(612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER PARKS ADVISORY COMMITTEE MINUTES OCTOBER 13, 1997 The Parks Advisory Committee meeting was called to order by Ron Ceminsky at 6:42 p.m. on Monday, October 13, 1997. Members present were Ron Ceminsky, Thea Pluhrer, Tom Reddinger, Bob Rykken and Tom Schutz. Pat Heaney arrived at 8:30 p.m. Kathy Smith was absent. Jeff Schoenbauer, Brauer & Associates, was present as our Playground Equipment Consultant. Staff members present were Paul Hokeness, Director of Parks and Recreation, Al Friedges, Parks Supervisor, Chris Esser, Recreation Supervisor and Nancy McGill, Parks and Recreation Secretary. The minutes from the September 8, 1997 meeting were reviewed. BOB RYKKEN MADE A MOTION TO ACCEPT THE SEPTEMBER 8, 1997 MINUTES. THEA FLUHRER SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. Ron asked for the Staff Reports. Al Friedges, Parks Supervisor, updated the Committee on the progress at the following parks: Memorial Park. The playground equipment has been removed and the new parking lot is currently being designed; this will be .- located near the P.L.A.Y. storage structure. The Ponds. The lighting and irrigation projects are underway and the soccer/football fields should be playable in the Spring. The Prior Lake Players building will be built at the "old shop" site. This building will be used for storage of props, etc. A structural engineer will be needed to review the plans. The funding for this project will be provided by the Prior Lake Players. The Sentence to Serve program will be used to construct the building and work is scheduled to be done during the winter months. There was some discussion. Chris Esser, Recreation Supervisor, updated the Committee on our Parks and Recreation programs. The dance program currently has 254 participants, tumbling has 47 participants and pre-dance has 17 participants. He reviewed the MEA activities, adult trips and craft classes. It is estimated that approximately 100-110 cars/trucks came through on Clean-Up Day (October 4th). It seemed slower this year compared to other years. Chris suggested that we look into having a Spring Clean-Up Day rather than in the Fall next year. He felt that this would perhaps attract more participants. Chris asked the Committee for any programming suggestions/ideas. The Old Log Theater, Chanhassen Dinner Theater, the Minnesota Orchestra, Open GymIPool at Dakotah, Rollerblading at the Dome, and the Globetrotters were some of the suggestions made. - Chris indicated that he will be meeting with the new programmer at The Dakotah Sport & Fitness Club to discuss organizing some adult leagues for broomball, basketball, and volleyball. 16200 Eagle Creek Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph. Meyer, Scherer & Rockcastle, Ltd. have been selected as the architect. This architectural firm designed the Savage library. Two or three conceptual plans will be drawn, and community meetings will be held before a final design is chosen. A few local business owners/representatives will be meeting on Monday, October 20th to discuss future redevelopment plans of the downtown area. Discussion followed. Land Acquisition. Paul spoke to John O'Loughlin and he is not interested in selling his property at this time. Our attorney was contacted and he said we should send Mr. O'Loughlin a letter stating our desire to purchase his property and if we could not come to an agreement, the City would pursue condemnation. We will be discussing this with the City Council at a work session. Some discussion followed. Jeff Schoenbauer quoted "The window of opportunity is today's, not tomorrow's". Kop farm. We are currently waiting for their appraisal to come back. Paul indicated that we could obtain some funding through a DNR Grant, based upon natural preservation and scenic historic preservation values. Park Naming Policy. It was the general consensus of the group to allow the neighborhood involved to make suggestions. The draft policy was reviewed and no changes were made. At this time, Jeff Schoenbauer, our consultant from Brauer & Associates, reviewed his findings of the various playground equipment proposals with the Committee. The PAC members voted unanimously to recommend that Flanagan Sales, Inc. provide elementary age playground equipment at The Ponds. The vote was 4-1 to 'ecommend that Earl F. Anderson provide elementary age playground equipment at Memorial Park, and the vote was 3 for Flanagan Sales, Inc., 1 for Earl F. Anderson, Inc. and 2 (abstained) to provide elementary age playground equipment for four neighborhood parks. After some discussion, Committee agreed to split the two vendors between the four neighborhood parks. Jeff commended the Committee for doing a good job in the selection process and that the community will be well pleased with the equipment that was selected. The PAC committee made the following final selections: please note that the Parks and Recreation staff selected the neighborhood park vendor based upon space availability at the park and the configuration of the equipment proposed. Kompan Jeff will present the above selections to the City Council for consideration at the City Council meeting on Monday, October 20th. Ron asked for a formal motion to the above. BOB RYKKEN MADE A MOTION TO RECOMMEND THAT EARL F. ANDERSON, INe. PROVIDE ELEMENTARY AGE PLAYGROUND EQUIPMENT AT MEMORIAL PARK AND TWO NEIGHBORHOOD PARKS, AND THAT FLANAGAN SALES, INe. PROVIDE ELEMENTARY AGE PLA YGROUND EQUIPMENT AT THE PONDS PARK AND TWO NEIGHBORHOOD PARKS. KOMPAN IS RECOMMENDED FOR PRE-SCHOOL AGE PLAYGROUND EQUIPMENT AT THE PONDS, MEMORIAL AND WILDERNESS POND'S PARKS. THEA FLUHRER SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. Tom Schutz asked if there was anything that the PAC could do to assist Paul in addressing issues to the City Council members. Paul suggested that it would be helpful if PAC members were present at certain meetings to answer questions, etc. Tom Schutz, Bob Rykken, and Pat Heaney indicated that they would attend the October 20th City Council meeting. The next meeting is scheduled to be held on Monday, November 10, 1997. THEA FLUHRER MADE A MOTION TO ADJOURN THE MEETING. TOM SCHUTZ SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY.
