PARKS ADVISORY COMMITTEE
MINUTES
MAY 11, 1998
The Parks Advisory Committee meeting was called to order by Ron Ceminsky at 6:45 p.m. on Monday, May
11, 1998. Members present were Ron Ceminsky, Thea Fluhrer, Bob Rykken, and Pat Heaney. Kathy Smith,
Tom Reddinger, and Tom Schutz were absent. Council representative Jim Petersen was present. Staff members
present were Paul Hokeness, Director of Parks and Recreation, Chris Esser, Recreation Supervisor and Lisa
Newling, Parks and Recreation Secretary.
The minutes from the Monday, April 13, 1998 meeting were reviewed.
THEA FLUHRER MADE A MOTION TO ACCEPT THE MONDAY, APRIL 13, 1998 MINUTES. BOB
RYKKEN SECONDED THE MOTION. MOTION CARRIED UNANIMOUSL Y.
Ron asked for the Staff Reports.
Paul's staff reports:
Library - There is a community meeting this Thursday, May 14, 1998 at 7 :00 p.m. at the Maintenance Center.
__This meeting is to inform the community as to the plans of the Library/Resource Center.
Park Improvements - Playground equipment at Memorial, Boudins, Ponds, and Cardinal Ridge are in. Wilds
Park is the only one left. This park is waiting for land dedication from the developer. The curbs around the
recently installed play equipment will be installed in the next two weeks. There is a sandbox currently being
installed under the grandstand at Memorial Park.
Ordinances - Alcohol & Dogs - It is the Park Patrol Officers mission this year to control any problems relating
to these two issues. There has been a change in the alcohol policy. No hard alcohol is allowed in the park
without a liquor permit, and there is no drinking allowed in the parking lot. There are more signs going up in
the parks to remind people to pick-up after their pets.
Referendum Items - The appraisal on the 95 acre property is completed, done by Frank Wicker. No more
information on the Kop's farm. Lakefront Park did not receive the DNR grant that was applied for. The lights
and irrigation are working at the Ponds.
Grainwood Parking - Per recommendation of the City Council and Park Advisory Committee, Paul will
monitor the parking situation this summer.
The Mayor will be meeting with the Sportsman's Club and the Lake Advisory Committee regarding the
Sportsman's access. Paul has told the City Council that the Parks Advisory Committee recommended that no
- changes be made to the access at Sand Point Beach Park.

Chris's staff report:
Trips - The spring trips went very well. The hottest trip was the Gangster Tour of St. Paul.
Summer Programs and Registration - The brochure should be out tomorrow. There were a few changes. Chris
went over the brochure with the committee. Registration is Tuesday, May 19 from 5:30-7:30 p.m. at the
Maintenance Center.
Dance Recital - There are two recitals scheduled on Saturday, May 16; one at 1 :00 p.m. and 7:00 p.m. Lisa
Conlin has resigned. This was her last year. Next year a Dance Parent Advisory Committee will be formed to
help give input on the program.
Park Patrol Officer - Interviews were completed on the two (2) applicants. Currently, background checks are
completed through the police department on the two applicants.
Old Business:
Paul reviewed the C.I.P. again with the committee. No changes were made.
New Business:
Paul handed out the memo from Dave Wuellner regarding creating a Youth Advisory Committee and would like
- ')ne PAC member to serve on this committee. Pat Heaney said that he would volunteer for this committee.
THEA FLUHRER MADE A MOTION TO ADJOURN THE MEETING. PAT HEANEY SECONDED THE
MOTION. MOTION CARRIED UNANIMOUSLY.
The meeting was adjourned at 9:15 p.m.
The next meeting will be held on Monday, June 8, 1998 at 6:30 p.m. at the Prior Lake Maintenance Center.
