(612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER PARKS ADVISORY COMMITI'EE MINUTES JUNE 13, 1994 The Parks Advisory Committee Meeting was called to order by Doug Berens, Chairman, at 8:00 p.m. on Monday, June 13, 1994. Members present were Doug Berens, Sam Emond, Pat Heaney, Bob Rykken, Art Schoot, Ron Ceminsky. Staff present included Bill Mangan, Director of Parks and Recreation, Al Friedges, Parks Maintenance Supervisor, Bret Woodson, Recreation Supervisor, Nancy McGill and Lynn Lake, Parks and Recreation Secretaries. The minutes were reviewed from the May 9,1994 meeting. SAM EMOND MADE A MOTION TO APPROVE THE MINUTES FROM THE MAY 9, 1994 MEETING. BOB RYKKEN SECONDED THE MOTION. Doug Berens asked for Old Business from Mangan. Mangan indicated that Doug Berens attended a City Council meeting where the Council addressed revisions in the bylaws. We are going to have to change the PAC meeting night. The reason for this is in September, when the new Fire Hall opens, the Fire Dept. 's training night is on Thursday's and the Planning Commission's Thursday meetings will be changed to the off Monday's of the Council meetings. So the Council meetings are on the fIrst and third Monday's and the Planning Commission which must meet twice a month, is going to be on the second and fourth Monday's. We will have to choose either Tuesday or Wednesday night at the'. new Fire Hall. If we want to keep it on Monday nights, we will have to fmd a different location. The space we currently use will be converted to additional office space, one or two departments will be moving into the present Council Chambers. The City Council agreed with the idea of a seven member Advisory Committee, as well as the idea of the Parks Advisory Committee recommending their own chair as opposed to being appointed by the Mayor. They were in agreement with most of what the committee requested. We are going to remain intact and autonomous with our recommendations going to the City Council. The only exception being the Monday night meetings may have to be changed to a different evening. Pat Heaney asked if there would be a small room for us at the new place. Mangan indicated that there is a possibility. They are going to divide the training room into a blanketed auditorium with an accordion divider. They do not want to schedule back-to-back Monday's right a way because they are not sure of acoustics and how things are going to work out. For example, if we are going to have a public hearing for a grant application and the planning commission has a public hearing for a subdivision that place cannot hold everybody and your going to have too much noise. Doug Berens asked if we had to worry about Thursday meetings right now. Mangan said, at this point, it is too early to be concerned and that we will be able to have a better grasp of the different options available later in the summer or early fall. Chair Berens asked for Other Business. Bob Rykken commented on how nice the developed parks looked. It sure made a difference to the Ponds area; both the paving and the dug-outs. Mangan commented that this was such an improvement up there especially the paving, curb and gutter. Al and his staff took on moving the dug-outs outside the fenced area and then concreting the entire dug-out so you do not have the mud baths. There was some discussion in regards to how nice the parks looked and how far we have come to develop these parks. There were comparison's with Eden Prairie and Lakeville park facilities. Budget preparation, fees and analyses will be adjusted to reflect next years operating budget or fee structure. We are going to be looking at a percentage of value of the home for park dedication versus the existing flat rate of $650. The Park Dedication fee is part of the fee structure that is set annually at the January meeting. It is changed based on staff and PAC recommendation and is locked in for the year. We like to be comparable to other cities with park dedication at $400 and trail dedication at $250. This year we are somewhere between the median and the high. Eden Prairie and Eagan are the highest at around $850, and the lowest is Shakopee at $300. We are $650 combined which is above the median of $450 but below the highest which was $850. Bob asked when Chuck Pappas from Mystic Lake will be coming. Mangan replied that we may go out there for a tour in July. A flier on program information and annual membership costs will be mailed to area residents shortly. Art was questioning the Heritage Park parking facilities. Mangan commented that the most sophisticated parking that we have seen is for four off-street parking. That might be more trouble than what it is worth with the amount of fishing that is done. Chair Berens asked for Staff Update. We kicked off Summer Playground Program today, getting ready for Summer Blast-Off on Wednesday. New Surface Water Regulations went into effect Saturday, June 11. This was passed by the council. \ . At this time Al Friedges updated the committee on his projects. The last two summer staff people just started their employment. '-''"'&&......a..............-- .....&&&........."". .._..- ...__ ...__ . .. ____ PUBLIC HEARING NOTICE Ci ty of Prior Lake NOTICE IS HEREBY GIVEN THAT the City of Prior Lake Parks Advisory Committee will hold a public hearing on Monday, July 11, at 8:00 P.M. at the Prior Lake City Hall, 4629 Dakota Street SE, to consider the proposed acquisition and development of property adjacent to Markley Lake (J 0 Bang property) for Open Space. This public hearing will be held to allow the public to voice their concerns and support for the acquisition and development of Markley Lake Community Park. The City of Prior Lake plans to apply for grant monies from the State of :Minnesota for this project. The proposed plans for the park may be seen at the Parks and Recreation Department at City Hall and will be available at the public hearing. All persons desiring to be heard with reference to the proposed acquisition and development at Markley Lake Community Park may be heard at this meeting.
