Review the Park Dedication for Knob Hill subdivision. Staff has received a preliminary plat of Knob Hill and will present the findings at the meeting. 5. Old Business. A. Status update on C.R. 42 project. 6. Set next meeting date. A. The next scheduled meeting is for Monday, December 13, 1993. In the past, the PAC has cancelled the December meeting due to the holiday schedule. 7. (612) 4474230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLDYER PARKS ADVISORY COMMfITEE MINUTES SEPTEMBER 13, 1993 The Parks Advisory Committee meeting was called to order by Chairman, Doug Berens, at 7:06 p.rn. on Monday, September 13, 1993. Members present were Doug Berens, Ron Ceminsky, Sam Emond, Pat, Heaney, Robert Rykken, Art Schoot, and Kathy Smith. Staff members present were Bill Mangan, Director of Parks and Recreation and Nancy McGill, Parks and Recreation Secretary. The minutes were reviewed from the August 23, 1993 meeting. Doug Berens asked if the vote was correct for the City Council Liaison motion. Bob Rykken stated that he and Art Schoot, during discussion, were more in favor of the liaison, but also didn't disagree with the motion. Bill Mangan stated that this liaison was not adopted by the council; the EDC was the only committee that wanted it The motion was not changed. BOB RYKKEN MADE A MOTION TO ACCEPT THE MINUTES FROM THE AUGUST 23, 1993 MEETING. PAT HEANEY SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. Doug Berens asked for Staff Reports. Bill Mangan reviewed the following subdivisions. The Wilds: The Metropolitan Council has approved the comprehensive plan amendment The EA W (Environmental Assessment Worksheet) and the EQB (Environmental Quality Board) still needs to approve the comprehensive plan. Still have several hurdles to cross. Probably still four months out for fmal approvals. Carriage Hills - 2nd Addition: Grading has been done; some of the trails and sidewalks have been started. Phase II will include the five acre neighborhood park. 2nd Addition construction will begin this fall. Knob Hill: No preliminary plat has been received yet This subdivision will be tied into the Carriage Hills development Hidden View, Forest Oaks, Cardinal Ridge are in the preliminary stages. Bang Addition: Have not received anything on this yet Woodridge - 2nd Addition: Has been graded. Blacktopping is being done and trails are being put in connecting Woodridge Estates to the Ponds. Westbury Ponds: Has been graded, Phase I roads have been put in and ready for blacktopping. There was some discussion. 4629 Dakota 51. 5.E., Prior Lake, Minnesota 55372 / Ph. The tentative location is south of the casino. The biggest concern is the feasibility of an ice sheet. Mangan reviewed projects that remain to be completed. The fishing pier at Sand Point Beach will be completed; trails at Woodridge Estates, the parking lot and the warning tracks at the Ponds, and Heritage Park. Fall youth athletic programs are in full swing. Instructional soccer (K-6) are on four fields at Lakefront. Football are on five fields at the Ponds (3-8 grade), and at Memorial on Thursday nights. There are over 600 kids in the program. Bill updated the committee on the fall registration and the dance program. He informed the committee that one of our dance instructors, Diane Wikstrom, has resigned. She has started her own studio in Montgomery. Usa Conlin has been promoted to the "Director of Dance". New dance instructors are Heidi Law, Janelle Johnson. and Tammy Krueger. The dance program currently has 21 jaz7/tap classes (230 participants), six ballet classes (60 participants), 2 pointe ballet classes (17 participants), 2 kickline classes (20 participants). The numbers are up some from last year. Felt the program will be very successful under Usa Conlin's direction. Fall registration began September 13th at 9:00 a.m. A number of various classes and trips are being offered for all age groups. Doug Berens then asked for Parks Advisory Open Forum. Art Schoot had requested a booklet from the National Park Services when he was at the State Fair, and felt it might be something Bill would be interested in receiving. It dealt with parkland along the Mississippi River. A parking lot is being installed at Raspberry Park. Fill is being brought over from the Ponds. This will help the parking situation in this area. Doug Berens noted that he noticed quite a few rocks in the ball field at Raspberry Parks that should be dug out; also grass growing up in the ball field This will be part of the fall aeration project. Doug Berens asked for New Business. Bill Mangan introduced the committee to the Prior Lake Maintenance Standards listing. The Council needs this list to determine if additional personnel is needed; how the parks are maintained; if some areas could be contracted out rather than using in-house staff, and necessity of adding additional staff. In compliance with the City Attomey's recommendation, this report will be titled "Prior Lake Maintenance "Objectives" rather than "Standards". "Standards" could cause a legal battle if someone would fmd cause to bring action against the city. Parks Advisorv Committee Minutes - Sentember 13. 1993 - Pa2e 2 The committee went through the objectives. Some of the areas of discussion and change were: TURF (A) Mowing: Bill received an estimate of $9.00/acre per cutting - cost would be approximately $60,OOO/year. Spraying & fertilizing cost estimate was about $68.00/acre - cost of $35,OOO/year. Chemicals not included in this price quote. Current cost is approximately $25,000. Spraying & fertilizing currently runs about $lO,OOO/year. Feels another employee could be hired and parks department could continue mowing & fertilizing in-house; feels could do a better job than hiring it out There was some discussion on mowing and spraying procedures. Pat Heaney again suggested that the newspaper should publish the happenings of the parks department. Bill Mangan said that the City Manager is going to have a column; and perhaps something could be incorporated into that Doug Berens suggested that the city adopt a Pest Management policy (include the fact that soil samples are taken, spraying, fertilizing, etc.). Art Schoot suggested that there should be an introductory statement after the title. PLAY STRUCTURES: (B) Surface Materials: Looking at other materials such as shredded bark, wood chip~ etc. as an option for next year in order to comply with the A.D.A. guidelines for wheelchairs. Ron Ceminsky voiced a concern about fungus when bark is put around trees. Bill indicated that this is generally not a problem since it is not compacted. Chips are a natural material, and the fungus is sprayed with fungicide. Art Schoot questioned if organic fertilizer is used. Bill indicated that organic fertilizer is used in areas around the lake. Slow release fertilizer (a chemical) is used in the athletic fields; this application lasts for the season. Organic needs to applied more often. (E) Consumer Product Safety Commission: The C.P.S.C guidelines are getting tighter and tighter. This will be costly in order to stay within the safety guidelines. In accordance with the A.D.A., one play structure must be accessible to everyone either by wood chips or ramping. (F) Inspections: Felt that bi-weekly wording was not clear and that it should state "twice monthly" or "bi-monthly instead. Also, the sununer months should be more specific - April through October. VEHICLE & EQUIPMENT MAINTENANCE & REPAIRS. Wants to be able to get this on a computer system for more accurate an accessible records. Doug Berens asked for Old Business. Both the fishing pier project and the Council Liaison status had already been discussed earlier in the meeting.
