Due to the fact that Bill Mangan is recuperatin9 from his recent
surgery, the Parks Advisory Committee meetlng scheduled for
Monday, September 9, 1991 will be cancelled. We will plan on
having the regularly scheduled meeting the following month on
October 14, 1991 and more information will follow at that time.

RE: city council Adoption of Resolution 91-37
On Tuesdaf, se~tember 3, the City Council awarded the Lake front
Park tral1 bld to Prior Lake Blacktop. The total base and
alternate bid was $69,690.25. As you can see from the attached
Resolution, the bids varied greatly. Because the total bid was
under $75,000.00 the City Council approved trail construction to
include all of Lakefront Park and from Lakefront Park to the old
maintenance garage (just past the Kop property).
The trail connection from the old maintenance garage to Dakota
Avenue was discussed as well. A decision was made to retain the
connection to C.R. 21 as a vital link in the trail system,
however, due to the potential for a downtown improvement project
and the estimated cost of $14,000 for this connection, the
decision to implement this portion of the trail was delayed.
Consideration will be given to implement this connection in
either the 1992 trail construction or during the downtown
improvement project.
Trail construction is estimated to begin within two weeks ending
by approximately October 1. with respect to the request of the
Kops to name part of the trail the "Kop Trail".....this was
taken under advisement and staff was instructed to do additional
research on this request.

enter into the attached contract wlth Prior Lake
BlacktoP( Inc. in the name of the City of Prior Lake
for the lmprovement of trails in Lakefront Park by the
construction of aggregate base, bituminous surfacing and
appurtenant work according to the ~lans and
specifications therefore approved by the Clty Council
and on file in the office of the City Manager.

2. The City Manager is hereb~ authorized and directed to
return forthwlth to all bldders the deposits made with
their bids, except that the deposits of the successful
