(612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLDYER '-'-'J'_.~"--".'"------''' PARKS ADVISORY COMMITTEE MEETING MARCH 8, 1993 The Parks Advisory Committee meeting was called to order by Chairman Doug Berens at 7:10 p.m. on Monday, March 8, 1993. Members present were Doug Berens, Ron ceminsky, Art Schoot, and Pat Heaney. Kathy smith was absent. Staff members present were Bill Mangan, Director of Parks and Recreation, and Frank Boyles, City Manager. Bill Mangan corrected the minutes from February 8, last para9raph, page two, to read "...letters were sent to nine appl1cants from the Planning Commission..". Schoot moved, seconded by Ceminsky to approve the amended minutes from February 8, 1993. Motion passed unanimously. Chair Berens asked for staff reports from Bill Mangan. Mangan introduced Frank Boyles, newly appointed City Manager. Mr. Boyles commended the PAC for their volunteer efforts in the past and relayed to them the importance of their role on the Parks Advisory Committee. Mr. Boyles encouraged them to keep up the good work. Next item covered by Mangan was the hiring process for the Park Maintenance Worker II position. Mangan indicated that the application deadline had closed and that staff will be interviewing six finalists for the position on March 11, and hoping to offer the position by March 15 so that the selected person can be on board by April 1st. Mangan then discussed the upcoming Dance Recital. He indicated that the program had to be moved up two weeks due to the unavailability of the auditorium. Subsequentl~, the Recital dates will by Ma~ 1 & 2 at the High School Aud1torium. Staff wanted to get this 1nformation out as soon as possible so that people could make plans for that week-end. At this time, the only conflict appears to be First Communion at st. Michael's Church which involves 6 participants in our dance program. Item #4 on the agenda, review proposal of Cardinal Heights, was then discussed. Discussion focused on the viability of the City purchasing all of the land west of the proposed Fish Point Road as shown on the preliminary plat. Since most of the property has to be donated for storm water mana~ement or wet lands anyway, Mangan recommended to the Comm1ttee that this proposal from Sienna Corporation would not be acceptable. Sienna has made a proposal for the City to purchase around 53 acres for park purposes at a cost of $10,000 per acre. Mangan recommended that this is something that would not be feasible for the City and that the PAC should move that the proposal not be accepted. Motion by Pat Heaney, seconded by Art Schoot, to deny the proposal to acquire, through purchase, that land lyin~ west of Fish Point Road for park purposes. The Committee had an informational discussion on the Industrial Park site for develo~ment. The committee was informed by Mangan of where everyth1ng is currently situated on the site. The Lion's Club is ver~ interested in buying and developing a youth athletic fac~lity. Mangan stated that the Industrial Park location has been earmarked for this project to go along with the 32 acre Industrial Park, another 10-12 acres for another business thinking of locating here, the future fire hall, and the possibility of a Public Works Maintenance facility. Since this was informational only, no action was taken. Next scheduled item was an update on "The wilds" golf course project. Mangan stated that there still has not been a proposal submitted to the City for review. The Met Council still has to review the project. City Manager Boyles stated that he has sent them a letter asking for their help and cooperation to expedite this project. Discussion followed concerning timelines, proposed development, golf course development, housing, and open space. No action was necessary on this item. The next item on the agenda was a brief update b~ Mangan as to the status of the adult softball program. Th~s year the softball leagues will be administered b~ the Recreation Department. There are two reasons for this: f1rst, the fields are owned and maintained by the City of Prior Lake; secondly, there was virtually no compliance with the $5 non-resident fee last year and that will be in compliance this year. There will be a lea~ue director hired to administer the league. That person w1ll work out of the Recreation Department and will report directly to Bill Mangan. Staff anticipates revenue from all four lea~ues to approach $15,000 from which the League Director will be pa1d. Under Old Business, Bill Mangan reviewed this past skating season. The skating rinks were maintained until February 28 this past winter. This is the latest that rink maintenance has ever been performed. Typically, February 15 brings a close to the skating season but this year there was a two week cold period the end of February which allowed the rinks to be open much later than normal. Thankfully, the maintenance staff was able to bring the season to a halt. Also, under Old Business, Man~an informed the PAC of the status of filling the two vacanC1es on the PAC. Mayor Andren is out of town on vacation until the end of March. When she returns, interviews will be conducted to determine who the two candidates are for these positions. With a motion by Pat Heaney, second by Art Schoot, the March meeting of the PAC was adjourned.
