(612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER PARKS ADVISORY COMMITTEE MINUTES MARCH 10, 1997 The Parks Advisory Committee meeting was called to order by Ron Ceminsky at 6:40 p.m. on Monday, March 10, 1997. Members present were Ron Ceminsky, Pat Heaney, Bob Rykken, Tom Schutz, Tom Reddinger, and Kathy Smith. Tom Reddinger left the meeting at 8:15 p.m. Kathy Smith left the meeting at 8:55 p.m. Thea Fluhrer was absent. Staff members present were Paul Hokeness, Director of Parks and Recreation, Bret Woodson, Recreation Supervisor and Lisa Newling, Parks and Recreation Secretary. The minutes from the January 13, 1997 meeting were reviewed. TOM REDDINGER MADE A MOTION TO ACCEPT THE JANUARY 13,1997 MINUTES. TOM SCHUTZ SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. Reviewed Resolution 97-09 regarding voter turn out and election results. Resolution was included in Agenda packet. Paul Hokeness indicated that the RFP (request for proposal) process for the Library will begin soon. He stated that a Building Committee for the Library was needed. Committee will be made up of 1 PAC Member, 2 FOL Members (Chris Mosley & Dawn Glatzel-Beck), Prior Lake Librarian (Hilary), the County Library Administrator (Janet _Williams), and a County Library Board Member (Mary K. Anderson). This committee will work with the architect nd oversee the building project. This committee would meet once a week until the plans are approved. Ron Ceminsky volunteered. Pat Heaney is the alternate. Paul indicated that a schedule of construction is being put together for Lakefront Park. A copy of the schedule will be shared with the members as soon as it is completed. He stated that it may be a possibility that the Boy Scouts will build a Troop House at the top of the hill. The only stipulation would be that the City maintain and schedule the building, with the Scouts having first priority. This building would be used by the Girl and Boy Scouts as well as 4-H. Tom Reddinger suggested to Pat Heaney that he talk to the "Hoops in the Park" Committee about allocating money for a full size Basketball Court at Lakefront. Paul indicated that Brauer & Assoc is very interested in being the Consulting Firm for Lakefront Park and the Community Park. They completed the initial Lakefront Park Master Plan and also did the initial design work for the athletic complex. They are building a similar Athletic Complex in Inver Grove Heights. KATHY SMITH MADE A MOTION TO PURSUE A PRELIMINARY PROPOSAL FROM BRAUER' & ASSOC FOR LAKEFRONT PARK AND THE COMMUNITY PARK. TOM SCHUTZ SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. A lengthy discussion took place regarding the possible purchase of the Olaughlin property for the Community Park. Following the discussion a motion was made. ,- BOB RYKKEN MOTIONED TO PURSUE OPTIONS REGARDING THE PURCHASE OF THE OLAUGHLIN PROPERTY FOR THE COMMUNITY PARK. KATHY SMITH SECONDED THE MOTION. Parks Advisory Committee Minutes - March 10, 1997 2 ?aul indicated that staff has discussed the possibility of assigning Al Friedges as the Construction Manager & Bret Woodson be in charge of arranging, scheduling, and tracking expenditures for the referendum projects. Paul indicated that the Ponds Expansion is underway. Dirt work will start by next week. Two Youth Softball/Baseball fields, Two Soccer Fields and Trails will be added. The ponds is being expanded with a 1/2 matched grant and 1/2 Capital Park funding totaling nearly $88,000. The tree nursery will be moved behind the Maintenance Center. Paul stated that lights and irrigation will be installed on four softball fields and two football fields. We will be bidding the project for Level 8 Lighting, which is the best on the market for reducing spill light and directing light onto the fields and not into neighbors yards. He suggested that we use a consultant/engineer that was recommended by Musco Lighting to begin preparing plans and specifications. Lights will be completed mid-summer and irrigation completed by the fall. Terry Olynkyk, from P.L.A.Y stated that they would like to replace the shed at Memorial Park. They would supply all the materials and we would get Sentenced To Serve to construct it. Paul and Al will coordinate with P.L.A.Y. and Sentenced To Serve. Paul and Al met with the Kop family last week regarding the purchase of their property. Discussion occurred on the details of the Life Estate set-up with the family. The Kop's gave Paul a dollar figure that they were looking for. Paul explained to the Kop's and the PAC that he would need to talk with the City Attorney and the City Council regarding the counter offer. Paul indicated that he would keep the PAC updated as it proceeds. Bret Woodson gave an update on the Recreation Activities. The use of the Lakefront ice rinks was up from last year. The dance recital will be held the first Saturday in May. There will be 2 shows instead of 3 this year. Summer brochure will be mailed out in mid May. Bret indicated that the High School Baseball Program would be interested in funding a new scoreboard at Memorial Park for this spring. Bret is contacting Pepsi to see if they would be interested in funding some or all of this project. No Old Business. New Business. Paul indicated that the Rotary would like to donate money into the park system for a park program or facility. They could possibly sponsor the summer playground program, summer concerts in the park, a zero depth water park, or the bandshell at Lakefront Park. The next meeting will be held on Monday, April 14, 1997 at 6:30 p.m. at the Maintenance Facility. A MOTION WAS MADE BY PAT HEANEY TO ADJOURN THE MEETING. TOM SCHUTZ SECONDED THE MOTION.
