1. Shakopee Tennis Facility

2. Ice Rink Survey
The City currently has 16 neighborhood pleasure ice rinks that are flooded (they did not get flooded in
2015 because the water truck was broke). Around Christmas, a park's staff person floods the rinks
nightly for 1-2 weeks to get a base going,then floods approximately once a week until early/mid-
February.The average size of a neighborhood rink is 35x65—70x140. Each year City staff receives
complaints on the ice quality on these rinks because the City does not have a Zamboni (like the one at
Lakefront Park owned by the Hockey Association)to use at all the rinks.
City staff put out a survey last winter(see attached results)to ask residents how often they use
neighborhood rinks and what kind of amenities they would like to see to make them more useful. Per
the results,the respondents would like to see lights and a warming house at these rinks.
The City could build a small warming house, out of wood, at these rinks but the average cost to
construct one would be around $12,000.The wood "huts" have been known, in other cities,to attract
un-savory behavior in the warmer months. City staff looked into a glass enclosure, like the ones that are
used at transit stations.These units cost$20,000+.The City does not have the funds to install this type
of amenity at the neighborhood ice rinks.
All 16 ice rinks, per staff opinion and experience, are not utilized in the winter.There is no cost savings
for the City if they flood 4 rinks or 16. If it was decided to not flood any rinks,the park's department
would allocate those staff hours onto another area.The PAC collectively recommended that the City
staff should determine which neighborhood ice rinks to flood based on what they see is being used. If a
new development requests flooding of a rink they can do so and be added to the list, but the ones that
are not being used will no longer be flooded.
PAC also recommended that City staff advertise which sites will be flooded on the City website and
other media outlets.
3. Bi-Annual Meeting with Associations and Surrounding Communities
The bi-annual meeting usually occurs in August. Due to a city council workshop on 8/22 regarding all city
fees and the 2017 budget, it was decided to move this meeting to September 15 so staff can share the
City Council direction on future fees relating to fields and their organizations.
4. Parks Tour
The PAC will go on a parks tour Augusts 25th, leaving Lakefront Park at Spm.The following parks will be
on the itinerary: Pike Lake,Watzls Beach, Spring Lake Park,Jeffers Fish Pond, Markley Lake and the
Ponds park.
5. Future Meeting Date

Dear Friend of the Shakopee Tennis Association,
As you may or may not know,the Shakopee Tennis Association,which has one of the largest outdoor summer tennis
program s for local youth in the upper Midwest, has embarked upon an ambitious program to develop a world-class
indoor tennis facility in Shakopee that will allow for year-round tennis instruction and playing opportunities.STA and the
city of Shakopee have agreed to a long-term ground lease on six acres in Shutrop Park at the intersection of Eagle Creek
Boulevard and Eagle Creek Avenue for the construction of this facility.
Fundraising for the project is just beginning. To kick off this fundraising campaign and as a show of support for the
project,the LISTA has generously donated two tickets/invitations (one pair)to the President's Suite for the 2016 US
Open Tennis Tournament in New York City1 . This is an exciting opportunity to watch the US Open for a one-day session
of your choice on Monday through Friday of the first week of the tournament(August 29-Sept 2)from the Presidents
Suite, a vantage point that is not usually available to the public. While there is no guarantee, it is not uncommon for
celebrities to be in the suite with you enjoying the tennis game and mingling with the guests. In addition,the ticket
package includes the following:
• Seating in the President's Box;
• Lunch in the President's Dining Room;
• Hospitality in the President's Suite;
• Access to courtside seating in Louis Armstrong Stadium;
• Access to all other courts at the USTA Billie Jean King National Tennis Center;
The Shakopee Tennis Association,which is a 501(c) 3 nonprofit charitable organization, is auctioning off this once in a
lifetime package to raise money to realize the dream of building a

the guidelines that will be included with their invitation. In addition,there are age restrictions for children. A Report&
Recipient Information Form under separate cover will be sent to the ticket holder and must be completed and returned
to the President's Suite before invitations are sent.

the ticket package.
The bidding process will close at midnight on July 20, 2016, so if you are interested we encourage you to get your bid in
ASAP. We will let you know before the deadline if your bid is exceeded by a higher bid so that you have an opportunity
to bid again if you are so inclined. Please consider bidding as much as you can, knowing that your bid will help the STA
and the community of Shakopee to realize their dream. The winning bidder will not only be doing a community service
but will enjoy the opportunity of a lifetime as they experience the US Open in a way that is only available to the
privileged few!
The minimum bid for the pair is$2,000.

The rinks in other cities are far superior to the rinks in Prior Lake(with exception of Lakefront).We understand that
many people live on Prior Lake and can have a rink in their backyard but many of us do not and would really would like
to have a lighted rink in the neighborhoods with boards.A warming house is nice but not necessary!

Hi Katy
I am following up on your questions. Our standard shelters are 6'x 12'. These are the shelters you will see
along major roadways. I've attached the spec for your information. Our total cost is generally between $15-
20,000, depending on the size, amenities, and location. The general cost breakdown is:

Shelter: $6,500 to `%
Installation: $5,500
Pad: $3,000 /� / �\
Depending on what can be done in house, it might be a bit less for you.
The Eagle Creek shelter is substantially larger (15'x 28', see attached spec). I couldn't find a cost, but I did talk
to County staff, and our best recollection is the shelter itself was about $20,000 (in 2012). The pad and
installation costs were part of the larger construction. So for planning purposes, I would triple our average cost
and suggest that shelter is about $45,000.
These things come in all shapes and sizes. You can even have them customized. We use Handi-Hut
(http//www.handi-hut.com/), but there are several other companies out there, and they are competitive.

It's been a while!! I hope things at MVTA are going well!
We recently have been talking about warming houses at our ice rinks and the associated costs. Greg had the idea that
something like the transit station shelter at Eagle Creek(see through with radiant heat) might fit our needs and address
our concerns with visibility in the shelter. Would you or someone in your office have a planning level cost associated
with this type of amenity? Any feedback you have regarding operations and safety issues is also welcomed!
