Adiournment www.cityofpriorlake.com Phone 952.447.4230 / Fax 952.447.4.245 PARKS ADVISORY COMMITTEE MEETING MINUTES FOR JANUARY 10, 2005 The meeting was called to order at 6:02 pm, on Monday, January 10, 2005, at the Maintenance Facility. Members present were Todd Loose, Dick Carlson (arrived at 6:10 p.mand left at 6:50 p.m.), Pat McFadden, Ruth Harris, and Mike Feriancek. Tom Borger was absent. Also in attendance were Youth Organization Liaison, Mark Schroeder, P.L.A.Y., Public Works Director, Bud Osmundson, Park Supervisor, AI Friedges and Recreation Secretary, Nancy McGill. . Approval of the December 13. 2004 Meetina Minutes: Motion by Loose to approve the December 13, 2004 Meeting Minutes. Second by McFadden. Ayes: 4. Nays: O. Parks Advisory Committee Liaison: Joe Ziska introduced himself to the committee as the new City Councillaision for 2005. Park Development Update: Osmundson updated the committee of the Jeffers Pond development at the Wilds. After many discussions with the developer, the City and developer agreed upon a 4.6 acre neighborhood park within this development. A future annexation site proposed is located at County Road 12 & County Road 17 - 387 acres (30-40 acre parkland) through Tollefson Development. We are in the concept stage, possibly a year from any activity. There was some discussion regarding th~ usage of the land. Ponds Park and Sand Point Beach Concession Renovation Proiects: Estimates for the Ponds Concession Renovation Project were at $95,000. Ten (10) bids were submitted and the lowest bid was $182,000 from Gray Stone Construction. A recommendation was made to the Council at the January 3, 2005 meeting that project should be postponed and- re-bid Fall, 2005 and combine it with the ~and Point Beach concession renovation project. This could keep. the costs lower and eliminate the additional winter costs. The plans and specs are complete for the Ponds Concession but will be working with the architects for the design of the Sand Point Beach Concession before it goes to Council for approval. Some discussion followed in reference to bidding 100%) project vs using the staff to do some of the work. Friedges explained that due to the lack of staff and the many obligations of maintaining existing parks, it is more cost effective to handle it this way. Schroeder stated that if it would benefit the project by having an earlier start date, PLAY could work out of the lower shelter. He also suggested providing more portable bifs in the park to accommodate the restroom needs during the process. Feriancek was concerned about the CIP money/project allocations, how they compared with the actual costs and where the extra money would come from. Would some projects be postponed in order to finance other projects? Osmundson explained that they are currently updating the budget and that the CIP (a planning tool) allocations can be carried over from year to year. Feriancek brainstormed on the how best the taxpayers and council could see the value of the maintenance employees to taxpayers and to the Council by making comparisons of doing some of the projects in-house thereby being more cost effective. Osmundson noted that the CIP figures only reflected material costs; not time. Point Beach concession project is decided, the best time for the project start date would be August, 2005. Boat Slip Policy:' Committee reviewed what was talked about at the joint workshop with the LAC and"PAC on December 20. McFadden questioned if PAC should be involved with the boat slips at all since. it they are on the lake and maybe should be the Lake Advisory Committees responsibility. Osmundson indicated that the Council does want the PAC input. The following suggestions were presented: · Slips should be monitored through the Parks Department and the Prior Lake Police Dept. · No overnight usage · Work within park hours · Good signage · Gate - sign posted · First-come, first serve - No reservations · No time limit on dockage time · Bike rental tb operate the site Election of Officers: Motion by McFadden that Mike Feriancek remain Chair and Ruth Harris, Vice Chair. Second by Carlson. Ayes: 5. Nays: O. 2005 CIP Proiects: Friedges reviewed the 2005 CIP Projects. An addition to the report is Wilds North for a picnic shelter replacing Hawk Ridge. Feriancek asked for an update of the Spring Lake 40 acre parcel. Osmundson stated that the - pre-p work is done. The county needs to meet with the Met Council. Schroeder met with' the PLAY Board and discussion continues. A user fee will probably be implemented to help fund lighting at Ryan Park. Personnel Update: Three positions are open. Recreation Supervisor, Recreation Specialist and Maintenance. Other Business: Schroeder asked the status of the Signage Policy and using it as a revenue source. Osmundson will check the status. 2005 Parks and Recreation Goals: Brief discussion. Everyone agreed to leave the goals as they are listed. The next PAC meeting will be held on Monday, February 14,2005 at 6:'00 p.m. MOTION by McFadden to adjourn. Second by Harris. Ayes: 4. Nays: o. This dock i:; owned by the City of Prior Lake for use by watercraft operators on Prior Lake. 2. Slips are available on a first come first served basis only. 3. Slips may be occupied only during Lakefront Park hours: 5:00 am to 10:00 pm daily. NO OVERNIGHT MOORING ALLOWED. 4. There is no daily time limit for slip usage during normal park hours. 5. One slip is reserved for Official Watercraft of The Department of Natural Resou rces / Scott County Sheriff's Department. Unauthorized use is prohibited. · 6. No mooring of personal watercraft or canoes. Beach such watercraft in designated areas. 7. No fishing., water skiing, inner tube usage, diving or swimming from docks. 8. All other applicable State, County and City Ordinances apply. Violation of. the above regulations may result in a fine of up to $1,000/ or up to 90 days in jail. The City of Prior Lake is not responsible for any and all personal injury, prop~rty damage, theft or other liabilities arising as a consequence of using the 'dock or failure to ~bide by the regulations set forth herein. In General The City is asked from time to time to allow for profit and not for profit organizations to erect advertising on sponsorship signage in city parks, playfields and buildings. The purpose of this policy is to clarify when, where and under what conditions advertising or sponsorship signage will be allowed. Interpretation and Revision The City of Prior Lake reserves the sole and exclusive right and authority to make interpretations of this policy or to make revisions to the policy as the City in its sole determination may deem appropriate. Prior Lake City Code In the event of inconsistency between this policy and Prior Lake city code, the city code shall take precedence, with the exception of temporary signage. Findings The City finds that it is desirable to allow individuals and organizations to erect temporary or seasonal signage in city parks in accordance with this policy to.foster commerce for community businesses and to raise money and provide recognition for athletic associations-serving Prior Lake residents and businesses. For aesthetic and safety reasons however, the City reserves the right to limit sign size, material, content, location, color and display duration of the event provided that an application and fees have been submitted and the location, _ fasteners, size and color have been previously approved by the Park and Recreation Department. All signage so created will be promptly removed and appropriately disposed of by the sponsoring party immediately following the event. Signs - Installation Installation of all signs shall be done under the supervision of and with the advanced written approval of the park maintenance division. Sign - Fees Seasonal sign fees shall be $50 per month or $350 per season. Temporary sign fees shall be $50. Fees may be waived for events which are of city wide benefit. Sign Maintenance/Replacement Sign maintenance and replacement is solely the responsibility of the sponsoring agency. The City shall not replace or repair any sign for any reason. Indemnification Sponsoring agencies shall indemnity the City for any and all liability or damages arising out of the application, erection, display or removal of signage contemplated by this policy.
