MINUTES
NOVEMBER 18, 1996
The Parks Advisory Committee members and the friends of the Library members
gathered at 6:00 p.m. for pizza. The meeting was called to order by Chairman, Ron
Ceminsky, at 6:45 p.m. Members present were Ron Ceminsky, Thea Fluhrer, Pat
Heaney, Tom Reddinger, Bob Rykken, Tom Schutz, and Kathy Smith. Friends of the
Library representatives included Mary Knowlton, Nancy Iverson, Chris Mosley, Barb
Marschall, and Dawn Glatzl-Beck. Staff members present were Paul Hokeness, Director
of Parks and Recreation, Bret Woodson, Recreation Supervisor, and Nancy McGill, Parks
and Recreation Secretary.
The minutes from the October 14, 1996 meeting were reviewed.
KATHY SMITH MADE A MOTION TO ACCEPT THE MINUTES FROM THE
OCTOBER 14, 1996 MEETING. THEA FLUHRER SECONDED THE MOTION.
MOTION CARRIED UNANIMOUSLY.
Paul Hokeness represented Jeff Oertel with the architects report. It was agreed that a
two-story library would not be feasible unless the space on the second floor was to be
used for meeting rooms. There was some discussion concerning the space needed if this
was to be a one-story facility. Someone suggested that this could be built on the Kop
property; but it was the general consensus that we should focus more on the downtown
area for this type of facility. Jeff Oertel will have a conceptual design plan ready for the
December 5th Open House at the library. It was also suggested that we would refer to
this facility as the Community Resource Center.
Referendum Strategy. The next presentation will be held on November 25th with the
School Board at the District Office. As many members from both the P.A.C. and the
Friends of the Library were encouraged to attend. It was suggested that the presentation
be condensed to 5-10 minutes from each group. The representative from the P.A.C. will
be Tom Schutz and if he is not able to attend, Ron Ceminsky will be his back-up. Barb
Marschall will represent the Friends of the Library.
There was some discussion concerning the phone bank as to how it would be set up and
utilized. Phone calls will be made to all supporters. It is estimated that approximately
1200 Yes votes are needed to pass the referendum. Calls will be made from City Hall,
the Fire Station and the Maintenance building. The Parks and Recreation Department
will coordinate the calling lists and divide names between the P.A.C. and the Friends of
the Library members. On Tuesday, January 21st, a presentation will be made to the City
Council asking for a Resolution to hold a referendum on February 25th for the Parks &
Library Improvements. Paul Hokeness suggested that the first call be made after this

be paved between the trail and Fish Point Road on each of the medians that would
accommodate 20 parallel parking spaces. Cross walks would be installed on each side.
The P.A.C. committee agreed that this should satisfy everyone.
Ron Ceminsky read the letter that would be sent to Larry and Fran Greenfield thanking
them for providing the complimentary brochures highlighting the parks, athletics, and
library needs for our community.
The next meeting date will be Monday, December 9, 1996.

REDDINGER SECONDED THE MOTION. MOTION CARRIED UNANIMOUSL Y.
The meeting was adjourned at 8:45 p.m.
