HomeMy WebLinkAbout150519 LAC Minutes 1 4646 Dakota Street SE Prior Lake, MN 55372 LAKES ADVISORY COMMITTEE MEETING MINUTES May 19, 2015 CALL TO ORDER: The May 19, 2015 regular meeting of the Lakes Advisory Committee (LAC) was called to order at 4:39 p.m. Present were Members Celski, Kallberg, Vice-Chair Streefland, and Chair Weninger, City Councilor Thompson, Prior Lake-Spring Lake Board Member Marianne Breitbach, and City Water Resources Engineer Young. APPROVAL OF MINUTES: MOTION BY KALLBERG, SECOND BY CELSKI, TO APPROVE THE MINUTES OF THE APRIL 21, 2015 LAKES ADVISORY COMMITTEE MEETING. VOTE Celski Kallberg Rech Shower Streefland Weninger Aye Nay Abstain Absent The motion carried 4-0. HEARINGS: NONE OLD BUSINESS: 5a. Community Outreach Opportunities Young: Presented the staff report for the agenda item. Introduced Marianne Breitbach, Prior Lake-Spring Lake Watershed District (PLSLWD) Board Member and liaison for the PLSLWD’s Citizen Advisory Committee (CAC). Breitbach: Provided an update as the CAC’s liaison to the LAC. Provided information about the upcoming carp tournament to be held at the Knotty Oar Marina on Prior Lake. Noted that the Knotty Oar is organizing the tournament and any potential LAC volunteers should contact Maggie Karschnia with the PLSLWD for more information. Provided an update on disaster relief funding being pursued by the PLSLWD on behalf of the Prior Lake Outlet Channel JPA/MOA group (PLSLWD, SMSC, Shakopee, Prior Lake). The Prior Lake Outlet Channel sustained damage during the flooding of 2014 and funding may be available to assist in repairs. May 19, 2015 Lakes Advisory Committee Minutes 2 Weninger: Volunteered to help with the carp tournament. Young: Provided an update on the status of bow fishing under the Prior Lake City Code . A bow fishing provision will be added to the City Code in the near future to clarify that it is an allowable activity within City limits. Weninger: Provided an update on the Spring Lake Association (SLA) meeting held on May 18, 2015. The SLA’s website calendar is up to date and those interested should check back f or more information. Several events are planned for the summer boating season. Young: Noted that the Dive the Lake event is canceled for 2015. The Prior Lake Association normally hosts this event but with the construction taking place at the former Captai n Jack’s site it was not possible to host this year. It will return in June 2016. Also noted that the LAC will participate in Lakefront Days in August. Presentation item only; no vote was taken. NEW BUSINESS: 6a. 2015 Neighborhood Park Parties – Planning Young: Presented the staff report for the agenda item. The City’s Recreation Department is planning six neighborhood parties for this year. The LAC will attend each event and provide educational materials focusing on stormwater, surface water quality, and groundwater use. Children will again have the opportunity to decorate their own rain gauge. The LAC will provide the rain gauge blanks, stickers, and markers. Asked LAC members to sign up for the park parties at this time. There will be a short workshop following this meeting to discuss additional park party details. Weninger: Volunteered for two of the park parties and encouraged others to sign up . Outlined the different performers scheduled for the park parties. Presentation item only; no vote was taken. ANNOUNCEMENTS / CORRESPONDENCE Kallberg: Provided an update on the ongoing Prior Lake Stormwater Management & Flood Mitigation Study. This is a joint project of the PLSLWD and the City of Prior Lake. The lead engineer for the study (Barr Engineering) is currently working on iterations of the model to ensure that the predicted flood levels match with observed levels from 2014. There will be a public meeting held on May 28 at 6:30 to update the public on the study progress and findings to date. May 19, 2015 Lakes Advisory Committee Minutes 3 Young: Outlined the role of the Technical Advisory Committee (TAC) for the flood study. The TAC is currently working with Barr Engineering to plan the next public meeting and to review the results of the flood modeling work. Weninger: Clarified that this study has nothing to do with surface water use or the task force working on potential water surface use rules updates. ADJOURNMENT: With no further business brought before the LAC, a motion to adjourn was made by STREEFLAND and seconded by CELSKI.
