(612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER PARKS ADVISORY COMMITTEE MINUTES APRIL 14, 1997 The Parks Advisory Committee meeting was called to order by Ron Ceminsky at 6:30 p.m. on Monday, April 14, 1997. Members present were Ron Ceminsky, Pat Heaney, Bob Rykken, Thea Fluhrer, Tom Reddinger, and Kathy Smith. Tom Schutz arrived at 6:40 p.m. Kathy Smith left the meeting at 9:25 p.m. Staff members present were Paul Hokeness, Director of Parks and Recreation, Bret Woodson, Recreation Supervisor and Lisa Newling, Parks and Recreation Secretary. The minutes from the March 10, 1997 meeting were reviewed. A few changes were made. A few changes were made. KATHY SMITH MADE A MOTION TO ACCEPT THE AMENDED MARCH 10, 1997 MINUTES. THEA FLUHRER SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. Paul Hokeness tabled the Water Playground Video until the next meeting. The Ponds addition is in the process of being graded. The tree nursery is being moved and some of the larger trees are going to be planted around the park. The soccer fields may be ready by next fall and are not irrigated. In 1998, curb and gutter and black top is being planned. Paul indicated that construction has begun on the Memorial Park P.L.A.Y. storage building The footings are dug and the slab and footings are being poured this week. Sentence-to-Service will build the building in the next 2 to 3 weeks. P.L.A.Y. is paying for all materials. The scoreboard has been ordered by the High School for Memorial Park. The scoreboard is a nine inning, state of the art scoreboard with message center. Installation should begin by --> the end of the month. The color is Blue and Gold. There will be a sign on the top of the scoreboard saying "Welcome to Veterans Field home of the Lakers, Mudcats, and Jays". Paul handed out Al Friedges project update. There was a review and discussion of the information. Bret Woodson review the Spring activities. All trips are going well. The Wavelength/Summer Brochure will be in the mailboxes May 16. Registration is May 20 from 6:00-8:00 p.m. at Maintenance Center. A new Tot Lot and Summer Playground site at Carriage Hills will be added due t9 the expected demand in that neighborhood. Some Summer employment is still available. Greg Reinhart will be the Park Patrol officer again this year. He will be working 20 hours a week during the Spring and Fall. The Summer hours will be 40 hours per week. There are 12 of the 15 members of last years Beach staff returning and 7 returning Summer Playground Staff. The PAC talked about the possibility of setting up an Enterprise fund so that we can retain our revenues to help make improvements and repairs in the park system, and offset the costs of operating our upcoming facilities as well as the possibility of offering more programs. Pat Heaney questioned the amount of the non-resident fees associated with some recreation programs and discussion followed. A MOTION WAS MADE BY PAT HEANEY TO DIRECT STAFF TO STUDY THE NON-RESIDENT FEE AND LOOK INTO THE POSSIBILITY OF AN ENTERPRISE FUND. BOB RYKKEN SECONDED. MOTION CARRIED UNANIMOUSLY. Old Business. Paul indicated that the City Council approved the financing method for the Bond Referendum. June 1st the money should be in the bank. The City Council approved the go ahead for certain projects associated with the referendum. Parks Advisory Committee Minutes. April 14, 1997 2 An electrical consultant was hired for the Ponds lighting. The fee for this consultant is $7, 500.00. A neighborhood nformational meeting will be held for the residents near the Ponds on May 12th at 6:30 p.m. during the PAC meeting. The City Council gave the go ahead for staff to pursue the land acquisition for the Kop's farm and the Community Park Land. Edina Realty has asked the Olaughlin's if they were interest in selling their land. They stated no. The next step will be to make them an offer. New Business. There will be a joint meeting with the City Council on May 12 from 5:00-6:30 p.m. at the maintenance center. A light dinner will be served. The agenda for the joint meeting was dicessed. The By-laws were reviewed. A MOTION WAS MADE BY KATHY SMITH TO CHANGE ARTICLE 3 SECTION A THE TIME AND LOCATION OF THE MEETING TO 6:30 AT THE MAINTENANCE CENTER. THEA FLUHRER SECONDED. MOTION CARRIED UNANIMOUSLY. The 1997 goals and objectives were reviewed. New goals were added to the list. The revised list will be discussed with the City Council on May 12th. There was a review and discussion on the Capital Improvement Program (CIP). A MOTION WAS MADE BY TOM REDDINGER AND SECONDED BY PAT HEANEY TO ACCEPT THE CAPITAL IMPROVEMENT PROGRAM AS PRESENTED. MOTION CARRIED UNANIMOUSLY. On May 8 at 6:00 p.m. the Parks Advisory Committee will be taking a tour different City's parks to look at the play equipment and park designs. Eden Prairie, Shakopee, and Chanhassen are possible destinations. Open Forum. Paul talked about the possible extension of the current terms for the PAC members. Bob Rykken was inquiring about a facility for gymnastics. Paul stated that there is no current facility that has high enough ceilings except for the high school. Bob also mentioned the Mighty Ducks grant for a new ice arena. P.L.A.Y. would like to purchase a trophy case at the new library when it is are built. The trophy case would display information and trophys for the group. The next meeting will be held on Monday, May 12, 1997 at 6:30 p.m. at the Maintenance Facility. There will be a joint meeting with the City Council starting at 5:00-6:30 p.m. A MOTION WAS MADE BY TOM SCHUTZ TO ADJOURN THE MEETING. THEA FLUHRER SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY.
