LAKES ADVISORY COMMITTEE MEETING MINUTES
August 19, 2014
CALL TO ORDER:
The August 19, 2014 regular meeting of the Lakes Advisory Committee (LAC) was called to order
at 4:30 p.m. Present were Chair Jasan, Vice-Chair Weninger, Members Rech, Shower, and
Streefland, City Councilor McGuire, City Water Resources Engineer Young, and Scott County
Sheriff’s Deputy Luke Hennen.

NEW BUSINESS (ADVANCED WITHIN THE AGENDA):
6a. Sheriff’s Deputy Presentation – Enforcement Update
Deputy Hennen: Provided an update on 2014 Sheriff’s Department enforcement actions. Deputy
Todd Beck was not able to be present but he is the main contact and spends much of his time on
Prior Lake and Spring Lake. County-wide there were about 100 citations were issued along with
about 200 written warnings, and about 80% of those were for Prior Lake. The Sheriff’s
Department received 19 calls related to Spring Lake enforcement during the emergency no -wake
restrictions.
Weninger: Commented that she appreciated the Sheriff Department’s presence on Spring Lake
during the summer.
Rech: Asked if the Sheriff’s Department enforces fishing regulations.
Deputy Hennen: DNR is primarily responsible for enforcing fishing regulations. Sheriff’s
Department is able to issue citations for some issues such as too many lines. Continued report
on enforcement; not many calls on personal watercraft in 2014.
Streefland: Asked if the Sheriff’s Department is responsible for placement of buoys on Prior Lake.
Deputy Hennen: Answered in the affirmative. There were four buoys placed in the Breezy Point
area this year instead of the normal two. Buoys are placed in conjunction with the P rior Lake
Association.
OLD BUSINESS:
3a. Lake Friendly Program
Young: Provided an update on the Lake Friendly program. The LAC is helping the City meet MS4
education and outreach requirements by assisting with this program. Two upcoming shoreline
restoration workshops on 9/4 and 9/25, in cooperation with the Scott SWCD, Scott WMO, and
PLSLWD, will give residents information on how to restore their shorelines with a focus on native
plant buffers.

3b. Community Outreach Opportunities
Young: Presented the staff report for the agenda item. Asked if there was interest in attending
the Fall Community Fest on 9/15.
Weninger: Interested in representing the LAC at the Fall Community Fest.

ANNOUNCEMENTS / CORRESPONDENCE
Young: Provided a staff update. Discussed potential long-term flood planning process. The City
will be working with other government agencies and the public to determine a course of action.
Staff will continue to update the LAC during this process.
John Titus (5331 Frost Point Circle SE, Prior Lake): Provided comments relating to historic lake
levels, the Prior Lake outlet channel, and the long-term flood planning process.
Young: Provided more information related to the long-term flood planning process. Noted that
there will be one vacancy on the LAC after October 31; application process will be open during
September.
Jasan: Noted that an LAC workshop will be held on 9/16, and a joint LAC/CAC workshop will be
held on 10/8.

ADJOURNMENT:
With no further business brought before the LAC, a motion to adjourn was made by SHOWER
and seconded by RECH. The motion carried and the meeting adjourned at 5:47 p.m.
