement.
The beard asked the group to convey their request and promise of
assistance in uriting.
2. Don Williams requested that a snou control shelter belt be planted
along the Lakefront Park embankment overlooking Ridgemont Avenue. H.
Graser uae directed to take care of this by use of our oun nursery
stock as so~n as ~eathsr permitted.
3. Leroy Horn asked the board to give further consideration to tennis
court improvements.
Reports

2. Selected tree cutting in process at Sand Point Beach - logs to be
used as parking lot barriers.
3. Sand Point 8each cleanup day scheduled for April 24th. Youth
organizations to help.
4. Cambridge Road in Lakefront park is to be finished at a cost of
$1200.00 uith expense paid by Street Department.
5. Discussion concerning use of lifeguards at Sand Point Beach. Graser
to check cost as uell as liability of not having lifeguards.

PARK ADU[SORY BOARD MINUTES
Feb=ua=y 26, 1976
The Park Advisory Board of the City of Prior Lake held meeting #76-4,
at the City Council Chambers on February 26, 1976. Meetin9 was called
to order at ?:45 P.M. Members present were: C. Buckeye, C. Arnold,
3. Kalton, P. Patchin, D. Williams and H. Graser. Others present were
8ob Bull, Dennis McWilliams, 3udy Heuchle, Ken 81umber9, Louise Anderson,
Tom Watkins, Walter Stock, Dick 8randt, 3im Wenin9er and Mike McGuire.
The minutes of the previous meetin9 were approved as submitted.
presentations and Requests
1. A presentation from the Prior Lake Hockey Association was received,
in writin9, concernin9 new hockey rink facilities. The proposal
covered a new hockey rink and li9htin9 in Lakefront Park, renovation
of the existin9 rink behind City Hall, and a demountable rink at
Lakefront. Total estimated cost was $6,370.00 for material, with
labor donated by P.L.A.Y., P.L.H.A. and the hi9h school. The Park
8oard responded that at least phase #1, ( new rink at Lakefront)
would be funded and asked that the School 8oard consider participation
with additional funding.
2. Request by Bill Muelken to buy Lakefront Park warmin9 house building
for $?5.00. Turned down by board because future use of buildin9 was
anticipated.
Dennis McWilliams presented a preliminary plat of a 38 acre portion
of the Fisher Farm. A 5 acre park dedication was offered at the
corner of County Roads #21 and #83. Suitability of site for a park
was discussed. Action was deferred until next meetin9.
Sand Point Beach
1. Location of si9ns was discussed. It was decided that action of
past meetin9, where only one sign was authorized, was inadequate.
Motion made by Patchin, seconded by Arnold, that two si9ns be erected;
one at Crest Road and County Road #42; and one at park entrance.
Approximately a $100.00 expenditure limit for these si9ns. Motion
passed 4-0.
2. Road access was discussed with particular attention to cut-off of
Shady 8each Road access. It was decided to leave access plans as
they were decided upon at the February 12, 1976 meetin9.
Life9uards: Cheryl Buckeye had researched experience of nei9hborin9
communities of Eden Prairie, 81oomin9ton, 8urnsville and Minnetonka.
The pay ran9e was $2.25 to $3.00/hour. Horst Graser informed the

board that the City Attorney's opinion was that we would be liable
if we did not have lifeguards at the beach.
It was the consensus of the board that lifeguards were necessary.
There was discussion concerning changing admission in order to
defray li?eoua~d eoete. It w~ the eoneen~ug oF the board that
such a policy would probably be impractical. Graser and Kalton
were to investigate the lifeguard situation at greater length and
report back the next meeting.
4. Graser was directed to,seek a shoreline filling permit from the
Minnesota DNR for the cove area at Sand Point Beach.
5. Graser was directed to provide for trash removal and trash barrels
at Sand Point.

Motion by Patchin, seconded by Buckeye, that we approve the lg76 C.I.P.
budget as set forth in the minutes of the 2-12-78 meeting, in the amount
of $13,800.00. Motion approved 4-0.

groups at Sand Point Beach set ?or Saturday, May 1.

Recreation - 3. Kalton - no report.
Nature and Wildlife - C. Arnold - Brief discussion of probable trail areas.

Motion by Buckeye, seconded by Arnold to adjourn. Meeting adjourned at
10:05 P.M.

Gentlemen,
The organizations of Prior Lake Athletics for Youth (PLAY)
and Prior Lake Hockey Association (PLHA) jointly submit to
you this letter of support for the hockey rink allocations
that you are Considering.
The need for a good youth hockey program in Prior Lake is
obvious. We will have approximately.350 kids involved in
the youth hockey program for the 1976-77 seaso'n. Ail' of
these kids deserve a chance to enjoy a .fair, amount of- ice
time in a well supervised program.
Please refer to the attached time schedule showing minimum
amounts of ice time necessary to run a program for 350 '-
youths. Please keep in mind that the program is growi.ng in
numbers of kids each year, and that neighboring communzties
allocate even more time per team for practice than we have
shown for this minimum program. Also, please note that the
schedule allows for a good amount of free skating time on
the hockey rinks, something the public has been demanding
more of lately.
We suggest that you consider the following proposals ve_9_e_e_e_e_e_e_e.~.-

lighting to be placed on the designated spot for a hockey

#2. Renovate the existing large hockey rink behind City
Hall. This will require some board replacement and
repair, shoring of supports, additional screening,
painting, and some light replacement. We have estimates
on material costs as follows for this,

The labor will, again, be donated by PLAY, PI/iA, and
the high school team.
Remove the boards from the existing small hockey rink
behind City Hall· Use these boards to provide the
framing lumber necessary to build a #demountable' rink
to be placed along side of the new permanent rink at
Lakefront Park. This demountable rink will require only
plywood to face the framing members, paint, hardware, and
a small amount of additional lighting, to be attached to the
same poles as will be in place for the permanent rink· It
will be an inexpensive way to provide the third full-size
hockey rink that is so vital to the youth program, and allow
for full time free skating in the space vacated by the
existing small hockey rink· Further, being demountable,
the rink will be taken down in the off season to allow more
room in the park for other activities. We have the follow-
ing cost estimates for this facility,

Labor, donated by PLAY, PLHA, and the high school team.
In summary, the interest shown by the youth of Prior Lake in
its hockey programs points out a real need for more good
facilities. Also, these programs are growing in numbers of
kids each year.
We must have at least 3 full sized hockey rinks to provide a
bare minimum program for the ever increasing number of inter-
ested kids. We feel that the above proposals are well thought

out, and are the least costly way to provide the 3 rinks.
Further, we re-emphasize the fact that all of .the labor
(a large amount of hours) will be donated by PLAY, PLHA, and
the high school team. Our track record on previous donated
labor undertakings in the City of Prior Lake gives strength
to our promise to complete successfully that which we sub-
scribe to.
We will sincerely appreciate your full consideration of the
entire intent of this letter.
